i have a question that why the isolated post of Storekeeper is not giving similar financial effects on growth like promotional Storekeeper? instead of promotion this isolated post of Storekeeper can be upgraded.Please see and consider these type of isolated posts of group 'C' like SK-II,typists which is similar to clerical cadre but there is no promotional and financial growth ....Pay commission should take attention about these posts and at least upgrade them on every 10 years completion.

another point is govt. granting the financial benefit under MACP/ACP then why not notional/personal designation(which doen't create any vacancy) because it is absurd to grant benefit but not designation.
proportionate pension to GPF based pension holders or appointer before 2004 after the completion of 10 years as it will cut down the burdon on govt shoulders as well as it provide the opportunity to the govt employees to shift towards pvt. sector or under new NPS scheme.
here I want to point out that 20 years of service is too much.
Pl do at least some thing for the hopeless degree engineers joining in Indian Railway as Sr.Section Engineers who have been neglected continuously in the previous CPCs & who feel shame to stand in front of Ch. Matrons working in same organisation having qualification diploma in pharmacy, who were not in existence in 4th CPC,newly created & made equal with Sr. Section Engineers in 5th CPC and upgraded to GP-5400 & made equal with Gr-A officers in 6th CPC whereas the Sr.Sectio Engineers remained in the GP of 4600.This is the fact how the Sr. Section Engineers have been neglected in the last CPCs.Again as the Sr.Section Engineers are entering after Engineering degree they should be given at least minimum Gr-B status otherwise there is no value of studying Engineering degree & in comparision to other CG departments GP-4200 holders have already been granted Gr-B status.
Please reduce the distance of Group A, B,C pay scale, like American country...
Fixing 1st July for annual increment every year is somewhat a blunder. For example, if 30.6.2014 is superannuation date of a govt servant and got promotion in between in Feb-June of 2013, even after serving for 17 months in the promoted post, he would not draw any increment as normal date of increment is 1st July. It is therefore humbly requested that DNI may be given one of four dates during a year 1st January, 1st April, 1st July or 1st October. This must be considered by the 7th CPC. Thanks

The 7th CPC should implement the old pension system by eliminating the complicated & risk full NPS system, & all the govt employees should get proportionate pensions for the service provided by them to govt. just like
30% of last pay drawn after 10 years of service
40% of last pay drawn after 15 years of service
50% of last pay drawn after 20 years of service
on premature retirement due to personal reasons or due to forced
VRS seeing the uncertainty in life or due to dismissal from service

7th CPC must provide some additional increments to higher qualified govt employees besides than his essential qualification as already being provided in academics so as not to think that his/her higher qualification is useless & the knowledge gained by virtue of this higher qualification is useless.
The Pharmacist playing important role in Health Department. Pharmacist is highly qualified and also registered with council like Doctors and nurses then also pharmacist are least paid than other health department staff like ECG tech, Lab tech they are in PB 2 With grade pay 4200 and pharmacist with GP 2800.

Though one time compensation of one increment has been granted by govt.but the difference is ever increasing with promotions also.
It should be removed in 7th pay c. 1st Jan(1st half) and 1st july(2nd half) both may be taken as increment date so that each employee get some pre-ponement, instead of only one group getting the benefit while other suffer loss
Also the absence of EL is also a great loss to pentionary benefit.
This short coming must be addressed in 7th pay c. by restoring the provisions of 10 EL in a year to vacational staff.

What are the procedures & acts to be taken while implementing central pay scale in the states of India?
I am a state govt. employee, working under school education department govt. of Tripura (Grant-In-Aid). Designation L.D.C.
I was selected as a regular employee under 5-years Fix pay basis. My pay in pay band is 5310-1800-24000 & D.A 57%, this pay structure will be come into force after successfully completion of 5 year service without any service break. While in these 5 years I am only entitled to get a lump sum amount initially Rs,7500/-per month.
This kind of situation is facing all other employees in other departments of Govt. of tripura other than uniformed personnel and TPSC i.e Tripura Poublic Service Commission. They are getting regular pay scale in their respective pay bands as per Our State Govt. norms.
Our State Govt. does not have any intentions to commit expenditure to the central pay commission. Although they have good financial strength to commit such expenditure.
They always blame Central Govt.for release of low Grants-in-Aids, which is ultimately a fake info. as per audit report 2013-14.
Kindly, show us a way to get the benefits and salary as per ccs rules. We are in a dire straits. Please HELP.

kindly introduced tax paid salary and time bound promotion schemes for emplyees as per icar system adopted for their technical and scientific staff. and personal loan for marriage, education and other social functions including home loan. a person made only one time in his whole life he thought for home. hence personal loan scheme is present need. as he is firstly taken home loan from fincial bank/ office and e.m.i. paid liabilities is there and no need of form 16 or income tax paid /cibil report required with easy repayment of loan on retirement or after retirement emi be fixed

The 7CPC to consider creating one running Pay Scales each for entire C, B, A Group separately to minimize anomalies created by 6CPC. That means Three Pay Scales only for entire Central Employees.
The Grade Pay concept to be kept continued on Time Bound Promotion basis to ensure an hierarchic promotion on equal length of service to all, to minimize grievances and also ensure proper performance appraisal which is lacking in the existing system and dependent purely on personal rapport with the boss leaving aside public performance during the service. Hope the 7CPC will also look into this simple exercise during Pay Revision.
What a injustice to the employee who retires on 30th june without getting any increment although renders a complte one years service!

employees retiring on 30th are not getting any incremnt. it is permanent loss in pension. he rendrs complte one year srvice but do not get increment .it quite injustice .

Thus pay commission should address this issue.
Besides PSs/Stenographers are bound to sit late with the officers which is not a good practice. necessary steps need to be taken to curb this menace.
(1)6th CPC fixed the minimum pension for central govt. civilian pensioners taking the sum total of Minimum Pay in the Pay Band-I and Grade Pay divided by 2 i.e.Rs. 5200/= + 1800/= divided by 2 = Rs3500/= and the same minimum pension was granted to defence pensioners ignoring the MSP factor. In the case of defence pensioners, it should have been the sum total of Minimum Pay in Pay Band-I , Grade Pay and MSP i.e. Rs 5200/= +2000/= + Rs.2000/= divided by 2 = Rs.4600/=. We represented the same to anomaly committee but but of no avail. AQsw such we request the 7th CPC to grant the minimum pension to Defence pensioners taking the MSP factor into consideration. (2) Ratio between Minimum and Maximum Pay in Defence should not more than 1:6 and like Minimum Pension and Maximum Pension if the Commission wants the Defence Personnel to live honourably in peace and war to keep the integrity of the Nation intact.

In Railways especially in Technical departments we feel severe staff shortage in such occasions granting CCL for female employees disturbs the peace in work spots. Also we in middle management suffer lot to maintain Quality along with Quantity.So kindly consider for modifying the above privilege suitably so that deserving employees are not affected
On the other hand an employee of the state govt functions in the state and although technically state govt employees too are transferable they are rarely transferred.
Whereas an employee of the central govt comes from the selection process of the staff selection commission or the union public service commission and is transferred all over the country.
Plight ot the officials of the organised services is extremely different.They are transferred from one part of the country to the other whereas their counterparts in the state govt or other local bodies dont face such transfers.It is submitted that the Pay commission looks in this aspect of the officials from the organised services on india.
Government created POST MASTER GRADE-1 Cadre in Department of POST
in 2011 . Many Employees join the cadre after pass the examination . But Due to high responsibilities and low grade pay disappointment the New POST MASTER GRADE-1.KINDLY APPROVE THE RS 4200/- GRADE PAY

out and categories identified in such a way that they fit in proper scale of pay and each department/ Ministry shall be given recruitment rules with their consent before implementing the pay commission and mainly accountability for each should be strictly fixed for ascertaining their ability in every given period of time to maintain good governance and effective achievements.
the conveyance allowance given to handicapped employees must be enhanced and their retirement age also to be enhanced.the conveyance allowance should be part of pension.

As per 6th CPC AGI date is 1st July of every year. In this system any of employee retire in the month of June every year are not getting any AGI as he is not continue in the month of July.
In this connection my suggestion is as under:
Any of Govt. employee retire in the month of June may be allowed one AGI on retiring pay and all final payment pay accordingly.

There is a big anomaly in the pay band of non-combatised cadre of Sashastra Seema Bal. The field work related to the security hassolely been entrusted to this stuff. The staff working in this cadre is professional and highly qualified. This should be taken into consideration and there should not be any disparity and should have given equal status in pay band, as the job which is being carried out by the civilian officers and officials is of paramount importance at present juncture and a need of the hour. Your sympathetic consideration is solicited.
The PO/RMS Accountant are suffering a lot. Although, they are posted only after qualifying the PO/RMS Accountant Examination, no separate pay scale are provide to them. Rather only special allowance is granted where as the Jr.Accountant working in the postal Audit Office are getting separate scale for passing almost the the same exam. Hope that our voice will earn some sort of sympathy from 7th cpc.

1. Govt should eradicate/stop NPS and protect new staffs as per Old pension scheme. To reduce pension burden , govt should take the 10% employee subscription.
2. Otherwise Govt should take the risky of share market fluctuation and give them a transparent statement about the pension amount.
1) HRA:- Existing rate of HRA are 30%, 20%,10% for different classified city. Now it is understood that rent of the house has increased more than 30% in respect of pay structure of 5 cpc. In B,B1 and C class city the present house rent varies from 4000/-per month to 7000/-per month. So it is more than getting HRA. To equalize and discrepancy, the rate of HRA should be at per or balanced rate.
2) In Accounts department, there has been created many anomalies.Somebody got through MACP with GP-5400 in Sub-Head Accounts cadre or Accounts Assistant whether one Section Officer (accounts) is getting GP-4800. Accounts Assistant with GP-5400 having less responsibility than Section Officer with GP-4800. It should be looked for please.
For instance, one can take it as a half day leave or one day leave.
Traspoprt allowance should be based on distance from residence to office.

upto 50 kms maximum.

Sir, Please restrict the Child Care leave upto the age of 10 years as the administration is suffering from lack of employees and women employees are misusing the leave and leading to hampering of work.(ii) please create supervisory posts in the administration with grade pay of Rs.4600/-(6th CPC) AS THE ACTION TAKEN BY THE 6TH CPC i.e merging the two scales i.e of Assistant and Supt., in G.P Rs.4200/- has created lack of supervision in administration which is leading delay in processing the claims etc.

I am requesting you to give ACP/MACP after every 6 yeas hierarchy of cadre as given to the civilian officers in 6th CPC. We are fighting for justice,no one bothers about it even we attached to officers directly. our pay scales are very poor , nobody feels our pain. kindly give justice.
Honourable 7th CPC Committee,
Technical personnel in Scientific research departments are facing bitter experiences. In spite of their higher qualifications with high grade of marks and number of years of experience they have no chance to change their path to achieve Scientific posts. Atleast, there is no departmental exam (exclusively for in-service candidates) for them. Inorder to get Scientific posts, in some organizations, they are facing open competition with freshers and it’s too difficult for them to achieve. Hence these employees may be considered for change of their path basing on their qualifications and experience with a departmental exam (exclusively for in-service candidates) with relaxed standards (if exam is necessary) or atleast with experience in the same field.as PB-2 to PB-3 change. Post Given after promotion Technical officer G-II, then new post rewarded Sr.Technician -2 G-II. Is it justice too.
What Annual Increment a pensioner gets? Does he not deserve one like serving people get?
If over-age people like Mr N Modi and Advani can continue serve the nation in great posts why not Govt employees continue serve small posts up to or above 65 years of age?
Kindly see the fate of stenographers in subordinate offices. The stenographer Grade II and I were merged into Grade - I and placed in the Stenographer Grade-I whereas steno grade - III redesignated as steno grade - II without any financial benefits. They are with the lowere grade pay of Rs.2400/- and even after completing 10 years they will MACP of Rs.2800/-.
The pay of stenographers/PA/PS are very poor when compared to steno/ps of CSSS cadre. Though the STeno/PS cadre are attached directly to Officers putting lot of hard work, sitting late, working on holidays and round the clock, still their pay is very poor. There is great variation between the pay of Stenos Grade -D (Rs.4200/-) and pay of Rs.2400/- for Grade - D in suboridnate offices. But workwise all are doing the same work. Our cadre is worsening day-by-day and we are not getting any justice. In the 6th CPC there was mention about Executive Assistant. Stenographers/PS who are highlyl qualified can be given promotion as Executive Assistant.
Please consider our prayer and kindly fix the scale of pay of our cadre atleast to a reasonable level please.
Promotion chances are also less in our cadre.
kindly treat us also in par with CSSS cadre please.
(b) Pension is a survival amount given to the pensioners (senior citizens). Therefore, my request is to exempt pension from Income tax.
(c) Pensioners should be allowed travel allowance at least once in two years to visit places of pilgrimace.

The rules regarding Child Care Leave to be amended. The number of days to be limited to 30 to 50 days a year and also the limit of three spells in a year is to be withdrawn so that a women employee can take CCL in times of urgent needs only. Also taking CCL for a long period, viz., more than one or two months can also be avoided so that office work will not get disturbed.
Please recommend the Indian Railway at least not to recruit the degree engineers as Sr.Section Engineers in group-C cadre which is an insult,blame & injustice to the degree Engineers & also to the Engineering degree in INDIA.No state or central govt departments except Indian Railway are recruiting degree Engineers in group-C.They are recruiting either in group-A or group-B cadre preserving the dignity of the degree Engineers which they deserve.This is the reason due to which large no. of degree Engineers are leaving Indian Railway & joining in the private organisations.
We the stenographers etc. are most neglected staff. Nobody bothers for us though we are directly attached to Officers. Everybody knows we come first and go late every day. Besides this we are also called often on holidays in connection with office work but we are not paid anything extra work done. The promotional prospect is also very less. Kindly pay attention and justify.

The entitlement to travel by Air be provided at least from Grade pay of Rs. 4600/-. This will help saving a lot of time in journey by train/buss during the official visit. The rate of second A/c train fare and little additional expenditure only is occurred. One day absent of a senior official from duty also is a nation loss.

A Newly Recruited Sc`B' and on promotion to the post of Sc`C' their pay should be the same at par with the direct recruited Sc`C' and there should be no stepping up of pay.
CCL should be scrapped as most of lady employees are no leave and it is misused a lot
Variable Increments, Additional Incremnts granted to Scientist and Technical Oficers should be removed A particular slab of amount should be given according to No.of attempts in the assesment board itself till next promotion
Reservation should taken only on appointment and not for promotion as such the seniors(UR) are stagnated and the juniors(Reserved) are on top

2. If the distance between Govt. accommodation and Office is more than 8 km then local DA should be provided to the employee. In cities like Nasik, Jagdalpur, Chandigarh and Balasore this distance is much higher in case of defence establishment. Necessary changes are expected in 7th CPC.

Do some justice to the isolated posts
Research Associates(permanent posts) of National institute of Agricultural Extension Management(MANAGE)comes under Ministry of Agriculture GoI. This cadre comes to feeder cadre to Asst.Director.This organisation giving UGC scales to Ad to Directors only,leaving Research Associates though they comes under faculty stream, but the fact is here in MANAGE Faculty means Research Associates to Directors, comes under Faculty and allocated faculty work. Now the problem is Doing Faculty duties officially and taking Staff salary.This leads to demotivate employees due to non entitlement of perks while doing work out side of the state having highest qualifications Ph.D and doing faculty work with out any promotion last 20 years.leaving the cadre alone both the staff and Faculty having promotions and they enjoying.This is injustice please do something at least one promotions next scale AD and save valuable human resource to the nation.

Please provide CGHS facilities to all the CG employees irrespective to their residential locations. The peoples stays outside the CGHS area earmarked by the Central Govt. are provided withy AMa faciliteies ( which is very poor, doctors are incapable to refer to a patient to a cghs empanel hospitalsa and most of them are not good doctors,) please look in to the matter and try tobring all cg employees under CGHS facilities.
b) If possible please introduce MEDICLAIM facilities with cashless.
c) Allow all CG employees carrying GP of 4200-4800 to avail air facilities while on Govt. Tour and LTC etc.
Fixed Medical Allowance sanctioned i 1997 is still not paid to many pensioners though they reside in a city where no CGHS facilities are provided for the reason they have not given the declaration or undertaking as the pensioners never knew about it. Fixed Medical allowance should be paid to all pensioners automatically from the date of retirement if the city is not provided with CGHS facilities. Orders may be issued to reopen cases of old pensioners to pay arrears of FMA without insisting for a declaration or undertaking after verification of the residential address.
No pensioner be forced to suffer loss of FMA because no pensioner receives information about sanction of such allowances or any requirements for payment.
In Almost every department the grade pay becomes Rs. 5400/ after four years continuous service in grade pay of Rs. 4800/ but in IA & AD the same is not given. This type of discrimination should be sorted out.

I would like to draw your kind attention Please Consider child care leave for male employees also as now a days fathers are taking more responsibilities when their child get sick, accompanying them when they attending exams, counselling, especially there is a need to support/guard their daughters at present situations. At least at the time of higher education admission matter i.e. once in a year.
They want to grow in rich and the Indians to remain poor to serve them.
A Govt of the poor people of India that if functions for India should happily take the responsibility to provide more free education to the children of poor employees and the nationals. More education more is the literacy and tech knowledge to grow high with foreign countries.
It is not reserved for rich only.
The poor are more hardworking, they are wise too; but need support to grow high for the Govt, for nation and for himself and family.
The Central and State Govt employees, its pensioners and their family members form Indian Nation. They had several problems, and they approached the Govt in power (UPA Govt). Because the Govt had failed to solve our problems we were forced to initiate steps of protests, agitations and strikes, But they took their last breathe and lost. Lost their power. WE KNOW HOW TO CHANGE THE GOVT WHICH IS USELESS and untrustworthy.
We trusted the NDA and the BJP with Mr N MOdi as PM and showed our power and given power to them to take care of India. We have done our job. Now it is the Govt of Mr N MOdi
to show that he stands for the Nation by supporting the Govt Employees and pensioners to
grow in the Universe as a shinning star for all nations. We need the new Govt to tell the world that India is not poor but is great and strong. The Govt is of the people, by the people and for the people, which stands on democracy, socialism, justice of humanity and freedom.
We are with the Govt. And, it's the turn of the Govt to show that the Govt want to continue in power for many terms. We will wipe out the name of UPA and Gandhi family bureaucrats.
Name of VP Singh was wiped out and is no more. We are the same Indians with more power, and technique to remove and wipe out Govts from power when we decide.
These grades are also considered for appointment of staff artistes. Minimum grade required for becoming a staff artiste is B-high. Right from the beginning the pay scale for B-high & A grade category has been fixed. But there is no separate scale for ‘Top’ grade, which is a highest grade of All India Radio.
There are many top grade artistes serving in All India Radio, who are waiting to be rewarded with a separate scale. I am also one amongst them.
1. I was appointed as a staff artist from 04/02/1982 in B-high grade.
2. Secured 'A' Grade on 06/02/1986. Promoted to ‘selection grade’ (Grade- I) in the year 1995.
3. Got ‘Top grade’ in the year 2007, which was a performance based.
I have put in 32 years of service in the organization and still have 6 years of service. There is no promotional avenue now.
The pay scale for each grade as in 6th Pay commission, are as follows:
1. “B-high” grade (Grade III) : Rs. 9300/--Rs. 34800/- (Grade pay-Rs. 4200/-)
2. “A” grade (Grade II) : Rs. 9300/--Rs. 34800/- (Grade pay-Rs. 4600/-)
3. Selection grade (Grade I) : Rs. 15600/--Rs. 39100/- (Grade pay-Rs. 6600/-)
This scale is given to artistes as a promotion by virtue of service. There is no promotion here on words. Only ACP & MACP scheme is applicable.
4. ”Top grade artistes : ---- No pay scale------
From above mentioned details it is obvious that the top grade artists serving in All India Radio are at a disadvantage as stated supra and in the circumstances. To bring in parity with similarly placed employees, who have attained special distinction in their field, I request you to consider placing of such persons in a special category zone, as it requires a special skill to be an artiste of distinction, by giving separate higher pay scale and oblige.

Govt employees while in service want and demand class and nature of travel according to their status, like First class,Executive class, Business class, Air Travel, Private car, and various other type at Govt expense. Look at the same people, they travel at the lowest class and status when they travel their own expense! Where is their STATUS NOW?
If the travel is free and at Govt expense I too want to travel by executive class by air, by copter if available. Otherwise, may be by rilshaw.

As per OM Ni 1/2/89/Estt(Pay I), from the financial year 1993-94, system of giving advance increments for acquiring higher qualification was replaced by grant of lump-sum amount as incentive. Incentive ranging From Rs.2000 to Rs.10,000 were offered to various courses. Even after the lapse of more than 20 years, the amount of incentive offered has not been revised. Acquiring higher qualification enhances the efficiency and capability of the staff. Hence it is requested that commission may consider recommending increase in the lumpsum incentive for acquiring higher education.
The Central Government employees are rejoiced over the timely constitution of 7th Central Pay Commission recently by the Government of India. This shall not only pave the way for implementing the revised pay scales promptly from 1-1-2016 but also save the government from the burden of incurring huge expenditure for settlement of arrears.
What is important is the VII CPC should not repeat the same blunders which the 6th CPC resorted to especially in the matter of formulation of pay bands and pay fixation policies. Few such glaring anamolies are as under:
1. The merger of 36 pre-revised pay scales of 5th CPC into a few so called pay bands is a futile concept because all the 36 pre-revised scales of the V CPC distinctly exist as 36 revised pay scales even in the VI CPC as per the detailed Fitment Tables for each of the stage in each of the pre-revised scales as communicated vide O.M No.F.No.1/1/2008-IC dated 30/8/2008 by the Ministry of Finance as per Rule 7 of the CCS (Revised Pay) Rules, 2008 which is fixed by multiplying the DP and DA as on 1/1/2006 to the existing pre-revised basic pay which constitute 186% known as 1.86 factor. (Added to it is the Grade Pay which is nothing but fixation benefits usually offered by pay commissions as bonanza).
Well the above Fitment Table should have been applied uniformly for promotees and appointees and pay as per Fundamental Rules should have been fixed at the stage relevant to them. But the VI CPC had stipulated 3 types of pay fixation as follows:
i) For those in service as on 1/1/2006, the pay has to be fixed as per 1.86 factor as per fitment table. (This of course is the only correct method)
ii) For new appointees on or after 1/1/2006 a different table as per Section II of Part A of First Schedule of CCS(Revised Pay) Rules, 2008 to be adopted. This is also reasonably correct although slightly more).
iii) But for promotees after 1/1/2006 they are not given the scale applicable in the fitment table for the next higher cadre but they have to continue in the old fitment table even after promotion with just one increment in the old existing pay with change in grade pay and change in pay band if involved. (Even if change is involved in the pay band this is of no significance since the initial pay in the pay band except for pay band-4 is much lower than what they actually draw prior to promotion)
Not only this for any number of further promotions, the pay once fixed in a particular cadre after implementation of VI CPC continues for ever with just one increment and change in grade pay and pay band if involved unlike the appointees who get higher pay for similar post. This kind of discrimination is totally absurd and lacks application of mind. Did the VI CPC presume that the new appointees who are absolutely much junior and new to the work environment are superior to the highly experienced promotees.
2 .Further it is not clear as to why on earth such common pay bands were formulated by the 6th Pay Commission which in the first instance is not at all applicable to various cadres of employees. What is the need for showing less initial pay in the pay band of many cadres when their pay fixation is governed by altogether a different table as cited in sl.no.i) and ii) above which carries higher pay as per the exact 1.86 factor? Can the starting pay in the pay band of any employee(except for P.B 4) be lower than the actual starting pay which a government servant is given. Is it not ridiculous?
In a nutshell I am of firm conviction that Pay scale pattern, pay fixation pattern, increment pattern adopted by the earlier pay commissions upto V Pay Commission were comparatively far better than that of VI Pay Commission which is full of unwanted anomalies and disparities and I earnestly appeal to the VII Pay Commission to keep these aspects in mind and refrain from incorporating such illogical, irrational and discriminatory methods while formulating the new revised VII Pay Scales and pay fixation policies.

The rich people do not care silly increase in their salary in the form of DA. They prefer increase in salary once in ten years when the pay commission revise the salary. But,ask a poor man how much it support his living. Ask a beggar whether he need a rupee extra?
Some people are jealous when the neighbors grow and live better than yesterday. For them raising of DA is not important.
Let those surrender DA if don't needed, because the price inflates after DA is raised.
Price inflation is counted in all countries and Govt and employers give raise to the salary accordingly, not when the employees make shouting, breaking and do violence. But in INDIA?
First of all the idea of a pay band is a big mistake. I wonder what was the motive of the pay commission to propose such a thing. Does it really make a difference to the employees or the government. Take for example the third and fourth pay grades. The difference in the basic pay + grade pay between these two grades is around 23,000 Along with 100% DA, the difference becomes 46,000 rupees per month.
Again the highest and lowest pay scales have a difference of 63000 rupees and the ratio is 11.4. This is not fair thing for those who are in the junior scales.
Congress Govt came to power with the vote of people, same is with BJP. No political party come to power for the people.
All the past Govt knew the people will shout for benefits. Modi Govt also know the people out side are left to shout.

I am working in Defence as civilian and i want following points in suuport of scrapping NPS :-
(i) Govt introduced the NPS with reasoning that Govt can not support old pension scheme further due to financial crunch. However, Govt continued it for defence, which craeted a wide gap in service conditions beween civilians and defence personnel.
(ii) Govt once saying that can not support old pension scheme, how they further raised benefits of pension to defence in 6th CPC.
(iii) Now, Govt further increased pensionary benefits to defence in the form of One rank one pension.
(iv) It means they are taking from civilians their rights and giving privileges to defence. Is it right.
(v) Minimum wage is given to lowest category of employee in the govt. How, Govt can cut 10 % from that once it is already minimum wage.
Please take strongly for scrapping NPS and extension of all benefits to civilians such as one rank one pay etc.

6th pay commission gave equality to defence and civilian with some edge to defence with some allowances. However, defence with some pressure has converted their PB-3, GP 7600 scale top PB-4, GP 8000. By this way Govt have cheated civilians by not extending the same to civilians. Request to take up. How Govt can benefits to only defence personnel.It is injust.
Also the absence of EL is also a great loss to pentionary benefit.
This short coming must be addressed in 7th pay c. by restoring the provisions of 10 EL in a year to vacational staff.
Though one time compensation of one increment has been granted by govt.but the difference is ever increasing with promotions also.
It should be removed in 7th pay c. 1st Jan(1st half) and 1st july(2nd half) both may be taken as increment date so that each employee get some pre-ponement, instead of only one group getting the benefit while other suffer loss

my suggestion is for military service pay(MSP). MSP is to be equal from top to bottom because all are serving in a same climate and situation from top to bottom irrespective of ranks. Also it is to seperated from grade pay.

I am bringing to your kind notice that Sixth Py Commission had recommended to treat the Secretariat Staff and Non-Secretariat Staff at par where there were historical parity before 1-1-2006. Govt had accepted this principle but implemented in select Non-Secretariat Office without any valid reason. I therefore request that all the Group B Gazetted officer in Non-Secretariat Offices should be given pay scale at par with Secretariat staff. This anomaly is required to be removed judiciously because Gazetted Gr B Officer is performing their duties having more responsibilities that Gr. B Gazetted Officer in Secretariat Services. There is no reason to grant Grade Pay of SO equal to CSS in Tribunal under the same Ministry and denied the same in other Tribunal in the same Ministry.For example SO in DRAT/DRT given GP 4600 but given GP 4800 to SO in AAIFAR and BIFAR in the Ministry of Finance.It was gross injustice for the SO in DRAT/DRT. I am to state that many other Non-secretariat offices SO had been given GP 4800 but denied to SO in DRAT/DRT on the ground that DRAT/DRT is Non-secretariat office. My question is that then why other Non-secretariat SO had been given Grade pay of CSS and denied to SO in DRAT/DRT under the Ministry of Finance . This is gross in justice to the SO(Gr,B Gazetted) in DRAT/DRT. I pray that this injustice kindly be removed and SO in DRAT/DRT and other organisation may kindly be given Grade Pay at par with CSS on the ground that when government can give same GP of 4800 to some other non-secretariat Organisation then why refuse to SO in DRAT/DRT under the Ministry of Finnance (Deptt of Financial Services) Yours faithfully,

PRIS should also be extended to strategic DRDO likewise given to strategic organization like BARC/ISRO, since DRDO is the main thrust and strategic organization involved in the security of the whole country by giving new scientific and technologies to all the wings of Armed Forces, besides, paramilitary forces, elite organization in the security of the nation .
The merger of 4500, 5500, to 6500 and upgrade of 6500 to 7450 has created undue amount of resentment among the personnel of Admin/Accounts/Stores cadre. AOfficer have in fact been down graded by the above merger by bringing them from 7450 to 6500 as the benefit given was in 6500 pay scale with 4600 GP only in 6 CPC unlike 7450 in 5CPC. These category of the officers and staff are making significant contribution in progressing the advancement of Science and Technology in DRDO for the benefit of the Armed Forces, para military forces national security. Hence7th CPC they should get their right share while making recommendation to governmnent. The whole amount of HRA, DA, TA l be exempted from Income Tax
Further, the government servants are judicious and prudent in spending the government money for their Temp. Duty outstation be it for Food / Local Travel. The personnel on TD always worried while on TD for accomplishment of the task assigned outstation. The practice of obtaining Food Bills/Taxi Receipts/Auto Receipts, tremendous amount of mental tension and agony for taking TD in public interest. Hence requirement of submission of Food/Receipt along with the claim may be recommended to government to dispensed with the practice and the procedure should be simplified.
The frequency of Leave Travel Concession to Home Town and All India shall be moderately revised once every year rather the practice being followed at present.
The encashment of Earned Leave @ 10 days along with LTC and leave shall be delinked. As majority of the government servants have accumulated the maximum number 300 days EL at their credit, hence a new improved scheme shall be recommended for encashment of 30 days of EL with out linking to LTC every year to enhance the performance of the individual towards the government /organistion objective for above all the out look of the country for India to be a developed nation by 2020.
The Medical reimbursement facility in Non-CGHS places shall be cashless scheme so far as inpatient treatment is concerned, as the present CSMA Rules facilitates the reimbursement a government servants gets is only in the range of 40-55%, thereby the personnel and their family incurring losses on this account. Hence this suggestion for cashless medical facility. In the state of Karnataka, the Karnataka state government employees presumed getting medical reimbursement on CGHS rates where as the central government employees getting the medical reimbursemet on Karnataka state medical attendance rules rates, a total injustice, thereby they loose more than 50 to 65% of the expenses .
The Annual Increment from the present 3% to be raised to a realistic 9%
The government servants who attain the retirement age in the middle of the financial year shall be allowed to retire at the end of the financial year in the interest of the organization.
The Admin/Accounts/Stores and Allied Cadre in DRDO shall also be covered under PRIS as their contribution in S&T and R&D in DRDO strong force to reckoned , they should also be rewarded with like DRDS and DRTC so far in DRDO is concerned.

Kindly see the case of head constable/radio operator (HC/RO) who appointed on or before 10.10.1997 as CT/RO or CONSTABLE/RM through directy entry against the vacancy of NK/RO AND HEAD CONST/RM . and after BRT & Technical trade course they promoted to post he appointed. NK/RO, HC/RM merged as HC/RO and ASI/RM ,After 10/10/1997 , as per RR 2000 of communiction cadre in BSF. but no promotion till 24-25 years of service. financial benefits from DOE to comn who appointed before 10/10/1997 not given . two years regular service not counted for ACP/MACP. Only Communication setup in BSF and even after completing 10 years MACP not given as Entry grade considered from NK/RO ,HC/RM

The pay & Promotion of technical pers as appointed 10+2 PCM or B.Tech are very poor when compared to HC/MIN (non technical ) in BSF who promoted in 5 years. Communication cadre are putting lot of hard work, and round the clock , working on holidays 7 day of week, still their pay is very poor. There is great variation between the pay . But workwise all are doing the hard work. Our cadre is worsening day-by-day and we are not getting any justice. who are highyl qualified can be given promotion as Assistant commandant tech.
Please consider our prayer and kindly fix the scale of pay of our cadre at least to a reasonable level please.

1) LDC/UDC are facing financial hardship as per their qualification & responsiblities of duties since 01-01-2006. Please look into the matter & give reasonable pay scale for which they deserve.
2)Due to merging of pay scale of 5000, 5500 & 6500 in the grade pay of Rs.4200/-,the officials/officers who have given grade pay of Rs.4600, 4800 are also most sufferers due to difference in the grade pay between 4200 to 4600 & 4800. Therefore, it is humble request to also look into the matter of above said categories falling in the grade of Rs.4600 & 4800 & recommend reasonable scale/grade pay to them as per their qualification/responsibilities of posts.
3) amount of subscription under Group Insurance Scheme may be revised upto the extent which the commission deemed as fit because it has not been enhanced since 1-1-90.
The projected VII Pay Commission Pay Scales by several portals are by and large reasonable and justifiable as it reflects only a moderate increase in the existing pay package of central government employees. The expected D.A. as on 1/1/2016 shall be some where around 130%. The D.A. as on 1/7/2014 is 107%. The expected D.A. may be 115% as on 1/1/2015, 122% as on 1/7/2015 and 130% as on 1/1/2016. Merging the 130% expected D.A. as on 1/1/2016 with the existing Pay and Grade Pay, more or less come to the same level of newly projected VII Pay Scales.
While on the one hand these blogs reflect the correct revised pay structure scenario, on the other hand, the inference drawn therein that so far all the pay commissions had granted an average increase of 3 times or 300% of their pre-revised scale and that there will be an increase of 3 times or 300% of the existing pay scale in the VII Pay Scales also is totally wrong. Such wrong conclusions reached by them not only mislead the central government employees in particular, but even the general public at large, giving them a wrong impression that the central government employees are being pampered with a huge pay hike.
All the pay commissions so far had offered only an increase of around 40% of the pre-revised basic pay as a bonanza to central government employees while implementing the new pay scales and added it to the pre-revised basic and D.A. and formulated new pay scales. Even the VI CPC had offered only 40% increase on the maximum of the pre-revised scale and shown it distinctly as Grade Pay. The revised pay in the VI CPC remained the same for all cadres except P.B.4.(The pre-revised basic was multiplied by a factor of 1.86. While the basic pay reflected 100%, the Dearness Pay was 50% and D.A. at 24% as on 1/1/2006 on both Basic Pay and D.P. constituted 36% totalling to 186%) Thus the formulation of revised fixation table under VI CPC at 1.86 factor was just the consolidation of the actual pre-revised basic pay, Dearness Pay, and D.A. as on 1/1/2006. There was not even a single percent increase so far as the revised pay was concerned, under VI CPC. The only monetary benefit whatsoever was the Grade pay only.
In fact the pay bands have no relevance at all. All the employees as on 1/1/2006 were granted the pay as per the detailed Fitment Tables for each of the stage in each of the pre-revised scales as communicated vide O.M No.F.No.1/1/2008-IC dated 30/8/2008 by the Ministry of Finance as per Rule 7 of the CCS (Revised Pay) Rules, 2008. This was nothing but the consolidation of actual pay, D.P and D.A as on 1/1/2006 constituting 1.86 factor which the government employees were already drawing prior to implementation of VI CPC. Even the pay of appointees after 1/1/2006 was not as per the pay band but a different table as per Section II of Part A of First Schedule of CCS(Revised Pay) Rules, 2008 was made applicable. This was also more or less equivalent to 1.86 factor.
I hope the central government employees who read this article shall get
enlightened about it and can easily calculate themselves their expected revised VII
pay scale. It is very simple.
1. Pay: Take your Pay and Grade Pay as on 1/1/2016. Add approximately 130% D.A. to it. Your new basic pay shall be arrived at on actual basis (at 2.30 factor.)
2. Grade Pay: Take 40% on the maximum of your corresponding pay band and your new Grade Pay shall be arrived at. (This is the only monetary benefit.)
3. D.A: D.A will be 0% as on 1/1/2016 since all the D.A. as on 1/1/2016 shall stand merged in the revised basic pay.
4. HRA : Since the basic will be more as a result of merger of the D.A. as on 1/1/2016 with the basic pay, the HRA may not be in the range of 30-20-10% but may be 20-15-10% for X-Y-Z cities.
5. T.A: Add approximately 25 to 30% to the existing T.A. and also 130% D.A. on T.A as on 1/1/2016. Your new T.A. shall be arrived at.

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

Example: Loco inspectors (non-running)emerge from Loco running category. 30% of pay basic pay of running category is added and pay fixed.Consequently, even an ALP in PB 5200-20200 + GP Rs 1900 is fixed pay 9230/- (7100 + 2130(30%of pay)in the 6th PC. Whereas an ALP in 5th PC would be drawing only Rs 3965/- (Rs 3050 + 915)in scale Rs 3050-75-4590. The large scale anomaly CULPRIT is the 30% component.
1.This percentage should have been reviewed given the changing pattern of basic pay.
Consequently, a Loco inspector in 5th PC will be drawing pay less than a 6th PC entrant.
A large pay disparity is visible among Group C (non-gazz) i.e between loco inspector and other non-running posts who have equal or same length of service.
Further, THE LOCO INSPECTORS AFTER GETTING 30% AS NON RUNNING PAY, also draw ALKM.
2. Please abolish grade pay system
I would like to suggest that Percetage of hike of pay scale from the lowest rank to highest rank should not be equal . To mitigate the vast pay difference of officers and other rank,percentage of increase of basic pay should double than pay of officer.
In the defence services all should be free to quit service like other organisation (VRS)
The pay scale of Group 'B' both gazetted & non-gazetted should be more than the scale of MCM(work shop workers)which might have been escaped notice from the 6th CPC
