Prime Minister Approves Composition of 7th Central Pay Commission Under the Chairmanship of Justice Ashok Kumar Mathur, Retired Judge of the Supreme Court and Retired Chairman, Armed Forces Tribunal

Respected Chairman and Members,
We request for kind review of Child Care Leave (CCL) presently in vogue. On what basis a father's role is considered inferior to that of a mother's role in upbringing of a child is not understandable. In some of the families children are more attached to the father. In fact during examinations a father's presence and guidance is much more important to the child. On these grounds, I request for extending CCL to men employees also. However, to prevent its misuse, the CCL may be treated on par with HPL instead of EL as is done now. Afterall one should be ready to forgo half pay for the sake of children if it is so desparately required.

It is suggested that in all Government offices there should be two shifts- 6.00 am to 2.00 pm and 2.00 pm to 10.00 pm. It will be useful in the following manner:
1. In Limited Resources - Maximum Utilisation. e.g. we have limited computers, furniture etc.it can be utilised maximum.
2. Every working person can complete the work related with other Government Offices, like electricity , water, nagar nigam etc.

Please clear the anomalies of 6th pay commission for clerical cadre and hike grade pay of LDC, UDC at least in this pay commission as they are getting less pay.Please note that clerical cadre is also very well educated and efficient.THERE ARE DEPARTMENTS WHERE THERE IS NO POST PROMOTION AND IT IS SUFFERING FOR LDC NOT TO GET SCALE OF UDC AFTER 10YRS OF WORKING...

The amendments made to the recommendations of the Sixth Pay Scales on Pay Band system created a big gap in the scales of Rs.15600-39100. This was not in accordance with general principles adhered to by various pay commissions. This gap signified grave inequality and create two classes of haves and the deprived. Govt. must be apprised of this.situation.

As you are aware, stenographers are a poor lot who get no consideration from any corner. Since they are less in number, no organised labour unions speak for them. They themselves do not get time to rake up their issues with the Commission as they can hardly find any time after discharging their official duties. they have no stipulated office hours and are often required to work on holidays without any compensation. 6th PC recommended pay scales on par with that of Central Secretariat Stenographer Services to all Central Govt. Stenographers. but who bothers? why to bother? They are very less in number and not going to make any impact even if they protest. But have mercy and humanitarian consideration for this category whose sufferings are beyond imagination. Respected chairman is well aware of the responsibilities of a Steno, PS and PPS in day to-day functioning of top office.

Back bone of the Govt. departments are LDC & UDC but in the 6th pay commission nothing to them. this time is lots of expectation from the 7th pay commission that this cadre will get some benefits from you as you are well know that what is a grade pay of LDC & UDC(1900 & 2400). At least, in MACP of 7th pay commission may not add just 100 and 400 for them and raise grad pay and pay band as well. Please take it sympathetically and seriously consider it for thousands of this cadre.

The Stenographers (PPS, PS,etc.) are minority cadre, no one bothers about it even we attached to direct officers. In spite of our hard work, we have no office hours, all stenos are working late office hours in every day, even holiday also without getting any benefits. We are also not getting justice from any corner. With poor pay scale, nobody feels their pains. kindly justify.

To enhance awareness among people to cut down population, family planning allowance is being given to govt. employees equal to one increment for full tenure during service. This may be continued for re- employment cases of ex servicemen in second govt. job after retirement.

the scale of UDC & PRT was equal in 4th Pay commission. But in fifth pay commission UDC was placed in the scale of 4000-6000 and the PRT was 4500-7000. in the fifth pay commission, the UDC was kept in 2400 Grade Pay and PRT in 4200/-. the work of UDC & PRT are totally different. the work of UDC is a technical work but the work of PRT is not technical. therefore, it is a big humiliation to UDCs.
the Pay anomaly of LDCs & UDCs are lying pending so far. Neither Govt not the JCM is raising this issue.

Kindly do the needful for LDCs & UDCs in the 7th Pay commission so that the humiliation to the LDC & UDCs may be reduced.

The army persons retired as Hony Sub Maj should be given pension of Sub Maj from their getting this rank. No benefit has been given to this rank. This suggestion should be considered favourably by the 7th Central Pay Commission.

7th P.C. must look into the 6th P.C.'S anomalies and also see the total pay structure as per length of service and total number of increments so Jr &Sr gap in basic should be justified which is not done in 6th P.C--EXAMPLE--------In RLY LP'G Dt of appt same, promoted before 2006 basic fixed to 5000 to 10590+4200, where as next LP'G promoted after one yr basic fixed to 9300+4200 difference is of 4 increments.M.U.BISWAS.

But have mercy and humanitarian consideration for this category whose sufferings are beyond imagination. NEW PENSION SCHEME(NPS) IS FAR BENEFICIAL THAN GOVERNMENT PENSION
The Central Government employees who have joined after 1/1/2004 and are put under National Pension Scheme(NPS) have been demanding abolition of New Pension Scheme(NPS) and to allow government pension scheme. This only exhibits their ignorance of the fact that the New Pension Scheme is highly lucrative compared to government pension scheme. By doing so they are in the process of ruining the great fortunes that lies in store under New Pension Scheme. Let me compare both the scheme:
BENEFITS UNDER NEW PENSION SCHEME
Let us take a case of an UDC who join in 2014 at the age of 25 whose initial Pay and Grade Pay is Rs.9910 and D.A Rs.10604 @ 107% totalling to Rs.20514/-. If he renders 35 years of service and if we take 3% annual increment every year and one promotion every 10 year under M.A.C.P, his basic pay during 2049 will be Rs. 34390. His D.A will be Rs. 1,81,235 at 527% if we add just 12% increase every year to the present 107% D.A.and his Pay, G.P and D.A in 2049 will be Rs. 2,15,625/-.
If 10% of his NPS share and 10% of Government share is taken on Pay, G.P and D.A. for 35 years along with interest say at 8.7%,, his total New Pension Wealth may be more than Rs.3 Crores during his retirement in 2049. He is also entitled for 10 months Leave Encashment and Death Gratuity during service. The NPS pensioner may draw 60% of this huge NPS pension wealth on retirement and invest the balance 40% in an annuity which will fetch him substantial monthly pension after retirement. He can even withdraw this 40% amount before 70 years of age which if invested in Fixed Deposit of a nationalised bank can fetch interest and take care of not only of his wife and children but his decendants also for generations to come.
This is just a tip of the iceberg. If we consider the other 4 pay commission benefits that materialize on 1/2016, 1/2026, 1/2036 and 1/2046, his total pension wealth will be more than Rs.5 crores. When an U.D.C. shall get this much, one will be rocked out of stupor to know the total pension wealth of a Group A Officer. It will be more than Rs.10 crores.
BENEFITS UNDER GOVERNMENT PENSION SCHME:
Now let us see what will be the retirement benefits of the above UDC if he is put in government pension scheme:
1)Gratuity for 16.5 months : Rs.2,15,625 x 16.5 months =Rs.35,57,812/- restricted to
Rs.10,00,000. 2)Earned Leave Encashment: Rs. 215625 x 10 months = Rs.21,56,250(Even an NPS pensioner gets this). 3)Pension Commutation: Rs.17195 x 40% =Rs.6878 x 12 x 8.194 years = Rs 6,76,300 TOTAL Retirement Benefits : Rs.38,32,550 only.
4. GPF Balance: As it is a general tendency of the government servants to withdraw from GPF frequently, there will be very little left at the time of retirement
5..Monthly pension i)Rs.34390/ 2 = Rs.17195. Less commutation amount(-) Rs6878 = Rs. 10317 and DA @527% on basic pension of Rs.17195 =RS.90617 totalling to Rs.100,934 per month. After the death of government servant and his wife, his children are unlikely to draw the pension as they would have already crossed the age limit.
Thus it may be seen that, the government pensioner may lag far behind the NPS Pensioners both in the matter of retirement benefits as well as in the financial security of their dependents.

Whereas a Government Pensioner takes home very less retirement benefits. As rightly pointed out he will be exhausting all his GPF savings by frequent withdrawals and has to depend on his pension only for survival. When he dies his dependents will not be having any financial support. Only one in hundred may prudently save the money in GPF without withdrawal. The rest, they don't even spare festival advance because it is interest free.

Do’s and Don’ts –--for Central Government/Central VII CPC:

The Govenment of India, at times lavishly spends its resources on certain unnecessary welfare measures to the central government employees for which there were no demands at at all from any quarter and at the same time refuses to fulfil many of the genuine demands of the government employees. I am suggesting to the Central Government as well as the VII CPC the following Do’ and Don’ts:

1.ABOLITION OF CHILD CARE LEAVE
Were there any demands from any women employee to grant them Child Care Leave for730 days(2 years) that too with full salary for taking care of their children upto 18 years of age? Why did the government introduce it. Is it for luring the women voters? At whose cost the government wants to pamper the women employees? Is it not tax payers money? Will it not lead to misuse of such leave highly affecting the day to day office work? Is it not sufficient that they get 6 months maternity leave with full remuneration for each child upto 2 children apart from other admissible leave like E.L., H.P.L. etc. Besides are they the only earning members in their family that they should be given Child Care Leave that too for 730 days with full pay? Atleast In their case definitely there will be a male earning member in the family. What about a male government servant who may be the sole bread winner for his family. In any case the government has no right discriminate between male and female employees which is against Fundamental Rights of Equality enshrined in the Constitution. Had the government introduced the Child Care Leave without pay, no women employee may ever think of proceeding on Child Care Leave. If the government wants to be so liberal, let it grant for both male and female employees with pay say for 10 days per annum. Even then it will come to 330 days only if a person renders about 33 years of service.

2.DISCONTINUATION OF NON PRACTICING ALLOWANCE(NPA) TO MEDICAL OFFICERS IN SALARY AND PENSION:
The Government is liberal enough to pay 25% Non Practising Allowance to Medical Officers so that they will not practice outside.
Is it a sin to treat the needy patients after duty hours? The medical profession is a noble profession. Can the Government impose such restrictions and waste its resources unnecessarily on N.P.A. This 25% increase in Pay and Grade Pay towards NPA actually comes to 59.25% of the Pay and Grade Pay if 107% present D.A. and 30% HRA is added to 25% of NPA.
First of all whether the government is sure that these medical officer may not undertake private practice after receiving NPA. Can the government keep a constant watch?

By the way, what is the rationale behind adding Non Practising Allowance to the pension amount when there is no restriction on medical officers for practising after retirement. In fact neither any medical officer has ever demanded grant of NPA alongwith pension nor they may object if NPA is discontinued in the Pension. Is the Central government so gullible in this aspect? It gives some thing which should not be given at all in the first instance.

7th CPC should either abolish MACP or modify it so that it does not create anomalies. MACP should be made available to everybody who stagnates in a particular Grade Pay for more than 10 years without reference to the number of promotions one might have got earlier.

6th pay commission implemented from 01-01-2006 In this regard those employees who complited 12 years/ 24 years regular sevice upto 31-08-2008, they are getting first/ second ACP i.e. on promotional hierarchically but those govt. employees who complited 20 or more than 20 years regular service with effect from 01-01-2006 to 31-08-2008, they are getting only hierarchical grade pay which is completely unjustice. please think abote it thank you all

Now the pensioners are getting the fixed medical allowance Rs, 400 per month,and in some states it is in different rates.
This system to be modified at the present conditions of the country.As the Govt. also thinking to medical Insurance to all the homes.
Hence it is appreciated to give a medical insurance scheme to all the pensioners instead of monthly fixed allowance; with an option to select any one of those.As you know now so many new insurance cos .coming with medical insurance.
Kindly study the matter and justify.

The duties and responsibilities of LDC is far more than Data Entry Operator still the grade pay of LDC is just Rs 1900/- and DEO is Rs 2800/- that is very injustice and demotivating to all LDC staff. Kindly think and do the needful to raise the motivation of all LDC staff.

The anomaly of MACP should be removed as it gives next grade pay instead of next pay scale in this case employees where manpower is short and promotions are delayed suffers in their service life as well as after retirement also. Kindly remove the Grade pay of Rs 2000/- so that a LDC after 10 years should get Rs 2400/- as MACP. Hope this time any gentleman will also listen to LDC also.

This is regarding the working conditions of those employees who works under Army establishments where Army Act is in vogue (Specially in Cat 'A' establishments like IMA, NDA, HAWS, JLA, AATS etc) . These employees dont have the facility of Unions, Societies etc as well as their working conditions are more hard and restricted. Hence their pay scale should be determinded as per defence pay structure so that their moral may go up as they have very less promotional chances and dont have any departmental examinations to step up in career.

Sir kindly consider this point as this is a genuine point from all staff of Cat A establishment governed under Army/Military Act.

While implementing 6cpc the CL had been curtailed from 12 to 8 on the plea that CG employees are having 5 day week.But operatrive staffs in some departments such as Postal,Railway etc who wrks for 6days in a week also deprived of the leave and they are compelled to work without any compensation and less CL.Women employees who are not getting CCL suffer a lot.Pls consider this and restore 20 days CL for the columnised staff.

The Sixth Pay Commission has not done any justice to Stenographers since it has practically merged the pay scales of Stenographer Grade-2, Stenographer Grade-1 and Private Secretaries as one and the same. It may be seen that the difference between Grade Pay of Steno Grade-1 and Private Secretary is only Rs.400/- and between Private Secretary an Sr.Private Secretary is also Rs.200/- all in the same pay scale. Further, for the 7th pay commission, proposals have been sent recommending raising of Grade Pay for Private Secretary from Rs.4600/- to 4800/-, whereas, in the case of Sr.Private Secretary, it has been recommended to raise grade pay from Rs.4800/- to Rs.6600/-. By doing so, gross injustice is being done to Private Secretaries. It is therefore requested that the grade pay of Private Secretaries be recommended as Rs.5400/-.

there should be natural justice while pay scales of officers and staff are finalized by the 7th pay commission. There should not be in discrimination to the officials of Group'C' and MTS categories to that of officers. Also there is huge anomaly in the pay scales of officials of subordinate offices to that of officials of ministries where as officials of subordinate offices handle critical work and similar work at par ministerial staff however pay scales and promotional avenues differ. This anomaly teases lot. Also there is not similar treatment of cadre restructuring, HQ allowance, Govt Accn,promotional hierarchy of staff to that of officers. There should proper representation of low paid employees for finalizing the pay scales and other benefits under 7cpc

Govt. has provided different health schemes to its employees. One is CGHS and another one ECHS. Some hospitals/Nursing Homes are approved for CGHS beneficiaries and some others for ECHS beneficiaries.

Both the categories are approved by the Government for its employees of different category.

Why both the approved hospitals/Nursing homes are allowed for the treatment of all Govt. employees.

The 7CPC must and should address the merger/upgradation of 4500, 5500, to 6500 and 6500 to 7450 . The Accounts cadre of DRDO has met with step motherly treatment even after passing the Accountant qualifying exam similar to SAS in DAD. The anomoly of non payment of bonus to 4600 so called gazetted tag officers when MACP with 4600 non gazetted tag are getting bonus.

there should be standing data table such that all division /hqrs/admin office should have some ratio of educated and qualified staff and with compulsory field experience in the relevant field connected to their clerical work and no direct posting at the admin/hqrs/div level or otherwise the admin office become sluggish and above all with NO postings of staff on compassionate grounds and periodic cyclic placement should be adhered to so that then only we can expect good and brisk turnout is expected or otherwise even with computers and digital gadgets we'll lag behind and spend time with sick certificates but still continue in service as nuisance in the dept.

I am a Railway employee. I have three daughters. My eldest daughter. who was born in Feb 1997, has been residing with her mother i.e. my divorced wife since May 1998. I have paid her entire compensation through her mother i.e. my divorced wife, for all present and future claims as per mutual compromise done in the court in Feb 2014. I have never claimed/received any kind of allowance or facilities for my eldest daughter as she is residing with her mother since May, 1998.

I have two other daughters( 11 & 8 yrs.) out of my legal wedlock with second wife.

Sir, It is felt that the charter of duties to be performed point to point level by staffs and officers those who are accountable and responsible to meet the requirement of of an organization are not practice. In absence of this staffs of lower rank have to perform the duties of other higher rank officer in the same lower pay scale. In Some offices this situation persist since a long. Some thing must be formulated to remunerate such staffs to enhance their performance and attraction towards the job. Only assining the task without remuneration for the work which are not in the perview of his duty slowly develop inattraction towards the job. It is also experienced that in spite of doing the job of other rank, there is no provision of cadre transfer or to remunerate the employee however the task of other cadre intentionally got done which is against the law of natural justice.

Increment given on a first day of a calendar year in recognition of the service for the previous calendar year will be much more satisfactory than during the middle of the year. If both husband and wife are working in Govt, many allowances like LTC, HRA if Govt accomodation is provided is given to one. While it is not so in private. Any allowance is paid as the reimbursement of the services received. If a person has served in individul capacity, why emoulments be linked to spouse emoulments. whether Govt will say as one of the spouse has done work no need to do the work by other. Whther 7th pay commison will resolve this anamoly?

The present policy of Child Care Leave is not only discriminating between males and females much against the right to equality enshrined in the constitution, but also discriminating between the children of a male employee and female employee. While a female employee's child enjoys at least one parent's care (that is, the mother)during sickness and examinations, a male employee's child is not privileged for the same if the wife of the employee is working in an organisation where there is no CCL. Is it their sin that have they have been born to a male employee ? Will the seventh pay commission kindly remove this anamoly ?

Respected Chairman, Please look into the cases of retired employees, so that period of getting full pension be made ten years after retirement instead of fifteen years. Because after fifteen years of retirement most of the employees do not remain in a position to enjoy the pension fully. Also please see that fixation of pay after the 7th Pay Commission Report is made soon. The cost of live saving drugs are made re-imbursed shortly, particularly in case of Autonomous Body employees.

Retirement date will be fix 30th June & 31st Dec every year. Those Date of Birth comes between 1st Jan to 30th June their retirement date will be treated as 30 June & those DOB comes between 1st July to 31st Dec their retirement date will be 31st Dec of that year. In this way monetary loss may be end for those employees whose Date of birth comes on 1st Jan & 1st July.

There had been no pay commission between 1972 and 1986. Hence, it is better if 7th CPC implements its recommendations w.e.f 2012 and at the latest w.e.f 2014 as per the demand of the JCA.

Stenographers are a minority cadre. Even after completing to 20 to 30 years of service, stenographers are not getting any promotion or a change in the nature of work. They are made to do the same work at the entry level. The seventh pay commission may kindly consider their grievances and grade pay decided favourably.

Pay revision once in 10 years is too long to wait. once in 5 years is justifiable and commensurate. By constituting 7th CPC, the central Govt. has indirectly admitted the need for immediate pay revision. This is regarding anomally created for pre 2006 and past 2006 absorbee pensioners in PSU/Autonomous bodies. The anomally is past 2006 absorbee pensioners are getting full pension whereas pre 2006 pensioners getting pro rata pension. This anomally was created after impelementation of 6cpc.
So, it is my request to sort out the matter and treat all pensioners on equal footing. Pension fixation may be kept equal whether for pre 2006 or past 2006 pensioners.

Dear friends,
It must be understood by all that the multiplication factor is not worked out randomly as per the whims and fancies of the pay commissions. They are worked out on the exact formula considering the merger of Pay and D.A as on the date of implementation of the pay commission. For example the 6th CPC adopted the multiplication factor of 1.86 in other words 186%(while 100% stood for basic pay , 50% stood for Dearness Pay and 24% of D.A. as on 1/1/2006 which was payable on both the basic and the Dearness Pay constituted 36%(Basic 100%+ D.P 50%=150% x 24% D.A =36%). Altogether totalling to 186% in other words 1.86 factor. This 186% was just the sum total of Pay, D.A. and D.P that the employees were already drawing. There was not even a single percent increase in the basic pay under VI CPC.

The fitment benefit was paid separately in the form of Grade Pay at 40% of the maximum of pre-revised V pay scale instead of adding in the revised pay. Thus the benefit in all the pay commissions so far were approximately 40% of old basic pay(excluding D.A and other allowances). The overall financial benefit between the new salary and the old salary including all the allowances in all the pay commissions so far was just from 25to 35% only.

Therefore the assumption of central government employees that there will be 3 times increase or 4 times increase in pay is not correct. Readers may view the article ‘WHAT WE EXPECT FROM 7TH PAY COMMSSION” in GConnect for elaborate details.

We belong to Central Para Military Forces and Superannuation age of our Jawans are 57 years upto the rank of Commandant. On getting the promotion from the rank of Commandant to DIG, the Superannuation age changed as 60 years. But in CISF which is also a part of CPMF where Superannuation age is 60 years for all. We are in the hope of the recommendation of 7th CPC that we have a lot of domestic problems e.g. children education, house building, marriage of children(Daughter),disabled child at home etc. but Superannuation age is 57 is much less in comparison to the rank of DIG. Hence PM Narender Modi and FM Arun Jetly may like to look into the matter personally to sort-out the grievances of the Jawan of CPMF at par with the other Central Govt. Employees by enhancing the Superannuation age of 60 years.

the 7th Pay commission may remove the anomaly faced by Assistants in lower grade. Those became Assistants after 2008 couldn't get the benefits of those became Assistantsup to 2008. The Assistants up to 2008 got higher pay scale. There should not be such difference like `Assistants with higher pay scale' in the 7th Pay Commission Programme.

The GP of Principal is 7,600 where as the GP of Vice Principal is only 5,400.
This scale is lower than the Senior scale of PGT's. None should look at this anomaly.

In postal department Accountant are paid very low pay with GP of Rs.2400 wherein other departments they are getting GP of Rs.4200/ . The claim preffered to 6th pay commission was denied and not acceded to. The upward revision may also putup with 7th PC and matter to be settled with positively.Thwy also be considered at LsG cadre wirh GP of Rs4200/-and give [romotion to HSH II and HSG I in accounts line itself.

Kindely merge typist cadre into LDC cadre because they are doing all works i.e. typing, dak receiving, filing,diary dispatch etc. as a LDC do but LDC has promotional Channel like UDC, Head Clerk, OS, AO but typist has no promotion channel even they completed 30 years services. Kindly consider typists problem and take favourable action for them.

Supervisor cadre which is in the grade pay of Rs.4800 in the IA&AD has to be made Gazetted. Also the designation to be changed from Supervisor to the Asst. Audit Officer which is in the same grade pay. The Supervisors should also get promotion as Audit Officer & above. The gap of promotion to the above post to SAS passed AAOs and Non-SAS Supervisors can be kept 2 years for the next promotion. The 7th Pay Commission needs to be reviewed and do the justice.

Several letters were written for parity with Railway Board Stenographers but till date nothing is done, even cadre restructuring of stenographers of zonal railway is not done. Dear Sir, Many of the Sr.Auditors retired by putting 30 to 40 years of service with out getting promotion to the higher grade. Based on the vacancy few Senior Auditors are being promoted as Supervisors against the vacancy of AAOs. I request the Pay commission to consider the following aspects -
1) In IA&AD Sr.Auditors who have put in 25 years of service should be promoted as Supervisors.
2) The designation of Supervisors to be changed to AAOs.
3) The Supervisors whose grade pay is Rs.4800/- should be made Gazetted.
4) The Promotion to the Audit Officer's cadre should be considered for Supervisors also with the time gap of 2 years for the SAS AAOs and Non-SAS Supervisors.

Respected Sir, In IA & AD Department, It is observed that most of the MTS who have put in 20 to 30 years of service are retiring as MTS only with out getting promotion to Clerk and they are fully depressed. Recently, GOI has issued the Order that only who passes 12th standard, they are eligible for further promotion to Clerks. 7th pay commission needs to review that MTS employees who have put in 20 to 30 years of service and passed X class with grate difficulty may also be considered for promotion. Further, depending on vacancies, on seniority quota the MTS employees who have not passed the X class may also be considered promotion to Clerks. Sir, Kindly do the needful to the poor MTS employees who can retire very happily, sir.

Sir, I am LDC in Delhi Jal Board, and my Date of joining in djb is 3/11/08. Our Grade pay is 1900/- I filled up a form in 2012 for the post of ldc in Grade iv dass in DSSSB. I Filled up through proper channel. because promotion creteria in dass cad dare is very high. I passed the exam in 2015 march for LDC in Grade pay 1900 also of the dass caddare in dsssb.I asked you for suggest me , that if if i join in dass caddare in future,where is the most benefit taken in either DJB or DSSSB in dass caddare.

Appointment of 7th CPC is an eye wash just a delay tactic by government to avoid the increase in pay structure and also merger of DA etc. Now sixteen months are over, nothing has been come out fron this government except announcement of DA on two occasions I.e from 1/7/14 and 1/1/15. . Don't dream from this 7th CPC any benefit! This is only a delay tactic Body appointed by the previous government?

The 6th CPC had created some disputs in respect of the Pay Scale and Grade Pay among the Library and Information Assistants working under Central Government Libraries. Since the recommendations forwarded by the Library Review Committee as per 4th CPC, all the Librarians and Library and Information Assistants under Central Govt got equal pay and pay scale as these staff possessed equal qualification. But the 6th CPC differentiated among the Library Staff and recommend Rs 4600/= Grade Pay to some Departments and Rs 4200/= Grade Pay to the Others.
The matter was raised in the Annomally Committee and after scrutinizing the factual evidences, it was sent to The Nodal Ministry i.e. Min. of Culture for their comments. The Ministry of Culture put their comments favoring equal pay structure to all the Departments. Then the matter was referred to Ministry of Finance where the proposal has been again refused and decided to fowarded to the 7th CPC. Now it is our earnest request to consider the matter favorably by giving pay parity to all. Please donot make the people unhappy.

The scheme of NPS should be scrpped and old pension should be bring back because there is no assurance for pension in this scheme and employee paid money and he will get back his manoey after 60 years , this is unjustify. For gov. servent his PF is the only way to get big amount when he needed like children's education and marraige and also in emergency and NPS is not allow for gov. servent to withdraw amount till his retirement.

Contribution of employee and gov. both are invsted in various plans by the PFRDA like SBI . UTI AND LIC but, this is totally based on market( NAV) and there is no assurance of return from this plans . so please do needful in this matter.

can someone explain how the dearness allowances are increased in same percentage for one officer earning much higher payments and an employee in lower payscale. cost of every commodity is same for everybody then how can Govt. is giving more money to a higher earning officer and much lesser money to a D or C group employee on the same percentage basis bases of DA. However the DA should be more for a C or D group employee because the price rise effects more to lower group income. Then what is this bureaucracy, on what base it is being decided to benifit higher income group

Top bosses never look / forward points of below post persons specially in military, hence our pay scales got reduced in comparison to civilians which was felt in 1973 PC By me but that never forwarded, I joined IAF in 1966, when our pay / allowances even rations used to be higher than even army / navy besides getting calculated on highest of pay scales which got vanished, even we were given pension on GOOD CONDUCT PAY granted three times after every 4 years for that but no pension since 1986 where as officer granted rank pay beside RATIONS before that. MSP given in last PC SIX TIMES MORE TO OFFICERS WHERE AS THEY SIT IN ENCLOSE AC CHAMBERS AND JAWAN DOES DUTY IN OPEN COLD/HOT/INCLIMINATE WEATHER , NO CONSIDERTION FOR JCOs middle cader , for want of benefits they are soldiers, other wise officers even doctors too

1. Health facility: who are working in town areas facing health problems lack of CGHS dispensaries,CGHS empanel hospitals and diagnostics centers, please permit to take medical treatment in sate authorised hospitals.

2. HRA: In town area Group C & D cadre employees getting 1000Rs of HRA actually their rent minimum 3000rs for single room and Kitchen. The present HRA slab system is very very low. please hike HRA as State employees.

The seventh CPC may be requested to take into account the retirement benefits in respect of emplyoyees who will be superannuating on 31.12.2015 as they will not be benefitted by the seventh CPC recommendation to the same extent as the empoyees retiring on or after 01.01.2016 in respect of DCRG , Leave Encashment, etc. Gap of one day should not make this difference.

The Geographers in the Office of the Registrar General, India, Ministry of Home Affairs< Government of India who are post graduates and Post Graduate diploma Holders upon selection are presently getting Grade Pay of Rs. 4200/- on par with Senior Draughtsman who are just 10th class with small diplomas and getting Grade pay of Rs. 4200/-. The Geographers Educate GIS, monitor and guide the work of Senior Draughtsman. The Geographers of this office are supreme in GIS, GPS and Remote Sensing and are embarrassed by the pay fixation. We the Geographers expect some hierarchy between different posts and maintain the qualifications as well. it seems that higher officers are not aware of the difference between the 10th class and Post graduates. The Pay Commission is requested to kindly look into the matter specially with reference to the Mapping posts of Ministry of Home affairs in general and specifically in the office of the Registrar General, India

All the Central/State Govt. Employees Associations must think upon an important issue much concerning with each employee irrespective of his status or designation. The issue is pertaining to pension and pensionary benefits. The straightforward issue is as under:

Two Govt. employees A and B retired on their superannuation crediting equal length of service supposedly for 33 years but A retires on 31.12.2015 whereas B on 31.01.2016. Both are in identical pay scale and suppose retired at a basic pay of Rs.34800+4800 =39,600/-. According to their pay, A will get pension of Rs.19,800/- plus retirement benefits according to R.39,600/-. So far as employee B, is concerned, he would get pension and pensionary benefits according to pay revision effected from 01.01.2016. Now, if the pay of Rs.39,600/- is revised to Rs.74,000/- as expected, then B will get Basic Pension of Rs.37,000/- plus pensionary benefits according to revised pay. In this way, there would be a difference in lacs of retiral benefits between A & B employees, which approx. as under:-

Has any association ever noticed or think on such a huge financial loss which is not only an irreparable loss but leads to a great injustice also to an employee (“A”) who has devoted his entire life equally to his colleague (“B”) ? Is this not against the principle of “natural justice” and against the principle of “equality before law” ? Who will be held responsible for this great-great injustice, either Centre/State Governments or Employees Associations ? Please think and go ahead to fight for those who are being deprived of their legitimate benefits in the name of painful “PAY REVISIONS” which at every times awful to retired employees of pre-revised pay-scale. It is, therefore, proposed that only following options are left to deliver real justice to the retiring employees before 01.01.2016, viz.:
(i) 7th CPC may be effected from 01.01.2014 OR
(ii) 100% DA be merged into basic pay w.e.f. 01.01.2014 so that retiring employees before 01.01.2016 could be benefitted accordingly.

Although the above issue stands emailed to the 7th CPC on 8th July,2015 with a copy to CGE’s associations, yet it is added today (with a view that calculation may displace to the viewers as it is in table-format) that difference as well as irreparable loss in Pension=Rs.17,200/-, Gratuity= Rs.4,52,990/-, Pension Commutation=Rs.6,76,496/- and Leave Encashment= Rs.37,120/- would definitely be occurred to those who retire on or before 31.12.2015. commented upon by “chander.satish@rocketmail.com”

change the medical leave to family medical leave so that an employee can take the leave on medical ground if someone in his/her family requires the medical support on doctor advise.

Sir,
On 17th March, 2015 3 SLPs regarding Parity Pension to Pr-2006 Pensioners, were dismissed and GOI was ordered by SC to issue orders to pay arrears wef. 1/1/2006. 4 Months time was given to issue necessary orders to implement the same. Last day of that Order was 17th July, 2015, yet no orders have been issued. Alas, why this callous attitude towards old pensioners?

Please do the needful at the earliest.

THE GRADE PAY SYSTEM SHOULD BE ABOLISHED IN THE 7th PAY COMMISSION.IT CAUSES FINANCIAL LOSS AS WELL AS DISCRIMINATION AMONG PROMOTEES & DIRECT RECRUITS IN A GIVEN JOB. SAY, FOR EXAMPLE AN EMPLOYEE IN PB-1,GP RS 1800 HAS BEEN PROMOTED IN THE SAME PAY BAND WITH GP 2800,HIS NEW BASIC STANDS AT OLD BASIC PAY +DIFF. OF GP i.e. 1000+ 3% INCREMENT,WHEREAS FOR THE FRESH ENTRANT IT IS 11700,THUS FOR THE SAME JOB BOTH FRESH HAS ADIFFERENCE IN THEIR BASIC PAY CAUSING GREAT DIFFERENCE IN THEIR MONTHLY SALARY.
ON THE CONTRARY AS IN THE 5th CPC THE SCALE FOR THE EQUIVALENT GP 2800 WAS 4500-7000 IN WHICH BOTH WOULD GET THE SAME BASIC PAY FOR THE SAME JOB CAUSING NO ANOMALIES IN THEIR SALARY & NO DIFFERENTIATION BETWEEN TWO EMPLOYEES PERFORMING THE SAME JOB & ENTERING IN THE NEW POST ON SAME DATE.
THIS PROBLEM SHOULD BE ADDRESSED.

The seventh CPC may be requested to take into account the retirement benefits in respect of employees who will be superannuating on 31.12.2015 as they will not be benefited by the seventh CPC recommendation to the same extent as the employees retiring on or after 01.01.2016 in respect of DCRG , Leave Encashment, etc.

7]Modification of Pension calculation and Choice for Commutation and reduce the rate of interest
In the month of MAR – wages is Rs. 26000/- JUL – Rs.21000/- AUG – Rs.20000/-per month, now Rs.6000 is reduced. (Actually Pay band 1 (5200 + 1800) = Rs.7000 X 3.0 = 21000 + DA Merging = Rs.31500) The cost of living is equal to all the people who are lower level and higher level. The Prime Minister is receiving salary of Rs.7680/- per day, but the Employee (Pay band 1) is receiving Rs. 230/- per day, if this is the situation of living then lower level people will always remain as low level and the higher remain as higher. The daily wages for labour (Construction of buildings) is receiving minimum of Rs.650/- to Rs.750/- and above per day. However, Govt rate is * Rs.310/- G. O. (P) No. 154/2011/LBR. Dated, TVM, 12-09-2011. * A daily allowance of Rs.50/- shall be paid to the workers, in addition to the above Minimum Wages on the days doing such work.
The Govt. rate fixed for labour worker is Rs.310/-day, but in Kerala is there any person who works for this amount? (Construction, Electrical, Plumper, and Agriculture etc.) will not agree in receiving the Govt’s fixed amount.
The NAT is receiving (Stipend = Rs. 10000/-) Rs.333 per day without any deductions. In 1988 Apprentice stipend is Rs. 380/-month. The Employee (Pay band 1) is receiving (Rs.5200 + 1800 Grade Pay = Rs. 7000/- ) Rs.230/-day, In 1988 – 4th CPC salary Rs. 750/- and Fixation to implement salary and tax exemption for the middle class people, As you do fixations to raise the salary for the low level, moreover, pay limit of difference to balance with the higher level also. You give from one way but you take it away from other way like tax collections so reduce the exertion of taxation for seven lakh from an individual as even the low and middle people can survive. You do not compare between the countries but try to improve the living status of laborers in what they are gaining so there will be some motivation for them instead of giving fringe and other benefits for the higher officials.

THE WELFARE OF CHILD SHOULD CARE ABOUT 5 YEARS, BECAUSE, AFTER 5 YEARS, THE CHILD WILL GO TO SCHOOL, THEN WHAT EXTEND THE PERIOD OF UPTO 18 YEARS, WHY?

PL : PATERNITY LEAVE SHOULD BE TAKEN WITHIN 6 MONTHS ONLY, OTHERWISE LOSS, WHY SHOULD NOT BE EXTEND UPTO 18 YEARS?

50% DA merger is required to furnish and the similar norm to be maintained in the 7th CPC also. govt. R%D organisations should be given promotions and perks at par with organization like ISRO, since the context of job and qualification requirement is same.

not satisfied with this VII pay commission. not gaining much in group c whom we should call beast of burden cadre totally disappointed. the rate of everything is raising day by day and the salary of postal employee is less even after 10 year revision. shameful ......
