Press Information Bureau Government of India Ministry of Law & Justice 30-April-2012 18:21 IST Retirement Age of Judges The Constitution (One Hundred and Fourteenth Amendment) Bill, 2010 was taken up for discussion in the Lok Sabha on 28.12.2011. However, the discussion remained inconclusive due to adjournment of the Winter Session. Request for listing it for discussion in the Budget Session has been made by the Government. Giving this information in written reply to a question in the Rajya Sabha today, Shri Salman Khurshid, Minister of Law & Justice, said that the decision to raise the age of superannuation of judicial officers in the subordinate judiciary rests with the State Government and the respect High Court.

PF and ESI for Keshew Workers The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Lok Sabha that the cashew workers covered under the Employees State Insurance Act, 1948 (ESI Act, 1948) are entitled to avail all benefits provided under the Act. The Employees’ Provident Funds & Miscellaneous Provisions Act, 1952 applies to Cashewnuts industries with effect from 30th September 1962 and accordingly social security benefits are provided to the eligible members under the Employees’ Provident Fund Scheme, 1952, the Employees’ Pension Scheme, 1995 & the Employees’ Deposit Linked Insurance Scheme, 1976. As on 31.03.2012, a total number of 848 Units and 127212 cashew workers are covered under the ESI Act, 1948. A total number of 2087 Cashewnuts establishments are covered under the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952 with 4,25,488 members in all over India including Kerala as on 31.03.2011. AICPIN for the month of March 2012 All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of March 2012. All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of March, 2012 increased by 2 points and stood at 201 (two hundred one). During March, 2012, the index recorded maximum increase of 7 points each in Bhilwara, Vijaywada  and  Salem centres, 6 points each in Belgaum, Ajmer, Ghaziabad and Mundakkayam centres, 5 points in 3 centres, 4 points in 6 centres, 3 points in 12 centres, 2 points in 19 centres and 1 point in 19 centres. The index decreased by 2 points in Tripura centre and 1 point each in Darjeeling, Sholapur and Puducherry centres, while in the remaining 8 centres the index remained stationary. Booking of LPG by SMS and IVRS Introduced in 18 States Covering 4.36 Corre LPG Custmers With a view to provide better services to the customers and to reduce the scope for irregularities, Public Sector Oil Marketing Companies, OMCs namely, Indian Oil Corporation Limited (IOC), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have introduced the facility of refill booking through Short Messaging Service (SMS) and Interactive Voice Response System (IVRS) in 18 States. These States are, Andhra Pradesh, Bihar, Delhi, Goa, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal, Puducherry and UT of Chandigarh, covering, 2965 LPG distributorships and about 4.36 crore LPG customers. Train Fare Concession to Patients Suffering from Sickle Cell Anaemia/ Aplastic Anaemia. As announced by the Minister of Railways in the Railway Budget Speech for 2012-13, the Ministry of Railways has decided to grant concession in train fares to patients suffering' from Sickle Cell Anaemia/Aplastic Anaemia, when travelling for treatment/periodical check-up to the Government recognised hospitals, and return after treatment/periodical check-up. The element of concession will be 50 per cent in the basic fares of Sleeper, AC Chair Car, AC 3-tier and AC 2-tier classes. The concession will not be admissible in Rajdhani/Shatabdi/Jan Shatabdi/Duronto/Garib Rath trains. The decision will come into effect on tickets issued from June 1, 2012.

Hacking of Websites                  Preliminary discussions have been held on establishment of a multi stakeholder Cyber Coordination Centre which will detect malicious cyber activities in the Indian Cyber space and issue early warning alerts.             The Minister of State For Communications  and Information Technology ,Shri Sachin Pilot informed the Lok Sabha yesterday that such alerts will facilitate mitigation of cyber attacks with coordinated efforts of all stakeholders in Government, academia and Industry.            Shri Pilot said,  according to  the Indian Computer Emergency Response Team (CERT-In), 133 Government websites were hacked during January to March this year.   A total of  92, 204  and 248 Government websites were hacked  in 2009,2010 and 2011 respectively.

Reduction of Interest Rate on EPF The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha that as per para 60(1) of the Employees’ Provident Funds Scheme, 1952, rate of interest on the Employees Provident Fund is determined by the Central Government in consultation with the Central Board of Trustees, Employees Provident Fund. Central Government declared 8.25% rate of interest on EPF accumulation for the year 2011-12 based on the earnings of the Fund during the year.  Replying to a written question the Minister said however, requests from various Central Trade Unions have been received to maintain the existing rate of interest.

In terms of Railway Board’s letter No. E(W)/2008/ED-2/4 dated 01-10-2008 revised instructions were issued on Grant of Children Education Allowance to Railway employees based on the recommendations of Sixth Central Pay Commission. These instructions provide that Children Education Allowance shall be admissible to Railway servants up to a maximum of two children at the maximum rate of Rs.12,000 (since revised to Rs.15,000/-) per annum per child to cover expenses on education of children under various heads of fee as mentioned in the said letter. Modernisation of Post Offices

Press Information Bureau Government of India Ministry of Communications & Information Technology 25-April-2012 17:57 IST Modernisation of Post Offices The Government plans to set up 1000 Automated Teller Machines (ATMs) and carry out computerization of Post Offices in the country as part of its ongoing modernization and upgradation drive. The Minister of State for Communications and Information Technology Shri Sachin Pilot informed the Lok Sabha today that the Department of Posts proposes to set up 1000 ATMs. 820 Head Post Offices have been identified for setting up ATMs across the country. Shri Pilot said that remaining 180 Post Offices will be identified during implementation phase. Of these a maximum 100 ATMs would be set up in Andhra Pradesh.

Press Information Bureau Government of India Ministry of Health and Family Welfare 24-April-2012 18:22 IST Incentives for Doctors in Government Hospitals The Ministry of Health & Family Welfare has taken following steps to check the migration of reputed doctors from Government hospitals:- (i) the age of superannuation of Teaching Specialists has been enhanced from 62 to 65 years; (ii) the age of superannuation of non-teaching and Public Health Specialists of CHS has been enhanced from 60 to 62 years; (iii) The Dynamic Assured Career Progression Scheme (DACP) has been extended upto Senior Administrative Grade(SAG) posts. The CHS officer’s promotion upto Senior Administrative grade(SAG) level are made on a time bound basis without any linkage to vacancies;

Education Loan to Minorities India Banks’ Association (IBA) has circulated revised Model Educational Loan Scheme to its member banks. Banks can adopt the scheme with discretion to make changes as deemed fit. The scheme is for all students including students from minority communities. Indian Nationals who have secured admission to professional/technical courses in India or abroad through an entrance test/merit based selection process are eligible for educational loans under the scheme. Complaints received from various channels regarding non-sanction, non-disbursal, delay in sanction, disbursal of education loans are taken up with the concerned banks for immediate corrective measures.

Highlights Salient Features of the Pay Revision : These rules may be called as Karnataka Civil Services (Revised Pay) Rules, 2012. Implementation of the revised pay scales from April, 2012. 22.5 percent of the Basic Pay shall be added to the existing emoluments.  Interim Relief of 15% is discontinued from 1.4.2012.  Dearness Allowance payable to Government employees in the revised scales of pay with effect from 1st July 2012 shall be calculated with a multiplication factor of 0.604 % for every 1% DA to be sanctioned by the Government of India.

As per the amendments, the Government servants are, permitted to receive their salary by direct credit to their bank accounts through payment advices, at their option Further, the amendment also provides that all payments to government servants other than salaries exceeding the limits as specified from time to time, shall be through payment advices.

(D) dated 11.11.2010 laying down the proinciples on determination of seniority of persons appointed to services/posts under the Central Government and to state that a large number of referebces have been received seeking clarifications on 'year of availability' in fixation of relative seniority of promotees and direct recruit officers whohad joined service in the different calendar year but in the same financial year.

TN declared 7% of additional Dearness allowance w.e.f. 1st January, 2012

TN declared 7% of additional Dearness allowance w.e.f. 1st January, 2012 Tamil Nadu government has declared an additional Dearness allowance of 7% to its employees with effect from 1.1.2012. The Tamil Nadu Chief Minister today made an announcement in Tamil Nadu Legislative Assembly to increase 7% of Dearness allowance to all State Government employees and Pensioners. An office memorandum has also been published regarding the above subject today in the TN Government official website, the enhanced payment of Dearness allowance will be made in cash with effect from 1.1.2012. 

New Health Insurance Scheme (CGEPHIS) for Central Government employees and pensioners…

This information was given by Shri Ghulam Nabi Azad, Union Minister for Health & Family Welfare in a written reply to a question in the Lok Sabha on 30.03.2012.   The serving Central Government employees staying in non CGHS area are provided healthcare facilities under Central Services Medical Attendance [CS (MA) Rules, 1944]. Pensioners are not covered under these Rules. They are, however, entitled for the Fixed Medical Allowance of Rs 300/- per month. The pensioners residing in non-CGHS areas have the option to become a CGHS member in any CGHS covered city to avail the medical facilities under the scheme.

New State Wise List of CGHS Hospitals/Wellness Centres According to Systems of Medicines

NO PROPOSAL TO SANCTION NEW CGHS DISPENSARIES The Central Government Health Scheme (CGHS) has 4 hospitals and 333 CGHS Wellness Centres in the country. Their State / City wise details are at annexure. There is no such proposal of opening of Ayurvedic dispensaries.  Presently there is no proposal to sanction new dispensaries. CGHS empanels private hospitals at the location / city where it is in operation. CGHS is in operation in Kerala only at Thiruvanathpuram. There is no proposal to empanel hospitals at non – CGHS locations /cities.

7% DA to State Govt Employees of Odisha

7% DA to State Govt Employees of Odisha Seven per cent of additional Dearness allowance has been granted to State Government employees of Odisha. Following with the Central Government, the Odisha Government has decided to grant one more additional dose of Dearness allowance to its employees from 1.1.2012. The existing rate of Dearness allowance is 58% and it will become 65%.

Today, this number has increased to 32. Goa and Karnataka are the two States which have yet to notify the RTE Rules. The Ministry continues to follow up with these States. b. Similarly, last year 11 States had notified the SCPCRs/REPA. Today this number has increased to 21. An Advisory has been issued by the Ministry to States on instituting a Grievance Redressal mechanism to address violations of the RTE Act.

Further, new Kendriya Vidyalayas are opened when there is a concentration of at least 500 employees of the Defence services / Government of India / Government Undertaking individually or jointly (250 in the case of Special Focus Districts) or when there is minimum potential enrolment of children of specified categories which may be 200 or an average of 30 per class, whichever is more. Portability in Saving Bank Accounts

Press Information Bureau Government of India Ministry of Finance 30-March-2012 18:22 IST Portability in Saving Bank Accounts Damodaran Committee was set up by Reserve Bank of India (RBI) on May 26, 2010 to look into banking services rendered to retail and small customers. The Committee submitted its report to RBI on July 04, 2011. The Committee has recommended that customer should be allowed to maintain the same account number in a bank even when he/she moves to another city or shifts his account to another branch in the same city. RBI has taken action on the recommendations submitted by the Damodaran Committee and in October, 2011 advised Indian Banks’ Association (IBA) for implementation of the above recommendation.
