Prime Minister Approves Composition of 7th Central Pay Commission Under the Chairmanship of Justice Ashok Kumar Mathur, Retired Judge of the Supreme Court and Retired Chairman, Armed Forces Tribunal

The Finance Minister Shri P. Chidambaram has issued the following statement:

In the Indian Railway the running staff and their supervisors are the front line men who give their maximum effort for the day to day progress of Railway. The running supervisor engaged in making the LP and ALP efficient working day and night are paid less in comparison to the staff Group`c` of other department such as medical,teachers and accounts deptt.So the emolument of the running supervisors should be equal/higher to the above staff.

please consider to review the current pension scheme ie. New Pension Scheme which is normally referred as "No Pension Scheme" in the proposed 7th Pay Commission. The NPS doesnt giving comfortablity for withdrawing the amount from their account. Till the date nobody is able to completely elaborate the NPS scheme and their is lots of confusion. The NPS staff were kept in partiality because old pension scheme employees normally get the GPF benefit alongwith rebate in Income Tax without any insurance policy upto 01 lakh. But the NPS employees have no option to save the income tax on salary as GPF not applicable to them they compel to go for insurance policy which not secure in todays life. There are lots of difficulties for NPS employees due to this NPS scheme. Old Pension Employees can withdraw their GPF amount as well they can take GPF advance for their convienience and as when required prescribed in the rule. But NPS staff have no such facilities. Govt. Should consider to review this and should re-implement the Old Pension by viewing equality for all. If this is implemented then it is sure that it would became commendable acheivement of this Govt. and may benefit lakhs of employees. This will also reduce the corruption in Govt. Sector.

Honourable Chairman 7th CPC

You are hereby requested to remove grade pay anomalies and entitlement based on grade pay instead of basic-pay for various official benefit/facilities. The entitlement granted in the 5th CPC
based on basic pay has awarded CGE a better off state than that of the 6th CPC, based on grade pay, whereas, basic defined as (Basic pay + grade pay). the details of anomalies can be seen from the structure of PB and grade pay and grant-of-benefit. As everything is in your disposal, so you can see and get worked out.

We all talk about increase in Pay. Main reason of increase cited is dearness but with DA being part of salary its effect is by and large neutralized. Then why the pay to be increased? In a growing economy I feel not more than the growth of the economy should be the growth in salaries. In this case with average 6% growth rate per annum in last 10 years the salaries should not be increased more than 60%. To get a bigger hike the total employees or the expenses due to them should be reduced in that proportion. Also if by any reason the growth is negative the salaries should also be reduced.
It will make all the stake holders in the Govt to put efforts in its growth.

In-service technicians may be given chances to appear for exams conducted by their own departments to get Scientific posts irrelavant of the exact Subject specialization he has done, if he is able to compete with the syllabus designed for the exam equivalent to subject of specialisation.

DA merge or increase of pay grade to CG employees may take place. Grade pay for stenographers having government stenography certificate may be increased.

But in no case the retirement age should be increased, as there are more energetic and qualified unemployment youths are looking to enter into service.

But in case of shortage of any profession like stenographers, may be taken into consideration for extending the age. I there are qualified young professional are available then there is no necessary to increase the retirement age.

For the first time in history a marvelous scheme was introduced in the 5th pay commission known as Assured Career Progression Scheme. Unfortunately it was redefined in the 6th CPC. The previous ACPS may kindly be restored in the 7th CPC for the well being of the employees who did not get timely promotion even after a long period of yeomen service.

The Jr. Stenographers in GP 2400/- are minority cadre, no one bothers about it even we attached to direct officers. In spite of our hard work, we have no office hours, all stenos are working late office hours in every day, even holiday also without getting any benefits. We are also not getting justice from any corner. With poor pay scale, nobody feels their pains. kindly justify.

Stenographers are minority cadre, no one bothers about it. It is the only cadre where an initial recruited person retiring at the same level without any promotion. All Stenographers are having similar kind of work in any office all over India. The 6th Pay Commission clearly stated that the Stenographers all over India should be treated equally. Stenographer cadre and clerical cadre (UDC) are totally different cadre and the job work is also different. Steno cadre should not be to merged with clerical cadre and the pay scale of steno cadre should be more than of clerical cadre as the responsibility of steno is more than that of clerical cadre. Do justice to all STENO CADRE in 7th Pay Commission.

Sir/ I am a staff Nurse passed 52yrs working in a CG Hospital- having more women employees.Almost 90% of the nurses are availing CCL without any reason and misusing the leave where as we are overloaded with work. We too have family to lookafter.So I request you to change the CCL into FCL (Family Care Leave)for all the Women Employees till their retirement.Kindly justify

In the 6th CPC, only basic was multiplied by 1.86 for all staff but for officer it was 2.63. All low paid and middle cadre may also given consideration for good pay hike. See in the 6the cpc the officers Transport Allowance and the low paid scale are equal. which is in justice.

This is due to the administrators from the main land, they hv no time/sympathy for the north east people. where to cry? will it be rectified in this pay commission?

Perhaps the government of India is not interested in subordinate engineers that is why the class-I engineers are being nourished and subordinate engineers are being deprived of their genuine needs. It is worth mentioning that the subordinate engineers are the only engineers who contribute in development work /project with their mind & soul.Hoping that this time, injustice imparted with JE's &AE's by 6th. CPC will be corrected.

For Scientific Officer-G there are no interviews further for higher promotions,automatically upon their performance & experience they are given next higher grade i:e Scientific Officer-H and so on. But in other cadres like Scientific Assistant-G & Technician-G the interviews are compulsory, by reaching that grade a person will have service not less than 20 years and will have lot of experience and will be well versed in their skills and will be giving the best output in their work,this can be considered and be given higher promotions automatically at par with Scientific officers and please cancel the promotions above'G'of any cadre.I request the CPC to consider this issue.

I request the CPC not to increase the retirement age to 62 years rather it can reduce to 58 years becoz it reflects on unemployment many eligible candidates will be loosing an opportunity to work in government organisations.Lets give chance for the new generation, even the departments will be help full with their brilliant Ideas. Above 55 years a man or woman will be definitely sick due to stress in the work or ill health and they will not have any enthusiasm to do the work. Hence trustfully speaking retirement age directly reflects on the development of the country.Hence stop increasing the retirement age.

The Scientific Officers-F and above were more benefited in the 6th pay commission they got huge hike in their basic pay as well as grade pay, now every officer posses not less than two to three luxury flats,they are getting more PRIS-I maximum of 6 increments and their PRIS-G, PRIS-O and 2 additional increments huge transportation allowance along with the pay it fetches them a large amount above that they are given early promotions where as non-gazetted staff are not given any such hike and benefits,why there is so much of disparity. Please consider this big gap and rectify the same.Please give more benefits for the lower posts also.

Armed forces should be given some extra tax exemption, anomalies of 6th CPC to be cleared first, like DACP for doctors or NFU for other armed forces.
increase the interest rate of DSOP fund.
tpt allowances should increase, stop sahayak facilities and start servant allowance as per the grade pay of the officer.

We are working in the universities as STA in scale of 9300+4200, earlier according to ACP/time bound Scheme our colleagues got PBIII+5400 after 12 years /8 years as the case may be. But now we will not get the same even after 20 years or we will get it into 30 years of service a huge anomaly, plz rectify it. as we are in the same scale and having similar qualification and spend the similar time period as well as holding the same post. plz do something for us.

as govt. employee, we expect that a person when put 10 years of service he should get minimum pension on voluntary retirement/dismissal as the case may be. ideally 30% pension in 10 years, 40% pension in 20 years, 50% pension in 30% 30 years of service.

There should be better promotional avenue in 7 PC so that the talented and laborious staff will get the benefit , if there is no better promotional aspect ,no one will be interested to labour hard because he can get the grade pay simple by MACP and talented and labourious staff will be demoralized.
There should be parity in grade as per educational/Technical qualifiction required for post

We the unlucky non teaching staff of the central agricultural university draw your kind attention to the fact that here the pay scale of an eighth passed driver is higher than that of a graduate/ agri Bsc/ BVSc etc.for last 10years authority is playing the same record that the pay anomaly file is with the finance dept, GOI.now where to cry? may we expect justice from the 7th CPC.

any PC will be beneficial for junior employees and not much beneficial for senior most employees and retired employees. keeping recent trends i.e most of the children are leaving their parents to their fate and in the old age most of the retired employees are living in misery . Degree Engineers even if higher qualified M.Tech Engineers are being recruited in Central Government like Indian Railway as Sr.Section Engineers in GP of 4600 and are given the group C status.How far it is justified in a country like India? Are these degree Engineers not being demoralized,degraded and underemployed as compared to the Diploma holder technical assistants in other Government Engineering sectors where they are getting same GP of 4600 & are given group the B status.Please look into the matter seriously & provide justice to such degree Engineers.

Hon'ble Members,

I appeal to all the Members to kindly look into the matter and consider for promotional scale in the grade of Stenographer as they are initially recruited in the grade of UDC and retiring in the same post without any further promotion.

Since ages this practice is going on, I think this practice to be arrested by giving larger scope to all the Stenographers working in sub-ordinate offices.

Thanks to the officials for keeping the Stenographers in the Central Secretariat Services though the Stenographers are recruited on par with the stenographers who are working in sub-ordinate offices, but special care was taken in the earlier Pay Commission officials. But no pay justice is done since the stenographer cadre is created.

So, I urge and request all the higher authorities to look into the matter personally and issue favourable orders in the coming 5th CPC on par with the CSS
A special attention should be given in 7th CPC for pay and allowance and special pay to clerical cadre i.e.,c LDC/UDC/OS/AO in MES, Ministry of Defence who are working like a combatant in Airforce / Army / Navy.

3. while giving MACP Promotions, In same view Group 'C' Cat has to give all same Promotions

your honour, we the non teaching staff of the Central Agricultural University, Imphal plea to your kind self for suggesting for proper pay scale against requisit qualification instead of previous pay. It is as because in the Cent. Agri university, Imphal an eighth passed get more pay scale than that of a Bsc Agri, BVSc, BE (GP of eighth pass is 2400 where GP of a agri graduate is 1900 in PBI) etc bcoz of having no proper RR and the administrators are from the main land who have no time or sympathy for us the NE people.Human right is being violated here since inception of the university. Justice sir kindly do justice to us.
Will Seventh pay commission is going to upgrade all stenographic cadre or not. If this time it was not done then it is difficult to find good stenographers in near future.

Subhash Chander says, In the 7th pay commission, the pay scale for Customs & Central Excise Department should be parallel to CBI/ Delhi Police specially in the post of Inspector and Superintendent. The Pay scale of the Superintendent of Customs must be equalized to ACP Delhi Police, CISF, CBI and other police department to maintain same status of the post.

Pre-revised scale of Assistant in iv cpc scale was allotted Rs.1400-2600 and after arbitration awards given by CAT scale were upgrade Rs.1640-2900 but some portion of government Assistant they not covered in upgraded scale of Rs.1640-2900. Resultimng they placed in Rs.5000-8000 in IV CPC and then upgrade in grade pay Rs.4600/- In 7 CPC earlier scale of Assistant be reviewd as compare to upgraded Assistant.

The earlier pay commissions has deprived the clerical cadres(LDC/UDC)working in Subordinate offices of Central govt. departments. Please this time make necessary rectifications in their pay through upgradations of grade pay. These days most of LDC/UDC recruited through SSC are graduates/postgraduates. They should be placed in the grade pay of PB-2. The entry grade pay should not be less than 2800/-(Grade Pay). Also financial upgradations should be in the line of promotional hierarchy. The concept of grade pay should be according to promotional post only.

As the Group 'B' Gazetted Officer of the Subordinate Offices are getting Grade pay Rs.4600/- while Group "b" Gazetted officer of Ministry are getting Grade Pay of Rs.4800/- and after four years they got Rs.5400/- Grade pay wheres before vi CPC both were in the same pay scale. This is big injustice with the Group "B" Gazetted Officer of the Subordinate Offices. Please see sir and do the justice with the above.

The days changed the responsibility of LDC & UDC are not as it was 2 decades back. Every LDC & UDC should have computer knowledge to keep update their section's records. Now 60% to 70% of the LDC's & UDC's are graduate and post graduates due to lack of employment they are working as LDC and UDC post. Therefore, the LDC and UDC's should be promoted at least 5 years once on purely personnel capacity not according to the vacant post or seniority. they should upgrade from 1900 GP to 2400 and 2400 to 2800.

Else matching promotional avenue should be created for non-reserved categories of Govt. VI Pay Commission has allowed the Richer (Group A Officers) became richer as they were allowed with 2.63 times of existing pay as on 1 1 2006 and a separate pay band of 37400-69000 while others were left with 1.86 times and no separate Pay even after putting 15 years of service in post (Group B). Such injustice has created inflation in the country and increased a big gap/differences between the Government Employees, which is not good for the future of the country. In IA & AD, Audit Officers, who are professionally equipped and questioning the performance of Group A Officers had left with no respect by giving pathetic grade pay of Rs.5400 while the Group B Officers of the Auditee Organisations are drawing grade pay of Rs.6600 to Rs.12000.
They are retiring as Senior Audit Officers without any increase in grade pay or promotion aspects. This injustice should be removed in VII Pay Commission.

In Indian Audit and Accounts Department, UDC with 35 years of experience with out passing SAS examination and SENIOR AUDIT OFFICERS with 35 years of experience after passing SAS examination have drawn the SAME GRADE PAY of Rs.5400.

Sir, Being in Stenographer category in Railways,we are in receiving end in the pay commissions sofar. I would like to have the following to be done for Stenographer category.

1. Parity with Railway Board Secretariat.
2. Change of designation name Stenographer Gr.I, Grade II etc., to PA or something more attractive.
3. For the past three pay commissions we have got nothing. Therefore, atleast in this 7th pay commission we expect something favourable.

I would like to point out the issue not settled since from adoption of 6 CPC to till date, it was ACP v/s MACP whereas ACP was on promotional hierarchy on contarorary MACP is on grad pay hierarchy which causes greater disparity between the employees of the same cadre earlier got the ACP whereas later was governed by the MACP. moreover the tenure of MACP 10 years is too long it should be 5 year or 7 years. I would also like to point out that there are small difference in the grade pay such as PB-1+1800 & PB-1+1900 similarly PB-II+4600 and PB-II 4800 see the difference 100 rupees or 200 rupees after 10 years of service this is nothing but shame of 6CPC these should be merged together.

Nice to hear the cabinet approval of 7 CPC ToR... DA merger is a great disappointment to all the CGE expectation... keeping in view of cost of living, present pay not sufficient enough to the single earned employees.....
The 7th CPC was constituted it is a good for all employees. As far as Stenographers are concerned the CSSS Cadre and subordinate cadres should have equal pay, they are recruited equally, so there should not be any discrimination in Pay Scales.The 7th CPC should consider this.

I am totally agree with the STA in scale of 9300+4200, earlier according to ACP/time bound Scheme our colleagues got PBIII+5400 after 12 years /8 years as the case may be. But now we will not get the same even after 20 years or we will get it into 30 years of service a huge anomaly, plz rectify it. as we are in the same scale and having similar qualification and spend the similar time period as well as holding the same post. plz do something for us.

My request to VII pay commission is to concentrate on medical reimbursement. Many employees who are working in rural areas are unable to get proper medical treatment. MACP should be modified on promotional post basis or cadre hierarchy basis not on grade pay hierarchy basis as it in present form defeats its purpose granting promotional scale to staff where promotion does not exist.

A junior stenographer in CSS Service have chances to reach upto PSO (8700 grade pay) in PB 4 cadre whereas a stenographer joins in non CSS organization are retiring as PS only in the GP of Rs.4600/- in PB-2, which is totally an injustice to the non-CSS service. The Hon'ble Chairman may look into it and guide suitable ways for the betterment of the non-CSS stenography cadre more particularly posted in subordinates office. As per the latest guidelines, a Joint Secretary is entitled to have a PPS post in the GP of Rs.6,600/-. The officers posted in the subordinate offices is of JS cadre. As such, the post of PPS may be provided in subordinate office to alleviate the disparity.

I agree previous three pay commissions have degraded scientists. Earlier scientist "e" was equivalent to a prof of university. Now a scientist "g" gets the same Grade Pay as a Prof.
FCS is demeaning and not fast track promotion as tauted by the administrators. Like doctors were given 10000 GP by the sixth pay commission. Seventh pay commission should allow scientist with 17 years class one service experience equivalent scale to 10000 GP.

Parity of Grade Pay of Rs.5400 between the Group 'B' Officers of Postal Department, Income Tax, Central Excise and Customs Department who are drawing Grade pay of Rs.4800, are allowed to draw Grade Pay of Rs.5400 after putting 4 years of service whereas such offer was not allowed to the Group 'B' officers working in other departments of Central Government, even though they had drawn equivalent pay prior to VI Pay Commission.
The parity of Grade pay between the Group B Officers in the Revenue Department and other Sub-ordinate Offices may be reconciled to avoid conflicting of interest.

In DAE,ONE STEP UP PROMOTION is requested for Technicians who acquire higher qualification with departmental permission as the DAE exams for track change is conducted just for an eye wash, as they hardly give proper intimation of exams and there is no training or materials available to take up the exams inspite of our good performance we are not given marks in the descriptive exams, we are purposely dropped and why is the education not given proper recognition in DAE, when we are able to take first class in the degree and post graduation degree, is it not possible for us to take first class marks in the departmental qualifying exams, we are purposely not given marks.Many Scientific Assistants who are only BSc; are senior Scientific Officer now,they are given more importance, where as we the Technicians with MSc; are totally neglected and hardly given regular promotions as they want to discourage the qualification acquired by a Technician as we are in a lower post.Our Higher Officers hardly encourage us where as due to jealousy they degrade us so as to delay the regular promotions just to discourage us a technician without technical qualification and not even 10th std; pass, will be called earlier than us and they will be given more PRIS-I increments, due to this we the qualified Technicians are suffering from depression. Please give us some encouragement for acquiring higher qualification.

6th cpc and nac have given benefit to employees by granting one increment to those whose AI falls between Aug to Dec and Feb to Jun respectively but did not bother to grant one increment whose AI falls on July and retiring in Jun after rendering 11 months service from previous increment. Now 7th CPC should consider to this sympathetically.

Sir, Stenographers in DGQA org are very much neglected since the cadre has only grades steno & PA. GP of entry grade is 2400 and as PA 4200. Even he gets MACPs his GP raises to 4600 only. Whereas Stenos of CSSS are promoted as PAs with GP 4600 and reach to 6600. The huge difference in GP and grades must be equalised either through upgradation under MACPs or by creating more grades in the cadre instead of 2 grades. This issue may be considered seriously.

I am totally agree with the view to reduce the period of qualifying service for pension purpose as 20 years of service is too long it should be ideally 10 years.

MACP should be modified on promotional post basis or cadre hierarchy basis not on grade pay hierarchy basis as it in present form defeats its purpose granting promotional scale to staff where promotion does not exist.

same post should have the same qualification and same scale.

atleat 5 macps for all govt staff.

LTC should not be restricted to only two childrens.

I am also working as a Senior Technical Assistant in the scale of PB-II+4200 from the date of appointment in delhi university which adopted 6 CPC at par with the central government employees. I also falls in the category of employees where there is no room for promotion even after 30 years of service in the same scale. The employees like me the government earlier introduced ACP/MACP scheme. According to that

(a huge difference)
on 20 years
Earlier Now
scale of 10000 PB-II+4800
on 30 years

Please note these huge differences in the scale earlier granted on promotion hierarchy now on grade pays. Is it our fault for not having promotion even possessing every qualification necessary for promotion just because of cadre structure.It is against natural rule of justice after all ACP was introduced for people like us not for the govt. employees getting promotion on regular basis. it was originally meant for the staginate persons as suggested by court of law.

I would like to point out the issue not settled since from adoption of 6 CPC to till date, it was ACP v/s MACP whereas ACP was on promotional hierarchy on contarorary MACP is on grad pay hierarchy which causes greater disparity between the employees of the same cadre earlier got the ACP whereas later was governed by the MACP. moreover the tenure of MACP 10 years is too long it should be 5 year or 7 years. I would also like to point out that there are small difference in the grade pay such as PB-1+1800 & PB-1+1900 similarly PB-II+4600 and PB-II 4800 see the difference 100 rupees or 200 rupees after 10 years of service this is nothing but shame of 6CPC these should be merged together.
same pay structure for the same post such as Sr. Technical Assistant were put on different pay slabs e.g. PB-II+4200, PB-II+4600 etc. Thus causing unnecessary demarcation of post.

I am totally agree with the STA in scale of 9300+4200, earlier according to ACP/time bound Scheme our colleagues got PBIII+5400 after 12 years /8 years as the case may be. But now we will not get the same even after 20 years or we will get it into 30 years of service a huge anomaly, plz rectify it. as we are in the same scale and having similar qualification and spend the similar time period as well as holding the same post. plz do something for us.

Please see that Degree engineers are recruited by Indian Railway the largest CG organisation of India as Sr.Section Engineers(SSE) in the GP of 4600/- and are given group-C status where as the same degree engineers recruited by other central & even if state governments and are provided group-A status.There is also no time bound promotion throughout service & even if one has to retire as same SSE.Please try to provide justice to these degree engineers & solve the discrepancies.

Hon'ble sir please do justice with the subordinate offices. As the Group 'B' Gazetted Officer of the Subordinate Offices are getting Grade pay Rs.4600/- while Group "b" Gazetted officer of Ministry are getting Grade Pay of Rs.4800/- and after four years they got Rs.5400/- Grade pay wheres before vi CPC both were in the same pay scale. This is big injustice with the Group "B" Gazetted Officer of the Subordinate Offices. Please see sir and do the justice with the above. I also to mention that in many non secretariat offices such as National Human Right Commission. CSIR, IIFAR, BIFAR, SO(Accounts), SO(Audit) etc Section officer Gr. B Gazetted are given Grade pay of Rs 4800 equal to SO Gr. B in Central Secretariat Service. But denied to SO, Gr. B Gazetted in Debts Recovery Appellate Tribunals and Debts Recovery Tribunal by the Government on the plea that SO Gr, B post in DRAT/DRT are non/secretariat. Stenographers in the field offices are working under the same rules and having same working hours as well as the work load but still there disparity is there, 7th pay commission is requested to look into the matter seriously and Grant parity for the equal work and equal status to the stenographers working in the field offices. Further fellow comrades are requested to stress and write to commission though proper channels

This is for your kind attention that ,It is possible only in Indian Railway that the directly recruited degree engineers working as Sr.Section Engineers are given Group-C status where as the diploma engineers of other central government organisations have already been given Group-B status.So the degree engineers of Railway should be given at least the same or better social status to encourage them to discharge there duties successfully.Again it is also very shame to say the we the degree engineers are getting GP of 4600/- which is less than the D Pharm holder medical Matron's GP of 5400/- posted in same Railway organisation.Also as per MACP rule after 10 years of service we will be moved to the next GP of 4800/- i.e only a Rs.200 difference after providing 10 years of essential service to the nation.From these facts you please try to understand, how the Degree Engineers are neglected in Indian Railway continuously and as a result how will they discharge their duties satisfactorily ?

1. Kindly review Employee insurance and make it practical using norms of the 33 times of gross annual income.

2. Please review stagnation relief scheme like Time Scale, Dynamic ACP, MACP, Flexible Complimentary Scheme and NFU and introduce uniformity: At least personal financial upgradations after 3,7, 12, 17, 22, 27 and 32 years of service, since the same is hardly equal to 6% in basic.

3. Make allowance practical; E.g. Transport allowance, conveyance allowance , hotel allowance etc are 25% of equal expenditure.

4. HRA should be linked to the market value of Govt Accommodation to introduce parity between various central employees.

5. Employees may be given higher annual performance increment based on last years' performance, so that there is enough financial motivation to perform.

6. Do away with the system of Employee classification. Let there be staff and officers only. Staff at three levels may be allowed to enter officers grade with exam and training.

Sir, according to the 5th CPC, there is a basic fitment given to all scales then after gave an increment in three years gap. So employees enlisted/ re - mustered within three years were put into same basic pay and they were till in 2012 even after implementation of 6th CPC because the 6th CPC did not give any basic fitment and multiply their old basic pay X 1.86. wef 1.1.2006.
But, during 2012 an increment in pre-revised pay scale has been given to those whose increment in between February to june in the year 2008. Which made un solvable anomaly between junior and senior which are simply explained in below table according to 5th CPC.

In above table A to F had been getting equal pay after implementation of 5th CPC to till 2012. But during 2012 one increment in pre revised pay scale has given to A,C,E only as a partial manner and B,D,F were rejected.
“B” is three years senior than “E” But “ B” was rejected …… like as “7” is just one month junior from “6” so “7” also have equal right to get equal pay as “6” in one month later But ”7” was permanently rejected where as “30” is getting increment permanently . such B,D,F also have equal right to get equal pay in respect months But never ,because the order what ever , refer only the basic pay of 2008 but that never consider the implementation of 5th CPC.
There is high degree respect maintained between senior and junior in armed forces , at the same time a three year senior could not tell his pay before his junior on his eradicating which giving moral down to the seniors .
Secondly , The 6th CPC give basic fitment ( entry pay ) to direct appointment cadres only but the local promote satisfied with one increment @ 3% resulting the direct appointed candidate getting more pay than the local promote . It is also a unjustified able one because a cadre spent 20 years in border getting less pay than a directed appointed co - worker in same rank at same time
. So we request the Chair man 7th CPC to take needful to remove the such type of anomaly in 7th CPC.

VI Pay Commission had shown biosis towards Group B Officers working in other than Revenue Departments,by not giving GP of Rs.5400 on completion of 4 years service in the GP of Rs.4800 while the same was allowed to the Officers of Revenue Departments like Income Tax, Central Excise, Customs and P&T. The discrepancy has not so far been rectified. This had created so much of agony in the minds of Officers work suffered.

Percentage of increase in fixation of Pay scale and Grade Pay should be uniform from Group D to Group A Employees as all of them are living in the same society/country and children of them have to live with out inferiority complex with peaceful mind with respectable status. High increase for one group of people will only increase parity in the lifestyle among the employees and inflation in the society, at the end it will spoil the society one day. So, Hon'ble Judges/Members who are drawing more than what they require, have to think the status of Group D to Group B Employees before fixing the pay of Group A Officers who have gone elsewhere because of one exam (Civil Service) and one Pay Commission (VI).

IN THE 7TH PAY COMMISSION, WE REQUEST THE COMMISSION TO CONSIDER THAT THE STENOGRAPHERS SHOULD BE PLACED HIGHER THAN THE UDCs. THEIR SHOULD ATLEAST BE A MINIMAL DIFFERENCE BETWEEN STENOGRAPHERS AND UDCs. BOTH PAY SCALES SHOULD NOT BE EQUALLLY FIXED. ATLEAST EITHER IN THE GRADE PAY OR IN THE PAY THEIR SHOULD BE A MINIMAL DIFFERENCE.

The Sixth CPC done great injustice by merging the two pay scales of Rs.5000-8000 and 5500-9000 into revised pay structure of Rs.9300-34800 with Grade Pay Rs.4200 on the grounds to have uniform pay scales for those serving in the Central Secretariat as well as subordinate and attached offices of the Central Government Departments. Despite, this, the Assistants serving in Central Secretariat won by getting grade pay of Rs.4600 instead of Rs.4200 as recommended by the VIth CPC and thereby reduced the status of those serving in the subordinate/attached offices, particularly in the grade of Office Superintendent. Many departments are yet to finalize their recruitment rules as per VI CPC. As a result officials who are in the lower level are getting undue benefits due to merger of pay scales of 5000=8000 and Rs.5500-9000.

In the MACP scheme fixing the Grade Pay in Grade pay hierarchy instead of promotional hierarchy was absurd, why the great people who is deciding the fate of so many poor human beings did not realise these ordinary things even after lapse of 7 years!. Because, they are not the sufferers.
Neutral Judges/Bureaucrats who decides the fate of other human beings, the fate of the country should think twice before fixing the scale of pay/grade pay of the poor employees as they are also have family, kids like them.

Kindly look the position of Stenographers working in the field offices in India. They are deprived of from benefits /pay structure in comparison to Stenographers at Central Secretariat. Besides this, the MACP scheme totally thrown away the Stenographers in field offices, because of which there are Grade pay Differences between two stenographers after 20 years of equal service with equal responsibilities.

Due to misimplementation of MACP Scheme by DoPT, some Stenographers faced loss in following manner.'
Steno: A
Basic Pay as on 1.1.06 per 5th CPC: Rs.5800/-( in the scale of 5500-8000)
Grade Pay after 6th CPC : Rs.4200/-
Grade Pay after 20 Yrs. of Service: Rs.4600/-
Steno: B:
Basic Pay as on 1.1.06 as per 5th CPC: Rs.5400/-( in the scale of 4000-6000)
Grade Pay after 6th CPC: Rs.2400/-
Grade pay after 10 yrs. Service:Rs.2800/-
Grade pay after 20 yrs. service :Rs.4200/-
this shows that two Stenographers with same designation and responsibilities will get different grade pay after 20 years of service.
Therefore, it is requested that the 7th CPC may consider to allow Grade Pay of Rs.4200/- to those stenographer who were in the scale of Rs.4000-6000/- and basic pay arrived at Rs.5000/- and above as on 1.1.2006 to remove the anomaly.

In 5th CPC, who have pay is more he will get more facilities/eligibility, but in 6th CPC the grade pay system is introduced, so if pay (Pay in pay band + Grade pay) is more then also he will get less facilities, due to less grade pay. The facilities to be given in total amount of pay(BY +GP) he will drawn.

There is anomaly b/w pre 2006 and past 2006 pensioners who got absorbed in Autonomous bodies/regulatory bodies. Those employees who served more than 18 years and got absorption are getting pro rata pension, (pre-2006 case) and those with same length of service (past 2006 case) are getting full pension on absorption. This anomaly may please be removed. pre 2006 pensioner may be provided with same ( full pension) pension.

The annual increment fixed by sixth CPC is July is not acceptable, because an employee worked up to June he/she will not get his/ her increment. Hope this will be rectify by the seventh CPC.So please consider an employee worked minimum six month he/she awarded increment at time of superannuation.

Sirs, the dismissal of OA7/2013 and RA16/2013, by the Chennai Regional Bench is null and void, if seen fairly in an unbiased view/perception. Since, the very same bench considered the delay and lapses in many other cases but for discriminatory in my case, which is a violation of fundamental right of a citizen, as enshrined in the Indian Constitution, besides delay was not entirely on the part of the aggrieved ex-serviceman, since my calling on the DSS&A Board went all of vain and letters addressed to the SIGNALS RECORDS went un-answered with no reply, alas came the formation of the Armed Forces Tribunal Act 2007, came into practice in 2009 and my application(petition), filed in 2012 and after persistent reminders, same numbered O.A7/2013, followed byR.A.16/2013, same un-fairly dismissed. However, revealed that I have been deprived of my entitlement (Disability Pension) for the fault of WRONG Service Code 13.3.4 instead of 13.3.3. *While 13.3.4 is discharge on own request. This has misled, for the PCDA to reject the disability pension, of P.K.Chandran's legitimate claim.
