But in no case the retirement age should be increased, as there are more energetic and qualified unemployment youths are looking to enter into service.
But in case of shortage of any profession like stenographers, may be taken into consideration for extending the age. I there are qualified young professional are available then there is no necessary to increase the retirement age.
In the 6th CPC, only basic was multiplied by 1.86 for all staff but for officer it was 2.63. All low paid and middle cadre may also given consideration for good pay hike. See in the 6the cpc the officers Transport Allowance and the low paid scale are equal. which is in justice.

Technical employees in all the capacity in Scientific Research departments may be given chances to compete for each higher and higher post in Scientific category with all the experience they have acquired in all the capacities along with an a direct exam/interview.
Chances may be given to Govt employees to enter in to higher cadre of Civil Services with their own Subjects of specializations and experience in their higher positions clubbed with direct exam/interview with relaxation in age and immaterial of Civil Services Exam.
We the unlucky non teaching staff of the central agricultural university draw your kind attention to the fact that here the pay scale of an eighth passed driver is higher than that of a graduate/ agri Bsc/ BVSc etc.for last 10years authority is playing the same record that the pay anomaly file is with the finance dept, GOI.now where to cry? may we expect justice from the 7th CPC.
Please convey 7th CPC to remove anomalies of field staff which were not recommended by some Departments of pra-military under MHA i.e SSB to 6th CPC as a result these employees suffered a huge losses in their pay.There should also be less gap between employees and officers.
Degree Engineers even if higher qualified M.Tech Engineers are being recruited in Central Government like Indian Railway as Sr.Section Engineers in GP of 4600 and are given the group C status.How far it is justified in a country like India? Are these degree Engineers not being demoralized,degraded and underemployed as compared to the Diploma holder technical assistants in other Government Engineering sectors where they are getting same GP of 4600 & are given group the B status.Please look into the matter seriously & provide justice to such degree Engineers.
I appeal to all the Members to kindly look into the matter and consider for promotional scale in the grade of Stenographer as they are initially recruited in the grade of UDC and retiring in the same post without any further promotion.
Since ages this practice is going on, I think this practice to be arrested by giving larger scope to all the Stenographers working in sub-ordinate offices.
Thanks to the officials for keeping the Stenographers in the Central Secretariat Services though the Stenographers are recruited on par with the stenographers who are working in sub-ordinate offices, but special care was taken in the earlier Pay Commission officials. But no pay justice is done since the stenographer cadre is created.
So, I urge and request all the higher authorities to look into the matter personally and issue favourable orders in the coming 5th CPC on par with the CSS

The earlier pay commissions has deprived the clerical cadres(LDC/UDC)working in Subordinate offices of Central govt. departments. Please this time make necessary rectifications in their pay through upgradations of grade pay. These days most of LDC/UDC recruited through SSC are graduates/postgraduates. They should be placed in the grade pay of PB-2. The entry grade pay should not be less than 2800/-(Grade Pay). Also financial upgradations should be in the line of promotional hierarchy. The concept of grade pay should be according to promotional post only.
Please give respect to the post of Audit Officers Group B)in the Indian Audit & Accounts Department (IA&AD), by giving grade pay equivalent to present Rs.6600 at least in MACP, then only the Officers in the Audited Institutions who are, generally, Group A Officers will respect them.
Please consider LDC's Qualifications and work when fixation of their scales, please. Please don't ignore them in upcoming pay commission. Pay commission committee members show mercy on LDC'S, PLEASE.

The reservation business in promotion should be stopped for SC/ST/PH etc in Centrall Govt. Services like Armed Services. Else matching promotional avenue should be created for non-reserved categories of Govt. Officials by reducing the period ACP/MACP schemes at par with residency period of promotion for next higher post due, to deteriorate the reservation policy to protect the Art. 14 & 16 of the constitution of Inda.
They are retiring as Senior Audit Officers without any increase in grade pay or promotion aspects. This injustice should be removed in VII Pay Commission.
Hon'ble Members of Pay Commission should review the anomaly and give justice at least in the VII Pay Commission.

Medical facility given to EMPLOYEE's PARENTS
The kendriya vidyalaya lab attendants/university laboratory attendants staff 6th pay commission recommendation is 5200+1800(grade pay).The above pay scale is poor when compare to technical staff. The qualification is 10th standard but salary is very low (compare to unskilled /illiterate)Therefore please make correction/change in 7th pay commission recommendation.Thank You
kindly do some thing for armed forces personnel, they should be enrolled in state govt. or central govt. after attaining the age of 40 or 45 years because after this age personnel are not so capable to perform the duties required by the armed forces. They should be given direct enrolment in civil services as per their qualification, definitely they will perform better instead of getting bored in the same routine.

A junior stenographer in CSS Service have chances to reach upto PSO (8700 grade pay) in PB 4 cadre whereas a stenographer joins in non CSS organization are retiring as PS only in the GP of Rs.4600/- in PB-2, which is totally an injustice to the non-CSS service. The Hon'ble Chairman may look into it and guide suitable ways for the betterment of the non-CSS stenography cadre more particularly posted in subordinates office. As per the latest guidelines, a Joint Secretary is entitled to have a PPS post in the GP of Rs.6,600/-. The officers posted in the subordinate offices is of JS cadre. As such, the post of PPS may be provided in subordinate office to alleviate the disparity.

FCS is demeaning and not fast track promotion as tauted by the administrators. Like doctors were given 10000 GP by the sixth pay commission. Seventh pay commission should allow scientist with 17 years class one service experience equivalent scale to 10000 GP.
Because have seen,4th,5th, and 6th pay commissions and i am going to see the 7th also, till now i have not seen total implementation of recommendations,still so many queries are to be clarified by the govt. Who is going to see that.

Parity of Grade Pay of Rs.5400 between the Group 'B' Officers of Postal Department, Income Tax, Central Excise and Customs Department who are drawing Grade pay of Rs.4800, are allowed to draw Grade Pay of Rs.5400 after putting 4 years of service whereas such offer was not allowed to the Group 'B' officers working in other departments of Central Government, even though they had drawn equivalent pay prior to VI Pay Commission.
The parity of Grade pay between the Group B Officers in the Revenue Department and other Sub-ordinate Offices may be reconciled to avoid conflicting of interest.
Please provide some incentives for acquiring higher qualification to the Technicians. As it is very difficult to take a degree with First Class while working. Though a degree is obtained, proper recognition is not given.It is requested to provide some incentives for the achievement.

I would like to point out the issue not settled since from adoption of 6 CPC to till date, it was ACP v/s MACP whereas ACP was on promotional hierarchy on contarorary MACP is on grad pay hierarchy which causes greater disparity between the employees of the same cadre earlier got the ACP whereas later was governed by the MACP. moreover the tenure of MACP 10 years is too long it should be 5 year or 7 years. I would also like to point out that there are small difference in the grade pay such as PB-1+1800 & PB-1+1900 similarly PB-II+4600 and PB-II 4800 see the difference 100 rupees or 200 rupees after 10 years of service this is nothing but shame of 6CPC these should be merged together.
same pay structure for the same post such as Sr. Technical Assistant were put on different pay slabs e.g. PB-II+4200, PB-II+4600 etc. Thus causing unnecessary demarcation of post.
I am totally agree with the STA in scale of 9300+4200, earlier according to ACP/time bound Scheme our colleagues got PBIII+5400 after 12 years /8 years as the case may be. But now we will not get the same even after 20 years or we will get it into 30 years of service a huge anomaly, plz rectify it. as we are in the same scale and having similar qualification and spend the similar time period as well as holding the same post. plz do something for us.

Please see that Degree engineers are recruited by Indian Railway the largest CG organisation of India as Sr.Section Engineers(SSE) in the GP of 4600/- and are given group-C status where as the same degree engineers recruited by other central & even if state governments and are provided group-A status.There is also no time bound promotion throughout service & even if one has to retire as same SSE.Please try to provide justice to these degree engineers & solve the discrepancies.

This is for your kind attention that ,It is possible only in Indian Railway that the directly recruited degree engineers working as Sr.Section Engineers are given Group-C status where as the diploma engineers of other central government organisations have already been given Group-B status.So the degree engineers of Railway should be given at least the same or better social status to encourage them to discharge there duties successfully.Again it is also very shame to say the we the degree engineers are getting GP of 4600/- which is less than the D Pharm holder medical Matron's GP of 5400/- posted in same Railway organisation.Also as per MACP rule after 10 years of service we will be moved to the next GP of 4800/- i.e only a Rs.200 difference after providing 10 years of essential service to the nation.From these facts you please try to understand, how the Degree Engineers are neglected in Indian Railway continuously and as a result how will they discharge their duties satisfactorily ?
In Pakistan HRA to spouse is payable even if he/she reside at Govt accommodation.

2. Please review stagnation relief scheme like Time Scale, Dynamic ACP, MACP, Flexible Complimentary Scheme and NFU and introduce uniformity: At least personal financial upgradations after 3,7, 12, 17, 22, 27 and 32 years of service, since the same is hardly equal to 6% in basic.
3. Make allowance practical; E.g. Transport allowance, conveyance allowance , hotel allowance etc are 25% of equal expenditure.
4. HRA should be linked to the market value of Govt Accommodation to introduce parity between various central employees.
5. Employees may be given higher annual performance increment based on last years' performance, so that there is enough financial motivation to perform.
6. Do away with the system of Employee classification. Let there be staff and officers only. Staff at three levels may be allowed to enter officers grade with exam and training.

Sir, according to the 5th CPC, there is a basic fitment given to all scales then after gave an increment in three years gap. In above table A to F had been getting equal pay after implementation of 5th CPC to till 2012. But during 2012 one increment in pre revised pay scale has given to A,C,E only as a partial manner and B,D,F were rejected.
“B” is three years senior than “E” But “ B” was rejected …… like as “7” is just one month junior from “6” so “7” also have equal right to get equal pay as “6” in one month later But ”7” was permanently rejected where as “30” is getting increment permanently . such B,D,F also have equal right to get equal pay in respect months But never ,because the order what ever , refer only the basic pay of 2008 but that never consider the implementation of 5th CPC.
There is high degree respect maintained between senior and junior in armed forces , at the same time a three year senior could not tell his pay before his junior on his eradicating which giving moral down to the seniors .
Secondly , The 6th CPC give basic fitment ( entry pay ) to direct appointment cadres only but the local promote satisfied with one increment @ 3% resulting the direct appointed candidate getting more pay than the local promote . It is also a unjustified able one because a cadre spent 20 years in border getting less pay than a directed appointed co - worker in same rank at same time
. So we request the Chair man 7th CPC to take needful to remove the such type of anomaly in 7th CPC.

Neutral Judges/Bureaucrats who decides the fate of other human beings, the fate of the country should think twice before fixing the scale of pay/grade pay of the poor employees as they are also have family, kids like them.
Kindly look the position of Stenographers working in the field offices in India. They are deprived of from benefits /pay structure in comparison to Stenographers at Central Secretariat. Besides this, the MACP scheme totally thrown away the Stenographers in field offices, because of which there are Grade pay Differences between two stenographers after 20 years of equal service with equal responsibilities.
Steno: A
Basic Pay as on 1.1.06 per 5th CPC: Rs.5800/-( in the scale of 5500-8000)
Grade Pay after 6th CPC : Rs.4200/-
Grade Pay after 20 Yrs. of Service: Rs.4600/-
Steno: B:
Basic Pay as on 1.1.06 as per 5th CPC: Rs.5400/-( in the scale of 4000-6000)
Grade Pay after 6th CPC: Rs.2400/-
Grade pay after 10 yrs. Service:Rs.2800/-
Grade pay after 20 yrs. service :Rs.4200/-
this shows that two Stenographers with same designation and responsibilities will get different grade pay after 20 years of service.
Therefore, it is requested that the 7th CPC may consider to allow Grade Pay of Rs.4200/- to those stenographer who were in the scale of Rs.4000-6000/- and basic pay arrived at Rs.5000/- and above as on 1.1.2006 to remove the anomaly.
One of the LTC of 4 years block should be any where in world specially after completion of 15 year of continuous Govt. service.
Library and Information Assistants' grade pay is 4200 in 6th pay commission. It should be 4600 grade pay as min qualification is graduate plus professional qualification. Kindly rectify this in 7th pay commission.

The annual increment fixed by sixth CPC is July is not acceptable, because an employee worked up to June he/she will not get his/ her increment. Hope this will be rectify by the seventh CPC.So please consider an employee worked minimum six month he/she awarded increment at time of superannuation.
7TH PAY COMMISSION MUST CONSIDER TO WITHDRAW THE NEW PENSION SCHEME,AS IT IS INJUSTICE TO EMPLOYEES JOINED AFTER 1.1.2004.EMPLOYEES DOING EXACTLY SAME WORK CAN NOT BE DIFFERENTIATED IN THEIR RETIREMENT BENIFITS,JUST ON THE BASIS OF THEIR JOINING DATE.

Sirs, the dismissal of OA7/2013 and RA16/2013, by the Chennai Regional Bench is null and void, if seen fairly in an unbiased view/perception. Since, the very same bench considered the delay and lapses in many other cases but for discriminatory in my case, which is a violation of fundamental right of a citizen, as enshrined in the Indian Constitution, besides delay was not entirely on the part of the aggrieved ex-serviceman, since my calling on the DSS&A Board went all of vain and letters addressed to the SIGNALS RECORDS went un-answered with no reply, alas came the formation of the Armed Forces Tribunal Act 2007, came into practice in 2009 and my application(petition), filed in 2012 and after persistent reminders, same numbered O.A7/2013, followed byR.A.16/2013, same un-fairly dismissed. However, revealed that I have been deprived of my entitlement (Disability Pension) for the fault of WRONG Service Code 13.3.4 instead of 13.3.3. *While 13.3.4 is discharge on own request. This has misled, for the PCDA to reject the disability pension, of P.K.Chandran's legitimate claim.
