ACP vs MACP





Of all the benefit announced in the V CPC to Central Government Employees announced of ACP reigns as the jewel in the crown.

For the employees who started their careers in the end year of 60’s and the starting of the 70’s, who were hopeless and fed up in their lives as there were no promotion for so many years this new scheme enlivened and enlightened them.

Having witnessed three pay commissions right from the date of their appointment without any benefit, the fed up employees were greatly enthralled by the economic upliftment in their lives by the ACP announced in the year of 1999. Though there was no up gradation in their grade (Post), they were fully contented with the rise in their basic pay-in their pay bills.

Having received Rs.3 to Rs.50 only as increment per year for the past 24 years and more, this two financial up gradation which came consequently by this new innovative scheme was a soothing balm to them.

There is no chance for the above situation to continue…!
Moreover in future there is no chance for receiving two ACP’s simultaneously…!
Other than those who have superannuated all other could have completed 30 years of service for them, there is chance of getting 3rd ACP in MACP Scheme.

IT IS A MATTER OF GREAT PITY AND SHAME THAT THE ACP IS BEING CONSIDERED AS A PROMOTION WHERE THE PAY FIXATION IS DONE IN THE NEW SCALE AT THE NEXT HIGHER BASIC PAY .THIS AMOUNTS TO ONLY AMEAGRE INCREASE OF RS.20 TO 50 PER MONTH.THIS IS AFTER AGAP OF NEARLY 12 YEARS/24 YRS.IS THSI A SUBSTITUTE OF ANY MEANINGNFUL PROMOTION AT THE GROUP B AND C LEVEL.A GROUP A OFFICER GETS NEARLY 8 GRADE /SCALE PROMOTIONS IN HIS SERVICE CAREER.WHERE IS THE REFORMATION FOR THE GROUP B AND C GOVERNMENT EMPLOYEES,WHEN THE CAKE WITH A LOT OF ICING ON IT IS BEING EATEN AWAY BY THE GROUP A DIRECT RECRUITED OFFICER.WHETHER THIS WILL CHANGE,GOD KNOWS.

Let me put an example to show how this modified ACP is going to be nothing for a person who have completed 20 years of service without any promotion. A person who joined as LDC on 01-01- 1989 has got the scale of 4000-6000 due to old acp scheme (after 12 years service , i.e 0n 01-01-2001)and receives Rs. 2400/- as grade pay now. Now as per modified acp he has to get II acp as he has completed 20 years of service. Due to modified acp, he will not get even a single rupee more on his grade pay as LDC grade pay is Rs.1900, and at the time of II acp the grade pay will be Rs.2400/- only which he has already received. The main object of acp is defeated here.

The best method to assure a career to the employees is not to grant ACP or MACP but to grant them some relaxation in their upper age limits so that they can prepare for higher open competitive exams and build a better career. No one and no system should be allowed to block the career prospects of the senior employees.

All the Limited Departmental Competitive Exams designed to offer fast track promotion, should be scrapped forthwith on the ground that they do not bring any fresh talents to the system but utterly disturb the well established seniority of the existing incumbents. The seniority lists are prepared on the basis of the rank in the competitive exams over successive years. Everybody is eligible and interested for fast track promotion.

The LDCE just puts some juniors over their seniors and has been creating vast anomalies. Such exams divert the attention of the people from working in the office to preparing for the exams. After putting a certain length of service the recruits become more workaholic and they do not find ample time to prepare for LDCEs.

When a junior is allowed to become his senior through the LDCE, it leads to de-motivation, de-moralization, frustration and degradation. In other words, some juniors are allowed to take benefit (through LDCEs) at the cost of their seniors who should be given priority in the matter of promotion because of their long years of experience, dedication and motivation to work. The LDCEs do not create fresh vacancies but consumes the vacancies meant for the seniors to go up. Ultimately the LDCE nominees block the passage of the senior people to go ahead with their career.

At a time when there were no organized services, the LDCEs had their own relevance. Since almost all the services are now organized ones, the LDCEs have lost relevance and should be scrapped forthwith.

ACP or MACP is not granted to CMDs. Several semi skilled (Group 'D')category who were in the initial pay scale of Rs. 210 before 1982, are now getting the pay scale of Rs.5000-8000 after completion of 24 years. however, the CMDs are considered as group'C'since independence are not getting the 2nd ACP after 24 years of regular services. and no option have been taken from CMDs. As per the latest policy, only 5% of senior most Civilian Motor Drivers ( Special Grade) (Staff Car Drivers) are getting the Grade pay of Rs. 4200 in the pay band 9300-34800 at the time of retirement on completion of 35 to 37 years of service, due to the introduction four grade structure i.e. Ordinary grade, Grade II ,Grade I & Special grade in the grade ratio system of 30:30:35:5 respectively. Earlier there was three grade structure. However, due to ban on recruitment , 50% of CMDs are having more than 25 years of regular service and waiting for promotion as Special grade. Therefore, it is a matter of fact that minimum 50% of senior most Civilian Motor Drivers (Staff Car Drivers) have the right to get promotion as Special Grade.

Either the grade ratio may be revised to 50% instead of 5% or time scale promotion please be recommended to Civilian Motor Drivers (Staff Car Drivers)
(b) All those who are initially appointed in the Group ‘C’ category ( including skilled industrial personnel), are getting the Grade pay of Rs. 4200 in the pay band 9300-34500 after completion of 24 years except Civilian Motor Drivers (Staff Car Drivers). The mazdoor, chowkidar , peon who were re-classified as LDC are getting the Grade pay of Rs. 4200 in the pay band 9300-34800 after completion of 24 yrs in the Group ‘C’ category. However, the mazdoors re- classified as Civilian Motor Drivers (Staff Car Drivers) are not getting the Grade pay of Rs. 4200 in the pay band 9300-34800 even after completion of 30 to 35 yrs as Civilian Motor Drivers (Staff Car Drivers). Further, four grade structure promotion has been introduced instead of three grade structure with the grade ratio system of 30:30:35:5, which was adversely affected promotion of Civilian Motor Drivers (Staff Car Drivers). However, the grade structure of grade II an grade I have been merged in to one grade in case of Industrial tradesmen and JEs , which was very favour to them. The Re-implementation of three grade structure in case of Civilian Motor Drivers (Staff Car Drivers) also by merging the CMD Gde I and SPECIAL GRADE into one grade at the grade ratio of 40% and ordinary grade and grade II 30% each is very much essential.

I have completed 24 years of service on 1.3.09. I join my service in NWDA under MInistry Of water resources on 1.3.85. I got Ist ACP in Aug-99. My B.P increase fron 4500/- to 6500. Under ACP i will get GP 5400/- but under MACP i will get 4600 as at present my GP is 4200/- If i will get all 3 MACP i will not reach upto 5400/- i remain at 4800/- and my senior who complete thier 24 years before 1.9.08 will get 5400/- It is painfull. Govt has to give option for ACP or MACP and if this happened i will opt for ACP.

I joined service in 1982 as Steno-III and got my first regular promotion as Steno-II in 1993. I got my second promotion by 2003 as Steno-I in the pay scale of Rs.5500-9000 with 4200 Grade Pay. I have completed 27 years of my service and am going to complete 30 years of my service period in 2012. Now, my question is after MACP, where do I stand? Will I get 4600 GP by 1.9.2008 or not please clarify will it be after 2012 only?

we r in the cadre of 6500-10000, as per previous acp we were to have 24 yrs benefit wid next hierarchal benefit ie next scale but in VI PAY COMMISSION WE WILL GET ONLY NEXT GRADE PAY ie only 200 rs/- hike in 20 years. ITS PATHETIC. SINCE SO LONG WE VE BEEN WAITING FOR OUR ACP AS V DONT VE ANY PROMOTION IN OUR CADRE.200 RS IS NOTHING AS RISE IN PRICES. SO DIS IS NT RIGHT FOR AL OF US

we in the scale of 6500-10000 have been diviced two groups one, which has already taken ACP & now our batch of 115 people wid MACP which is creating a tension wid same cadre staff. Pay commissions are meant for betterment but dis MACP is totally frustrating for C , D cadre. ity is serving only group A cadre. where there is no limit of 1.86 times the basic pay. in higher groups the ratio of basic pay & rebvised pay is sometimes coming to be 2 times or 2.5 times. so where is justice? is nt it shud be equal as we have right of equality. Govt please listen & do sumthing. plzzz.

Sixth pay commission modified the acp scheme & applied to group A also . although they ve promotions in their cadre. on the other hand it diluted the ACP scheme for Group C & D employee & the relief given by Vth pay commission has been snatched by sixth pay commission . by providing immediate next grade pay this policy has pushed back to the pre fifth commission period when at Stanation an employee gets increment of upper scale. the promotional benefit was reduced to immediate next grade pay.

AS PER MACP: A LDC AFTER COMPLETING 10 YEARS OF SERVICE HE WILL GET 2000/- GRADE PAY ON COMPLITION OF 20 YEARS HE WILL GET 2400/- AND AFTER COMPLETING 30 YEARS HE WILL GET 2800/- GRADE PAY

AS PER ACP: A LDC AFTER COMPLETING 12 YEARS OF SERVICE HE WILL GET 2400/- GRADE PAY AND ON THE COMPLETION OF 24 YEARS HE WILL GET 4200/- GRADE PAY.

AS WE ARE AWARE THE PROMOTIONAL AVENUES ARE VERY MEAGER AND AS PER MACP NO LDC WILL GET 4200/- IN HIS WHOLE SERVICE.

One example of MACP is dat JE in CPWD gets 2 promotions before 29 years, 1 month & 30 days then he will be in the grade pay of Rs 7600 & pay band of PB3 at the retirement as per MACP. If he gets only one promotion upto thirty years& one day he wil be in the grade pay of Rs 5400 & pay band of PB2 at retirement. where is uniform benefit?

CADRE IN THE ARCHITECTURE DEPARTMENT OF CPWD ,WHO HAVE COMPLETED THEIR 24 YEARS OF SERVICE BEFORE 31-08-08, WERE PLCED IN THE GRADE PAY RS 6600 & PAY BAND OF PB3 AS PER PREVIOUS ACP SCHEME. BUT ANOTHER SET OF EMPLOYEES WHO HAVE NOT COMPLETED 24 YEARS OF SERVICE AT THAT TIME WILL BE PLACED IN GRADE PAY OF RS 4800 & PAYBAND OF PB2 AFTER 20 YEARS OF SERVICE CREATING A DISPROPPORTIONATE DIFFERNCE IN PAY WITH RESPECT TO THEIR LENGTH OF SERVICE& THE EMPLOYEES OF PRE 31-08-08 PERIOD AFTER COMPLETING ANOTHER SIX YEARS OF SERVICE WILL BE IN GRADE PAY OF RS 7600& PAYBAND OF PB3. & THE PRO 31-08-08 PERIOD EMPLOYEES AFTER COMPLETING 30 YRS OF SERRVICE WILL BE IN PAY BAND OF PB2 & GRADE PAY OF RS 5400. we are in IA&AD and holding post of Section Officer prior to 01-01-2006. As per the 6th Pay Commission Report it is clearly illustrated that every grade pay should have been fixed at a minimum of basic in the given pay band. Accordingly, the pay of Section Officer should be fixed at Rs.13,350/ + G.P.4800 which comes to Rs.18150/=. Till date no clarification in this regard seems to have been issued by the concerned authorities.

Another point of importance is that a govt. servant who have completed 4 years of service in the scale of 6500-10500 (pre-revised) are being allowed with a grade pay of Rs.5400 (i.e. in Postal Departmentit is already implemented) but in IA&AD it is not at all implemented. Also a clarification in this regard is long awaited from the M/o. Finance.

Is there anybody who can give answer to my queries and please tell me that when the tenure of the Anomaly Committee set by the Finance ministry ends????

sir,it appears that entire India is having a misinterpreted pay fixation on MACP.Even though as per MACP continious spending of 10 years in a same grade pay qualifies an official for MACP ,it is being randomly explained that ,grade pay used in this context have the same meaning as grade itself violating the definition of grade pay in modified finance rules2008 which starts operational from 1.1.2006.And if we calculate the eligibility criteria for 10 years in the same grade pay(from 1.1.2006) no AAO seems to be eligible for such MACP before 2016.But misinterpretation on such issue will have a huge unauthorised expenditure .
































Another issue is being misinterpreted by the Hon`ble CAG about the merger of grades of SO and AAO is that before recruitment rules were changed the grades were marged resulting in non counting of promotion of so to aao for the purpose of MACP.This is just unfortunate as even today recrutment rules were not changed and direct recruit of SO is going on.Then how AAO will get MACP? Please explain for IA&AD

MACP is frustrating for the Clerical Cadre of MES. for example an UDC who has got second ACP in the prevised scale before 1.1.2006 has been given Grade pay of Rs. 4200/-. and to those UDC who are due for second ACP after 1.1.2006 as per revised pay scale, were given grade pay of Rs. 2800/- even the difference in the service to two UDCs is less than 01 month.This is partiality. Earlier in the pre revised scale,UDC was given scale of Rs. 5000-8000 for 2nd ACP and not 4500-7000. Therefore, Grade Pay of Rs. 2800/- should be made applicable for those who were due for 2nd ACP in the pay scale of Rs. 4500-7000 and UDCs to be given Grade Pay of Rs. 4200/- after 1.1.2006 being in heirarchy.

MACP means MALICIOUS ASSURED CHEATING PROGRAMME.


A LDC appointed in the scale of 3050-75-3950-80-4590 used to get first ACP after the completion of 12 years in the scale of 4000-100-6000 and 2nd ACP in the scale of Rs. 6500-200-6900 as per V pay commission.

However, in above MALICIOUS ASSURED CHEATING PROGRAMME, he will get his

1. first ACP after 10 years in the scale of Rs. 3200-85-4900
2. second ACP after 20 years in the scale of Rs. 4000-100-6000, and
3. third ACP after 30 years in the scale of Rs. 4500-125-7000.

It is requested among the top officials and Government, please look in the MACP scheme and try to give grade pay on the basis of hirarcy of the concerened department then only this problem will solve, otherwise the situation will remain the same the lower pepole will suffer and they will lose faith in the Government Service, they will not able to concentrate on the office work, it will be very big loss to the concerned department. due to growing market rates it is very difficult to survive.

1) Allow 1st ACP Grade pay - Rs.2400
2) Allow 2nd ACP Grade pay - Rs.2800.
3) Allow 3rd ACP Grade pay - Rs.4200

What about 2 or 3 MACP awards given to an individual on the same date i.e.01 Sep 2008? For example, say, an indl, who is drawing a G.P. of Rs.1800, is awarded I ACP with GP 1900 on 1.9.2008, and II ACP with GP 2000 0n 1.9.2008. How to fix his pay? Do we need to fix his pay in the following manner?
1) First fix his pay in the GP of 1900 and arrive a figure X.

2) Then fix his pay in the GP of 2000, taking into a/c X as the basic pay for further fixation.

Am I right?

I was in the post of Rs5000-8000 in the pre-revised pay scale.the VI cpc upgrade this post to Rs.4200GP saying that they have merged pay scales 5000-8000,5500-9000 & 6500-10500 but was that actually merged?If it is mergeged then fixation should be on the basis of 6500 and not in the basis of 5000.Here I feel VI cpc has cheated us.Again previously I was getting 6500 & 8000 scale after complition of 12 & 24 years of service. Now iam able to reach GP 5400 equvalent to 8000 scale only after 30 years of service,which I was getting only after 24 yearsSo how the MACP is ggo for me.-Ramesh

GP 4800 shold be merged with Gp 4600 to make MACP atractive.
Is modified ACP scheme has scrapped condition no.6 of the previous ACP scheme where it was mandatory that ''fulfillment of all promotional norms''. Some deptt. of the govt. of India has passing of departmental exam. for promotion. In old ACP scheme those employees who had not fulfilled above condition meaning passing of examination for promotion, will not be upgraded under the old ACP scheme. pl. clarify.

Sir, I joined Rly. on Dec'l990 in 950-1500(RPS),and got Ist promotion on adhoc basis on Oct/2002,and still working as adhoc since 2002.I have not been given any MACP.I am going to complete my 20yrs.regular service on Dec'2010. When will be I got my MACP.or If I am entitle for two MACP,please clarify.being completed 20yrs regular service.please help me in this issue.date 02/02/2010,10.37pm

I was in the post of Rs5000-8000 in the pre-revised pay scale.the 6th cpc given GP of Rs.4200 after merging pay scales 5000-8000,5500-9000 & 6500-10500 but we r in great loss as next GP after MACP would be 4600/- , however earlier collegues got ACP after 12 years in GP 5400/- and we cant reach their till retirement. Newly appointed person in 5000-8000 who joined organisation after 11 years of us would also be eligible for GP of 4200/- after MACP. It is also not clear whether we will get 4800/- on MACP as para 5 sys that benifit granted prior to 01.01.2006 will be ignored as in illustration term 25 years etc has mentioned.

I have filed an Original Application OA/145/2013 before the Hon’ble CAT Bombay Bench at Mumbai,challenging the constitutional and legal validity of the Office memorandum issued by DOPT to change the effective date of MACPS, fixed by the Government Resolution as 01/06/2006 to 01/09/2008. Preliminary hearing was held on 22/03/2013. It is adjurned to 16/04/2013 for further hearing.

Data entry operators where entry grade in MoH is GP 2800 will get 6600 grade pay as the promotional grade pay after GP 42oo is 5400 and 6600 in ACP. Where as Statistical cadre in MoH RGI with post graduation qualification with initial GP4200 will reach through 4600 5400 and 6600 through MACP a glaring demotivation factor.
