Kindly arrange to provide a system of re-employment facility to all retired railway pensioners(voluntary retired) of below 55 years of age.Since as per government policy the employed person can eligible to work up to the age of 62-65 years only, but due to unavoidable personnel problems employees opted for voluntary retirement and latter facing very hardship to survive with small amount of pension.

i have got my vrs in the year 2005 31th oct.till now i do not get my re-employment in the rlys.eithor or settle as per the cg orders which hasbeen published even published 9th nov.2012 neithor nor given my correct pension with not given promotions,vrs differences,Gps &other allowances.so many arrears have been keeping pendings.

Therefore the authority is requested to kindly consider and grant some respectable pay structure of CCT which are assisting in performing sophisticated, Tedious & highly complicated and sensitive jobs ie. Recruitments, Posting / Transfers, DPC, Welfare, Labour Relation Work, Financial Implications viz. GPF A/c’s maintaining records of Advances, Pension / Retirement Terminal Benefits, Facing Audit Objections, Procurements , Preservations, Control on Material Movement, keep safe the inventories, computer works etc. etc. or change the designation of CCT to Senior clerk / (Graduate post clerk) on the same analogy of the group D staffs which get benefit after merging to Newly created post MTS (Multi Tasking Staff Now Group C ).

Is it justified?
Even Grade pay Rs.1800 has promotional avenues to reach to Grade Pay of Rs. 4600 in Indian Railway but not to the back bone of technical Engineers of Indian Railway i.e. (JE & SSE).

- there should be only three grade pay in pb2 band instead of present structure of 4200,4600,4800,5400 this may give the chance for employe to get pb3 grade pay.

Moreover one member in the CPC should be an Engineer from unorganized Sector. No Pay Commission had done for unorganized govt cadres anything till date.
Organisations (CCGGOO) is disappointed to note that our
demand for five years wage revision w.e.f. 01.01.2011 and
merger of DA with Pay has not been considered favourably by
the Government. When the public sector employees are given
five years wage revision and the erosion in real wages has
reached an all time high due to steep price rise, grant of
five year wage revision to Central Government officers,
employees and pensioners is fully justified. Similarly every
time the Government appointed pay commission, merger of DA
was also granted. This time Government has not acceded the
demand for merger of DA with pay Even the demand for
inclusion of a labour representative in the 7th CPC was
disregarded. Thus by appointing pay commission without
declaring interim relief, employees will not be getting any
financial benefit now.
The methodology adopted for compensating the erosion in the
real value of wages had been the merger of DA with Pay. The 5th
CPC had recommended that the DA must be merged with pay and
treated as pay for computing all allowances as and when the
percentage of Dearness compensation exceeds 50%. Accordingly
even before the setting up of the 6th CPC the DA to the extent
of 50% was merged with pay. Presently, the Dearness
compensation is 100% as on 1.1.2014.
As on 1.1.2011, the DA was at the rate of 50%.The suggestion
for merger of DA to partially compensate the erosion in the
real wages was first mooted by the Gadgil Committee in the post
2nd Pay Commission period. The 3rd CPC had recommended such
merger when the Cost of Living index crossed over 272 points
i.e.72 points over and above the base index adopted for the pay
revision. In other words, the recommendation of the 3rd CPC was
to merge the DA when it crossed 36%.
The Govt. in the National Council JCM at the time of negotiation
initially agreed to merge 60% DA and later the whole of the DA
before the 4th CPC was set up. The 5th CPC merged 98% of the DA
with pay. It is, therefore, necessary that the Govt. takes steps
to merge 50% of DA with pay for all purposes to compensate the
erosion of the real value of wages of Central Govt. Gazetted
Officers and employees.
CCGGOO urge upon the Government to declare interim relief, merge
50% Dearness Allowance with pay for all purposes and revise
wages w.ef 01/01/2011 failing which the Confederation shall be
constrained to go for agitational programmes.
It has been observed that students pass graduation , post graduation and B.Ed degree in local/regional language and they become teacher and get payment at the teacher’s scale. Such teachers are termed as “teachers” but they can not teach anywhere in India. Not only that, such teachers create regional feeling among students and this feeling continue generation after generation. If we think about nationalism, if we stand at Delhi then a teacher of CBSE board offers a considerable contribution to the nation, to the future generation. A regional teacher stays at his own home throughout whole service life and cultivates lands and produces crops and enjoy a great whereas a teacher of CBSE board has to stay at different place but gets equal payment of a regional state teacher. Same thing happens for those who clear UGC NET and get lecturer job at far place, at distant place in another state. There are students who clear SET and get lecturer job in their own state iuniversities and teach in local language and enjoy a lot. But all are getting equal payment. Is it justifiable ? Will this thing lead us to form one state, one language ? There are states in India where teachers, Head Master, lecturer, professors can not read, write and speak in Hindi because they did not study hindi from class one to PG. Such teachers are called “teachers” because they can teach only students of his own language. Such teachers teach students to ignore hindi. Such teachers teach students, “Do not watch Hindi movie, do not sing Hindi song, you will become a bad student”. Such teachers fear that if Hindi is promoted then they (teachers) have to learn Hindi, so better to live peacefully at one corner of the country. Therefore, I request authority to promote/upgrade pay scale for those teachers who can teach all over India. There should not be same scale for teachers all over India. CBSE board teachers should get much higher payment and other facilities. Their basic scale should be atleast 2000 (two thousand rupees more) than a state govt teacher. A CBSE board teacher and UGC NET lecturer must get good accommodation wherever he gets posting. The condition of quarter must be developed. He and his family members should get free medical support. All universities have to mention in certificate of degree/PG and B.Ed/M.Ed the medium of instruction. Universities have to add this sentence either in marksheet or in certificate that, “ His medium of instruction was “ English” or “Hindi” or “Bengali”. “yeh dekhkar sabko pata lagega ki tum kis khet ki muli ho “ People of India do not want equality and to make them alright these measure is required. Another thing I want to tell you sir that Mathematics teacher should get 1000 rupees more payment than other subject teachers.

It is to draw the attention of Seventh Pay Commission that Statistical Investigators in various departments are designated differently e.g NSSO, CSO, RGI Etc. The qualification of elligibility are different too. In NSSO a graduate SI gets 4200 Gr. Pay where as in RGI recruitment for SI was done with eligibility of Post Graduation and placed in the same Grade Pay of 4200. There should be some structure. Further, Various anomaly arises in feeder Grade pays for which ACP for one is boon and MACP for other is a curse.

any sort of re-employment should start from ascending order, if they extend the retiring orders, i.e., those who are going to complete 64 yrs shall have to be picked up, then 63 years, then 62 years, 61 yrs,60 yrs chronologically and these officials/officers should be reemployed in any central dept in non technical posts and then technical posts suitable to them.
IN SHORT THE RETIREMENT AGE MAY BE KEPT AS 58 YEARS AND NOT 60 YRS AND IF NEEDED MAY BE RE-EMPLOYED TAKING INTO AGCCOUNT SUDDEN SHORTAGES DUE TOO LOPSIDED PLANNING, HASTY ABOLITION OF RECRUITMENTSETC.
If it would have been the matter for Officers then it would have been cleared very earlier. As an Officer after completing 13 years of service move from pay band 3 to pay band 4. Whereas in case of Sgt after completing more than 13 years of service they are still in pay band 1.

I am happy to express my views to 7th CPC regarding revision of medical allowance given to central government pensioners which was fixed @ rs. 300/-p.m. is not aable to meet the medical expenditure at the old age and the recommendation of 6 CPC on Central Govt. Insurannce scheme for pensioners were not fianlised and I earnestly urge the 7 CPC to consider this aspect and revise the existing medical allowance to sizable allowance between Rs. 4000/- to 5000/- which helps the pensioner to meet the medical expenses arising at old age as also compared to take medical/health insurance policies are limiting to renew the existing policies or to take new medical policy the will not possible due to pre-existing diseases and same are covered under the scheme only after period of 48 month of policy. Also the CGHS scheme is covered only 13 -15 cities in the country which is not accessable to majority of pensioners to avail the CGHS facilities. The existing medical allowance of Rs. 300/- paid is not even sufficient to have consultation in the super-speciality hospitals. It requested to help large number of pensioners viz., 20 to 25 lakk pesioners residing in other cities.
I don't know whose idea is this Food Bill Requirement very croocked mentality fellow has made this. When a person is outside on duty he has to ake food by spending money otherwise who will provide food freely, moreover taking food from party is wrong as per govt rule. Then why govt is insisting on food bills. 7th Pay Commission should dispense this food bill system. Once employee is on duty outside he should be paid DA without bills.
Another Big Issue is HRA exemption only with PAN of the house owner is a very dangerous issue. With megre amount of HRA given by the Govt we are facing difficulty in getting private accommodation. If you ask PAN and HRA receipt no owner will give house to Govt Employees.
This is serious issue Unions/Association should take up with CPC.
CEA allowance should be fully tax exempted. Taking 10% to 30% tax on CEA is inhuman more over they taking Education Cess also on Tax.
This is regarding a case of pension for pre-2006 pensioners and past 2006 pensioners. Those who took absorption pre 2006 after technical resignation from central government are getting pro rata pension and those who took absorption after technical resignation from Central Government after 2006 are getting full pension. This is my request kindly remove this anomaly and restore full pension for pre 2006 as is done for past 2006 pensioners.

1. Up to IV CPC, the DA structure of the central govt employees was good for the country economy as a whole. DA was being approved by the govt. in different rates for different pay slabs and that too subject to minimum and maximum of certain amount. By which there was a balance of purchasing capacity amongst the employees. (IVth cpc DA structure may kindly be referred to in this regard ). Consequent upon implementation of Vth CPC report, DA became same percent for all pay scales .As a result, purchasing capacity of high pay scaled employees increased a lot and of low pay scaled employees decreased a lot. As such the DA structure of IVth cpc may kindly be examined for implementation again.
2. Now consequent upon increase in non funcional posts like JAG abd SAG posts in various departments and less functinal posts of Group C posts, there is a heavy pressure of work in working class employees. Whereas officers of non functional posts are enjoying their jobs like anything. So my point is to abolish those non functional posts to the barest minimum and instead strength of Group C functional posts may be increased so that the functional Group C posts will be generated for employment and Group C employees will be able to give satisfactory services to the general public.
3. It is suggested to consider one month's Earned Leave encashment for central govt. employees having more than 180 days EL at credit. This may solve shortage of staff in almost all the departments and also benefit the central govt. employees up to some extend financially.

I Have some news about pay commission for defence personnel.
First and foremost ,all defence personnel (PBOR) will not get same pay as per their civil counterpart because they are industrial means they are related to production and defence personnel does not do any production. The Defence personnel only gives his and his family’s life for nation but does not produce any thing.
Officer in the Defence they will also feel pinch as they will not get hike as per their expectations. But they will continue to get all the services they are getting like buddies, service vehicle for family shopping and many more.
Salary will not increased as 6th CPC hiked. This Govt has already told that they doesnot have anything to give. but they can donate money to other countries. also they can claim a huge success of Indian Armed force in Myanmar.
Have any of BJP or Cong minister have taken responsibility of dead 18 Defence personnel.
A primary Teacher at Delhi Govt gets around 40,000/- while staying at his native place, but a jawan gets less than them while surviving Siachen Glacier.

If a person joing as an assistant Professor he/She will be promoted after four years after eight years of service. he is eligible for became the Professor. he/She can jump from 6000grade pay to 10000gradepay but in nonteaching it is wrong a person join as an LDC can not go to the 5400 grade pay directly. qualification is same required for LDC and section officer and Assistant REgistrar only graduate.

Technical Airmen of the IAF are either a civil diploma holder or 10+2 in Science. After their training, they become equivalent to a civil diploma engineer but the reason is unknown why they are placed in the lowest pay band (5200-20200) with an X group pay of 1400 Rs. only. The civil diploma holders are directly placed in PB-2 with a Grade pay of 4200 Rs. Can I say that, this is gross injustice and discrimination towards the Technical Personnel of the IAF?
Further, a civil diploma engineer starts getting degree engineer’s scale in 10 to 12 years, after getting promoted to an Asst Engineer or an engineer, but for a Technical Airman, even to get a diploma engineer’s scale, he has to complete a minimum of 13 years of service, clears all the relevant exams and becomes a SGT (Supervisor), but does he get the diploma engineer’s scale then also? You will be astonished to know the fact.
In 5th Pay Commission: Civil diploma engineer: 5000-150-8000 / Pay of technical SGT: 4670-85- 5945. Later upgraded to 5000-100-6500 (Why? Who cares?)
In 6th Pay Commission: Civil diploma engineer: 9300-34800 with a grade pay of 4200 Rs. / Pay of Technical SGT (fact but true) 5200-20200 with a Grade pay of 2800 Rs. only. Why this sort of discrimination and injustice? For how long this exploitation will go on? Thanks God, the attained basic pay can not be reduced.
The 5th and 6th Pay Commissions did not look into this matter. I had a great expectation that the 7th Pay Commission will ultimately take care of the Technical SGTs of the IAF, but as usual, it also did not remove the above mentioned pay anomalies. There is no dearth of good politicians and bureaucrats in our country. Why they have not intervened so far?
Now come to the point of Military Service Pay. What does that pay means? The subordinate ranks, including the JCOs, SGTs are less military than the military nursing officers? How a non combatant staff will draw more MSP than the Combatant Personnel? If this pay is related to the status and rank, then why this pay is waived off for the higher ranking officials? I suggest renaming this pay as military status pay, else MSP must be made equal for each and every combatant member of the armed forces.
The pay anomalies of the Technical Personnel of the IAF must be sorted out at the earliest, because sense of prejudice, sense of neglect and low morale may become a cause for any fatal accident, involving the experienced men and the costly flying machines and the nation will ultimately bear that loss. It then needs to repurchase those costly machines again and again, for smooth functioning of the organization. A developing nation, like us, can not afford that. (Views expressed are my personal)
Specialist Med Assts (Diploma/class III,II,I) of Indian Air Force are not getting any extra allowance. In 7th CPC also this matter is even not discussed. We are supossed to get extra allowance.
