Dopt Orders on MACP – Granting of MACP benefits as and when the employees become eligible

"MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees. Therefore, Ministries/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits".

This Department on the recommendation of Sixth Central Pay Commission in Para 6.1.15 of its report and in supersession of previous Assured Career Progression Scheme, vide O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009 introduced the Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees which is operational w.e.f. 01.09.2008. MACP Scheme envisages the three financial upgradations at intervals of 10, 20 and 30 years of continuous regular service to all regularly appointed Group “A”, “B”, and “C” Central Government Civilian Employees.

2. As per para 6 of DOPT’s O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009, the Screening Committee would follow a time-schedule and meet twice in a financial year – preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half. Accordingly, cases maturing during the first-half (April-September) of a particular financial year would be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year would process the cases that would be maturing during the second-half (October-March) of the same financial year.

3. It has come to notice of this Department that the benefits of MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees. Therefore, Ministries/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits.

no macp benifits were givin to the directly recruited BR-2 and promoted to AE (Civ) even after of completing 30 yrs service by DGBR. No action by higher auth even after numerious complaints

Geological Survey of India, Northern Region, Lucknow is creating much complications in adaptation of ACP/MACP order to Survey personals. Geological Survey of India, Central Region, Nagpur has given revised pay/pension to eligible Survey personals vide office order No. 1302/A-11066/MACPS/CRO/2009-Estt/Vol.II,dated:30/09/2014 Now what's the glitch in adaptation of the MACP order, is not known. Departmental authorities are not ready to justify the cause of delay here or other offices of GSI.

KENDRIYA VIDYALAYA TEACHERS ARE DEPRIVED OF GIVING MACP. ONLY RESPECT OF TEACHERS IN WORDS NOT TERMS OF FINANCIAL BENEFITS

I JOINED IN CENTRAL GOVT. ON 01.11.1995 AGAINST THE GROUP C POST.AND ON 27/03/2003 I RELIVED FROM THE ABOVE SAID POST TO JOIN AS TEACHER ON HIGHER SCALE . I JOINED AS A TEACHER ON 28/03/2003 AND CONTINUED THE SERVICE. AS I JOINED HERE THROUGH PROPER CHANNEL SO AM I ELIGIBLE FOR 2ND MACP. AS I AM GOING TO COMPLETE 20 YEARS OF SERVICE IN CENTRAL GOVT.PLEASE GUIDE ME .

Can I get two macp for the 20 years

Sir I was join in central govt. deptt.NIB In 2003 as lab. Technicians on 4200 grade pay and in 2007 was join another central govt. Department aiims through proper channel as lab. Technicians in 2800 grade pay to till date. My all documents,gpf,service gratuity was transferred at aiims and from July 2015 lab technicians grade pay is 4200. So tell me I m eligible for mascp or not.

I was recruited as Traffic Apprentice in Indian Railways in July 1985 and on successful completion of training ,was absorbed as Section controller on January 1989 in pay scale 1400-2660(4 th CPC).I earned my first promotion as Dy.Chief controller in scale 2000-3200 w e f 01/12/1991.Again I was promoted as Chief controller in the pay scale of 7450-11500(5 th CPC) w.e.f 01/05/2003. The 7 th CPC merged the pay scales of 6400-10500 (equivalent of 2000-3200) and 7450-11500 and there by in effect the second promotion earned by me was nullified, and the only promotion I earned was that in1991.Hence as per 6th CPC scheme I am entitled for my 1 st MACP from 2001 and 2nd from 2011, which is being denied stating that 1st MACP is entitled from 01/09/2008 and 2nd from 2018 only there by I will be in the same grade for 18 yrs, which is against the spirit of MACP scheme. Kindly advise me regarding the Legal position.C.Sreekumar/Thiruvananthapuram
