Govt introduces Aadhar enabled bio-metric attendance system

The Centre on Friday decided to phase-out manual attendance system and use an Aadhar enabled bio-metric attendance system (AEBAS) in all its offices.

“It has been decided to use an Aadhar enabled bio-metric attendance system in all offices of the central government, including attached and sub-ordinate offices, in India,” said an order issued by the Department of Personnel and Training (DoPT).

Aadhar is a 12 digit individual identification number issued by the Unique Identification Authority of India on behalf of the central government.

The system will be installed in the offices located in New Delhi by this year end.

In other places this may be installed by January 26, 2015, it said.

The Department of Electronics and Information Technology (DeitY) will provide technical guidance for installing the system, the order said.

The equipment will be procured by the ministries or departments as per specifications of DeitY on Directorate General of Supplies and Disposals (DGS&D) rate contract from authorised vendors.

The expenditure will be met by the ministries or departments concerned. “The manual system of attendance may be phased out accordingly,” it said.

The bio-metric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply, the order said.

As per existing instructions, half a-day’s casual leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority.

“Disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming,” the instructions said.

All central government ministries and departments have been asked by the DoPT to follow the orders which comes into force “with immediate effect”.

As a physically challenged person with severe disabilities, I request the govt to give exemption to physically challenged employees from this biometric attendance system. Since we persons face several difficulties in attending the office daily in time, we may be pushed to face further discrimination by this system. As a responsible citizen/govt servant, I also wish to put in my service to my office/nation. Just because of this system, persons like me will have to face more physical, psychological & financial distress and will be labeled useless/unwanted which will force us to leave the service early to face more such problems. I wish to submit that we also have something to offer to this nation and I humbly request the govt once again to exempt physically challenged persons from this biometric system and allow us to follow the existing attendance system with the supervision of superiors. - Magesh, Chennai.

I also endorse the view of Mahesh Chandrasekar. I am a disabled govt servant wakling with two crutches in both hands. I do not have stability to stand. I fear how I will place my fingers in the instrument to record my attendance.

I also endorse the view of the above Gentlemen. I am a female Physically Handicapped Central Government employee in Mumbai, unable to independently walk and stand myself. My daily Journey to reach my office by Local Suburban Train is around 48 Kilometers from my Residence and the same distance to return to my residence in the evening. I am unable to walk independently and I am taking my Husband's Help to reach my office and back to residence daily. If the said Biometric system is introduced, I will be more strained Physically as well as mentally as I will be under tremendous stress and tension to reach my office in time which will reflect in my performance in the office. Hence, I hereby kindly and humbly request/plead to the Government to Exempt Physically Handicapped Employees from the said Bio-metric System, which will be a great relief to persons like us (Physically Handicapped)- Syamala Prakash, Mumbai.

It should be known that disabled are differently able. Their performance in office would be more than a normal person. Hence Government should consider flexible timings for disabled Government servants.

In Mumbai most of the people travel from remote areas i.e. fromKarjat,Kasara,Vasai,Virar,etc..tthey toatally depend on the local train to reach the office.it should be considered while installing biometric machine for attendence.....

now a days with nucleus family being an established reality,both spouses in job and WOMEN SAFTEY a big concern in metro cities,any govt employee staying in suburbs and fully dependent for commuting on already overburdened public transport like Govt buses/Metro, despite one's best intentions there shall be occasiones when one may be late.Best solution in these circumstances is introduction of flexi-hours working, so that a balance may be drawn between work-life balance of employees and job efficiency. This is also very true for employees having only minor girl child, as saftey and security of girl child especially in big metro cities is a big concern requiring parents to devote extra time .

IN DELHI MOST OF THE PEOPLE COMING FROM OUT SIDE DELHI BY TRAINS/BUSES. MOST OF THE TIME TRAINS ARE COMING LATE AND BUSES ARE CEASED INTO TRAFFIC JAM. BEFORE IMPLEMENT THIS SYSTEM WHY PM NOT IMPROVE THE PUBLIC TRANSPORT. PM OR RAIL MINISTER NEVER ADVISED TO RAILWAY TO GET TRAINS IN TIME.

waiting in the queu for handicapped persons wil not be the issue as mini biometric system attached to a PC with internet are as cheap as 500 rupees and these can be installed in any section or unit of 5-10 persons.

Rail walo ne hi pure govt deptt ka beda gark kara hai hra to usi city ka lete hai jisme kaam karte hai. Or jab time par aane ki baat hoti hai to train late hone ki baat karte hai

I AM PHYSICALLY CHALLENGED EMPLOYEE WITH 85% DISABILITY IN ALL 4 LIMBS. I USE WHEELCHAIR AS I CANNOT WALK ON MY OWN. I CANNOT COMPETE WITH AN ABLE PERSON AND CAST MY ATTENDANCE IN TIME. WE DISABLED PERSONS SHOULD BE PROVIDED TIME RELAXATION.
