Protest against Aadhar Card based Biometric Attendance System for the Central Govt Employees

Resolutions Adopted by the 6th Federal Council Meeting of NATIONAL FEDERATION OF CIVIL ACCOUNTS ASSOCIATIONS Held at Cochin on 17th and 18th September 2014

RESOLUTION – I
(IN PROTEST AGAINST BIOMETRIC ATTENDANCE SYSTEM)

The 6th Federal Council meeting of the National Federation of Civil Accounts Associations held at Cochin on 18th and 19th September 2014 discussed the decision of Govt. of India to introduce the Aadhar Card based biometric attendance system for the Central Govt. Employees.

The meeting observed that introduction of Aadhar based attendance and punctuality in the offices-
(a) Every employee is expected to be on seat and to start work at the prescribed opening of office hour. Ten minutes grace time may be allowed in respect of arrival time to cover up any unforeseen contingencies.


(b) (i) Every employee should note down the time of arrival and departure under his /her initial in ink in the Attendance Register(S 37)
(ii) The Register should be initialed at the bottom by the Section Officer.
(iii) The Register should be sent to the Branch Officer 10 minutes after the prescribed arrival time.

(c) (i) The Section Officer will see that the entries are made correctly.
(ii) The section Officer will draw the attention of the Branch Officer to the names of the person(s) who frequently or habitually late.
(iii) The section officer shall denote prescribed abbreviations for non- attendance by any official

- This system of recording attendance and watching the punctuality of individual government servants and the portrait of his/her attendance and non- attendance is in vogue from a date prior to independence and its efficacy was never questioned by the Administrative Reforms Committees of any of the six Central Pay Commissions. The administrations of Government departments have been most effectively maintaining the punctuality and discipline in the offices for the last seven decades by using the omnibus register for maintaining the attendance and punctuality.

The meeting felt that giving publicity of the decision of enforcing attendance in a disproportionate manner is retrograde and derogatory to the dignity of the employees and officers of Central Government establishments. The electronic and print media are using this internal administrative decision of the Central Government as an instrument to malign the officers and employees of Central Government which is untenable.

The meeting also noted that the Aadhar Card based biometric attendance system is nothing but pointing of fingers towards the integrity of the employees & officers of central Government establishments. Before taking such decisions, the Government did not bring the fact of deteriorations in the position of attendance and punctuality if any, in the National Council JCM justifying the requirement to replacing the manual system by machine. As per the Government of India, Department of Personnel and Training OM. No. 3/42/87-JCA dated 28th January 1988 read with clause 8(Jurisdiction and functions) of JCM the Staff side is to be consulted before introduction of any new Technology.

The meeting therefore, urges upon the Govt. of India to delink the Aadhar Card from the process of implementation of Biometric attendance system and before implementing the new scheme of biometric attendance system in the Central Government Offices, take the following actions-

1. Discuss the issue of introduction of Biometric attendance system/Adhar Card based Biometric Attendance system in the National Council(JCM) and Departmental Council (JCM)
And
2. Upgrade infrastructure and communication system in all cities of the country or introduce pickup point system for the employees & officers so that they could report for duty in time.

The meeting also urges upon the Government of India not to consider introduction of aadhar card based attendance. The National Federation of Civil Accounts Association stands for strict implementation of punctuality, discipline and work culture in all central Govt. offices and extend its full support and co-operation to maintain punctuality and discipline in the offices.

The meeting Resolves to forwarded the Resolution to the Cabinet Secretary, Controller General of Accounts, the Secretary, staff side National Council (JCM) and the Secretary General, Confederation of Central Government Employees & workers.

Yes I agreed to the protest ...it has to be discussed first before imposing the biomatric system. the efficiency /out put /delay in work if occurred that should be taken into account accordingly as per the established norms/procedure....there are officials who could not reach in dot time or within the grace time but their out put and efficiency are at par with exellent ..unable to reach office may be for different reasons viz VIP movement/traffic hazzards/ lack of basic infrastructure/amenities viz water,electricity,hospitals,. and so on.... at least flexibility approach should have been adopted corresponding with total effective working hours/disposal rate..rather then putting unnecessary dent on their image and pressure to rush ..(it may also lead negligently rush resulting damage to humon/machine) ...

Though I praise the present government's action of bringing transparency in Government Department. But one thing I would like to bring to the notice of all those bringing such change that please do not make the government servant a sacrificing goat in front of so called medias and business tycoons(who are looking for their benefits only and not of nation). Already large number of employees are doing their duty selflessly(especially lower cadre staff) without any expectation of reward. Just due to pinching of certain prejudiced media's and commerce people who want to have control over the government employees for getting their private work done immediatly will never serve the purpose of national development. Inspite of huge objections, criticism and prejudiced mind from these people (i.e. private, multinational, commerce and industry and medias) against the government servants, I am happy that it is due the relentless service by the servant of the nation the country is going at fast pase. One should not forget that, it is due to Technocrat E. Sreedharan, the metro rail is possible throughout India at a very less cost than compared to if the project was given to an outsider agency. Especially the Delhi Metro in which he was given free hand resulting into completion of the schedule before time. He is none but a Government servant. Similarly, many lower cadre authorities whether be officials, peons, clerks, {tracksman, gangman etc. etc(railways)} whether be from revenue or no-revenue sector etc they are also doing their job selflessly,inspite of no morale boosting. Corruption is not done by these officials or staffs (leaving some) but the private and commerce people who majoritly do not have accounted money transactions wants their work done without any hindrance since, they have money and muscle they complain the Ministeries against the nation's servant and who in turn without analysing the matter starts taking action against the government staff wherein the innocents are also trapped. Whereas, when the project was given to one private company how they delayed and how the cost escalated in Mumbai everyone knows. So just at the behest of medias critisizing the government servant and bringing unnecessary control over them is nothing but a great loss to the morality ofthe government servants.

All the advance countries are developed not due by the government agencies/ staff alone but due to collective efforts of all the people and what called public in general. In our country where majority of business tycoons have black money and have unaccounted money and also make big frauds, how come it is possible that only the officials at Government sector should become sincere to these people.
Hence, I request that the biometric system of entering the office is totally uncalled for as of know. Especially, employees who are working in metros whose house/quarters and office are very far, it is very difficult to maintain such strict timings. Moreover, what is important is the work to be done and not the strictness in timings. In metros, I have noticed that many lower cadre staffs are unable to send their children to reputed educational institutions due to high fees (in which majority portion of which they dont give the slip) due to high cost of transportation, even if they want to send their children to government school (in that also influence is requried), the distance between the school and the house is becoming the problem. Because, it is the right of every children and parents that they want their children at the intial level of the age of children (i.e. especially when children are upto 12 years of age also due insecure atmosphere parents would like to personally involve in bringing and dropping their children from nursury to secondary level school)introduction of Such biometric system would bring depression and insecurity among the lower staff and even this may be misused by the higher authorities to harass the lower cadre staffs.

I agree to the govt. decision. If the uniformed personnel, gents or ladies can come and go in time, why not the civilians? See the Sena bhawan, Vayu Bhawan one day. You will find all uniformed personnel in their offices before 9 a.m. The civilians start entering after 9:30 and nobody can tell them anything.

The Govt. action is just to improve the system, hence appreciable. Only Govt. must consider about the relaxation of female employees working in the central govt. department or give exemption of one hour or half over in the morning or evening so that the female employees look after office work as well as their family more efficiently tense free.

Biometric attendance system is most welcomed step,but half an hour flexibility should be provided at both times of arrival and departure to avoid tension/stress among employees to get maximum output from them. Pick up points should also be arranged for employees coming from heavy traffic areas. Moreover, an employee must get proof of his attendance through SMS/e-mail, printed slip to avoid disputes among management and employees because some times attendance may not be recorded by the system due to technical faults. the faults may be of machine, data loss due to transmission, virus etc.

Introduction of such a strict rule will bring in lots of inconveniences to the officers, particularly in the metros. The flow of traffic in the metros and urban area are very unpredictable. This may lead to abrupt family stress because the concern and time for the family will be reduced drastically. It will led to imbalance between family life and work. Family life is the most important of all. This is a natural process and when it is disturbed, the effect will start to show. E.g. see how the west particularly in the Europe is facing great family disaster as a result of too much emphasize in work. The morality in the society will naturally come down as parents does not have time to teach them morality or watch them what they do and control them. when children get freedom, their natural tendency is to explore whatever they like and want.Generally most of them children will lend up into wrong exploitations. when there is no time for parents to look this things after them and tell them what they do is right or wrong, it will have no difference with the west. we condemn the west but it will be worst than the west if this system is strictly implemented. We know, most of the offices are located in the cities. if we have to be on times strictly for office exactly. we have leave to home by 7 am in the morning for and come back home by around 9.pm. by the time we reach home, we feel like going to bed for rest as soon as we have dinner is over.In this process we will get very less interaction with the children and love them, subsequently the bond between parents and children relationship also affected and the love for each other dies down. This is the exact reason for having more old age homes in the west. We should love our work and do it honestly. But we should not let it master over us. Those who are over obsessed with work chances are more to going to old age homes in the old days when we are no more productive and helpful to the children(Just for a light moment pls). They will kick us out of home. If the government should strictly implement the strict timings, it is of my opinion that firstly sufficient quarters should be built nearby the offices areas and this facility should be ensured to enable the govt servants to feel they are not harshly ill-treated. Otherwise, there will be no meaning of life. It will be just like a machine, where once the button is pressed no option but has to work.

Biometric attendance system is most welcomed step,but half an hour flexibility should be provided to the Govt. employees in the morning keeping in view heavy traffic/VVIPs routes in NCR Delhi. The employee, who comes to office upto half an hour late in the morning may work half an hour more in the evening after office hours.

Moreover, railway department should also be ensure for timely-arrival of shuttle/EMUs trains coming to Delhi/New Delhi as thousands of Government employees are daily commuated from sub-urban areas of Delhi like Panipat, Sonepat, Rohtak, Ghaziabad, Faridabad etc.

Technically, biometric time-and-attendance systems are pretty straightforward but they can’t manage a business all by themselves. A company that wants to maximize its Return on Investment in biometric ID management systems, will view the technology as a tool supporting able managers, not as a substitute for managerial skill.

We welcome the decision of govt but the government should know that we r living in India where public transportation r not so improved and lots of other factors r affecting the attendance. 45 minutes relaxation should be given at the time of arrival and departure so that the employee should not feel gloomy

I am working in B.M.C.on line Biometric Attance is. Started at Mumbai muncipal but while giving attendance results shows error300 means Biometric data mismatch without verify data with udai they have implemented new systems hence so many employees are suffering due to errors hence we are in great trouble kindly guide
