Suggestion on Dearness Allowance for 7th Pay Commission – NC JCM STAFF SIDE

National Council JCM Staff Side suggested on the issue of Dearness Allowance in 7th Pay Commission, the existing formula of computation of Dearness allowance and its payment with effect from 1st January, and 1st July may continue…

Dearness allowance
The neutralisation envisaged under the present system of computation of dearness compensation is supposed to be cent per cent, but in reality it is not the case. Actual consumer price index is much higher than the level at which DA is calculated on the basis of 12 monthly average. The average is always lower than the actual cost of living.

The calculation of consumer price index, its basis, the basket of goods on which it is based, are questionable and has become a matter of dispute. Since the Pay Commission being not the forum at which these issues could be taken, we do not propose to go into the details of this aspects.

We suggest, therefore, that the existing formula of computation of DA and its payment with effect from 1st January, and 1st July, may continue.

DA should be fixed and same to all categories of employees instead of percentage half yearly.

The DEarness Allowance system is implemented only in India and was introduced during the second world war when the availability of essential goods was affected adversely because of the war. No other country in the world follows the system of dearness allowance. And honestly, this system does not help any one. Neither the employer nor the government nor the public at large is benefitted by this. It is high time that the DA system is abolished. Second world was is long back ended, some 66 years back.Have we to carry this artifact yet.

In the budget 2014-2015 Hon FM increased basic exemption limit to incometax payers 1) General (non-senior citizen) 2.5 l fm 2 L and for Senior citizen to 3 L fm 2.5 l But Ignored very senior citizen aged 80 years and above.Their exemption limit of Rs 5 l not increased to 5.5 l.This is a denial of very senior citizen 80 years and above but this has not been rectified in budget 2015-2016.Therefore request to consider the increase with weightage which was denied in the budget 2014-15 for the ensuing budget for 2016-2017
