7th Pay Commission Ready for Online Survey

Intends to Gather Suggestions via Web Survey: The 7th Pay Commission is all set to utilize the power of the internet. The decision, to not confine itself to just the opinions of the Central Government officials and various employees federations and instead gather feedback from all employees, is a very appreciable one.

The Central Government appointed the 7th Central Pay Commission on February 28, 2014, comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary and enumerated a list of tasks for the Commission. To examine various issues relating to emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required. 

The 4-member Commission acted promptly and, as first step, prepared a 42-points questionnaire covering 15 different topics. The questionnaire was then sent to the Secretaries of all Departments of Indian Government and to the various Central Govt Employees Federations, with a request that the completed questionnaire should be returned before the month of June.

On behalf of the JCM National Council staff, the completed questionnaire, with the approval of all the staff side members of National Council, was sent to the 7th CPC as early as May 8. While the 7th CPC awaits the responses of other departments and federations, it decided to launch an online survey to seek the views from all stakeholders including members of the general public. The individuals should give some personal information for registration and participate in the online survey on an easy-to-use webpage created especially for this. The invitation to participate in the survey has been extended to various organizations, groups and associations too.

The 42 questions have been given with separate space for each answer. The user can choose the format he/she is comfortable with to answer these questions. Also, there is an option to express one’s opinion in written format, until June 15.

Despite the fact that federations reflect the general opinion of employees, it is not clear why the CPC has sought for opinion of the general public. It is not an easy task for a Government employee to answer all these 42 questions. They would be able to give clear answers to only some of the questions asked in the questionnaire. That’s precisely what the CPC is looking for!

It is a well known fact that the Pay Commission cannot simply draft its recommendations based solely on these suggestions and answers. Yet, this is a welcome start. The responses will clearly indicate the topics that should be high-priority issues. 

The online survey would be very effective and serve its purpose if all the Central Government employees participate in it. Each Central Government department has its own issues and expectations. It would be unreasonable to expect solutions to problems that the Pay Commission isn’t even aware of. The employees can choose to only reply to the questions they know the answers to. Each question has a separate space for answers. The webpage has been designed with instructions on how these answers have to be written.

It is necessary for all the Central Government employees to participate in this online survey. Take some time to prepare your replies to the questions and then attempt the survey. Those who don’t know English can have their answers translated.
In addition to these, each federation will make a list of the complaints and suggestions for each department and present them to the 7th Pay Commission. On behalf of the JCM National Council staff side, a request was made to extend the deadline to submit these lists, to July 30.

It is becoming obvious that the 7th CPC is getting ready to present its recommendations well within the 18 months time given to it.

We the employees and pensioners of India are facing the 7th PAY Commission since our independence. All the 6 Commissions held in the past 6 decades made many rich and high officials more rich and more and more poor. The number of poor have increased. Great is the improvement.

What do the poor people of India expect from the present 7th Pay Commission? INCREASE THEIR NUMBER?
or IMPROVE THEIR LIVING STANDARD AND REDUCE THE NUMBER OF POOR PEOPLE BY RAISING PAY SCALE?
How can it be possible? The rich people always need 'servants'. If the wages of poor is increased the number of poor will be reduced and the rich will face difficulty locating servants for them.

The 7th CPC also should follow its predecessors and never reduce the number of poor in the country. INDIA IS A POOR COUNTRY. This great label should never be wiped out.

If the 7th CPC is different and intent to change the label it will change the History of India. If the new Govt intent to rewrite the History then the Terms of Reference of 7th CPC to be changed.
Both the Commission and Govt should initiate new steps to reduce the proportion of lowest wage and highest salary to 1:: 3 by proposing and accepting new pay structure and its immediate implementation.

The blood being converted to sweat by hard work should be evaluated and proper compensation need be paid without discrimination of accadamic or professional studies or qualification. 2 to 4 times of minimum wages and opportunities of promotion are enough for compensating the studies and qualifications.

Employees reaching retirement age have increased financial burden to settle their retired life. They should therefore be kept with the same financial security as pension benefits. The present system of average of past few month is not justified as is not enough to settle at old age when they have almost lost their health. Last pay drawn is essentially accepted and sanctioned for the pensioners. The present pensioners should be given raise in accordance with the serving employees pay structure.
The serving and retired both buy materials of their day to day need at the same price index and live under the same terrains and conditions. Pensioners do not get any allowances like employees receive.

To build loyal, honest, sincere and faithful servants in the nation a fare and justifiable pay structure to compensate hard work with proper evaluation is unavoidable and is very essential.

As an individual citizen of India
I request the New Govt of Honorable Mr N Modi and the new CPC to consider theses proposals to wipe out the LABEL OF POOR INDIA by raising the poor and reducing their numbers. All Indian patriots intent to change the label and rewrite "GREAT INDIA" immediately.

no body is born rich and poor ,by their deeds one becomes so.poor and rich is relative and a matter of perception too.all money ,free lunch ,no work ,no discipline what indians mostly aspire ,nobody says that i will increase productivity 4 times if my pay is made 2 times .govt shall make financially neutral 7 th pay commission do not appoints let them work and perform pro rata pay increase ,the total outgo shall remain unchanged on employee cost in govt for 10 yrs .govt employee virtually beg for more and mre and gives less and less.

Extension of benefit of upgraded pay to pre-2006 pensioners of S-12 Grade(6500-10500)

Extending benefit of Grade pay Rs.4600/- for S-12(6500-200-10500) merged in
S-13(7450-11500) which was introduced subsequently in place of already implemented 0f
Gradepay Rs 4200/- vide Ministry of Finance O.M.NO 1/1/08/IC dated 13.11.2009. The
Clarification assumes importance for implementing 50 % of revised pay scale of S-13 from S-12.
The matter is pending in Deptt.of Expenditure taken in SCOVA 24th meeting
As circulated vide F.N.42/29/2014/P&PW(G) dated 2.9.2014. The case may be considered in 7th CPC.
For removing anomaly
6500x1.86+4200/2 =8145 Basic pension
7450x1.86+4600/2 =9230 Basic pension
Difference =1085/-
