Did you know how the 6th CPC’s Multiplication Factor of 1.86 was derived?

The 6th Pay Commission had recommended a Multiplication Factor of 1.74, but the Central Government chose to change it to 1.86. One of the reasons for this modification was the intense pressure from various Federations of Central Government Employees. It has to be mentioned at this point that all the federations had presented demands to the Government to raise the minimum basic pay to Rs. 10,000. 

Exactly how did the Government arrive at 1.86? Here is an explanation how - 

Let us assume the Basic Pay, as of 01.01.2006, as 100%. Let’s take the Dearness pay (post the 50% DA Merger) as 50%. Let us also take into account the 24% Dearness Allowance that was given before 01.01.2006. 

If you add Basic Pay and Dearness Pay and calculate 24% of it, then you’d get 36%. (100 + 50 = 150 / 24 x 100 = 36)

100% + 50% + 36% = 186%

This number is being taken for calculations as 1.86. 

At the time of 6th CPC Pay Fixation, the last drawn Basic Pay under 5th CPC was multiplied by 1.86 and rounded off. It was also explained that a new entity named Grade Pay was created and a sum total of this was the new Basic Pay. 

Hence, it was impossible to consider 1.86 as the true yardstick. For example, for a basic pay of Rs. 3050…
3050 x 1.86 = 5680 (After rounded off)
Corresponding Grade Pay for 3050 is 1900, 
Band Pay 5680 + Grade Pay 1900 = Basic Pay 7580
5th CPC basic pay = 3050
6th CPC basic pay = 7580
The multiplication factor number comes to 2.48.

It is not possible to take 2.48 as common for all basic pays. But, 2.48 was considered very low. That’s why we have used a bigger number to calculate in the 7th CPC’s Expected Pay Scale.

6th cpc ne sabhi k sath achha majak kiya especialli LDC aur UDC ke sath. agar hm gaur se dekhenge to payenge ki sirf grade pay hi salary me badhi. isliye jiska grade pay jyada tha use jyada fayada hua. LDC ki salary jaan bujh kr MTS ke sath rkhi gayi hai jabki office ke sare adminisrative kaam LDC aur UDC hi krte hai rkhi gayi. gaur se dekhe ya wo MACP ka mamla ho ya grade pay ka aapko 6th cpc ki jyadti dikh jayegi

Sabhi ne apne apne tarike se 7th pay commission me apna basic pay calculate kar rahen hain.Agar is tarike se har ek 10 saal bad har ek pay commission men basic/allowances barhane men lage rahen to govt employees ko salary dete dete govt/desh ka diwala nikaal jayega,tab aap logone salary ki jagah, 24-o ghante Mahangay-Mahangay ke chapete khate rahoge.Is liye bandhuyon kam paise pao aur usi men khud ko adjust karne ki adat dalo, nahi to apne sath sath desh ko bhi le duboge.Tab apko kaun salary dega!

Sweet heart, pay commission har 5 saal me hona chahiye. Mehangai se basic salary ko compensate kar sakte ho, allowances ko nhi. For e.g. HRA, Perks etc sirf 3% increment ke saath badhte hain, naye employees ko allowance starting basic ke hisaab se milta hai. Ab aap hi batao, saal 2007 me Delhi me 4000 rupay me kiraay ka makaan mil jaata thha, aaj 10,000/- rupay dene padtey hain. Chai jo 3 ya 4 ka milta thha, woh ab 7 ka ho gaya, hotel me jo half plate sabji 15 rs ka milta thha, woh ab 30 ka milta hai. Rent 10% prati varsh badh raha hai. Iske bawajood hamari salary dugni nhi hui, ham gareebi ki oar badh rhe hain. Cost cutting karna achhi baat hai par khaane me kaise log cost cutting karenge? Mehangaai 10% ki dar se badhti hai toh salary badhti hai 7%. Agar pay comission nhi laana, toh poore gross salary pe DA dena hoga sarkaar ko, jo ki woh nhi karegi. Makaan waalon ko bolo ki har saal rent naa badhay, fal-sabji, petrol, gas, water, electricity, education ke rate permanent fix kar do, phir hum log pay commission ki demand nhi rakhenge.

Rate of HRA should be different for different pay bands. If Pay band-4, Basic is hiked to Rs.1,00,000 or more, it is not logical to grant them 30% HRA, which will be more than the present market rate for some cities. Where as at lowest pay band it could be 30% or more as in cities, no decent accommodation is available at 7 or 8 thousand rupees.
