OFFICE MEMORANDUM

Subject: Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.1.2014.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.I-8/2013-E-II (B) dated 25th September, 2013 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 90% to 100% with effect from January, 2014.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-11(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. The payment of arrears of Dearness Allowance shall not he made before the date of disbursement of salary of March. 2014.

5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will he issued by the Ministry of Defence and Ministry of Railways, respectively.

6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Why separate orders for DA for Working Central Govt Employees & for DR for Central Govt. Pensioners. The orders of DR of Central Govt Pensioners is issued very late as a result of which pensioners become the most sufferers. Hence the Unions of working central govt employees & Pensioners associations need to take up this matter with Finance Ministry & ask for either issuance of a single order or issuance of both the orders on same day.

Pensioners are being given step motherly treatment by Min of Finance as well as Defence. Min of Fin does not issue DA orders simultaneously for working and pensioners. Min of Defence (CAO's Office) does not acknowledge letters of pensioners causing them lot of agony and harrassment.

What about the DR of Central Govt. pensioners. Is they have not affected by price rise. May please issue orders of DR immediately without more disparity between DA and DR.

The officers who are working at the apex should not forget that one day they will be enlisted as pensioners. They will also look forward for getting enhanced DA. Before the concept of delay releasing of DR takes a threshold of agitation, why this cannot be adopted early. The pensioners are more affected by the increase in price due to their meager pension. Therefore, in one go the DA & DR should be released, to avoid comments from all corners.

Yes, I also react why there is disparity between DA & DR. Why it cannot be allowed in one go. The officers who are working at the apex will also be a pensioner one day. Will not they feel the same humiliation as we are feeling today. Before it take a shape of threshold of agitation, Govt should should accept it early.

Orders for pament of DA and DR should be issued simultaneously on the same day so that there is no feeling of step motherly treatment among the pensioners.The concerned ministeries/departments may kindly ensure timely issue of orddrs for payment of DR effective from 01.01.2015 with out any delay.
