Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.7.2013

The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent.

Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs. 10879.60 crore per annum and Rs. 7253.10 crore in the financial year 2013-14 ( i.e. for a period of 8 month from July, 2013 to February 2014).

Those who are retiring on 30th june do not get their annual increment.Though they work for a full year, they are not in service on 1st july thereby they are deprieved of the annual increment. This issue needs to be taken up with the appropriate level so that justice can be rendered to them.

INDISCREPANCY made with us after implementation of 6th CPC. As I got my appointment on 1st February'2006 my next increment fell on July'2007. Is not a harsh measure to those employees who are appointed on or after 02.01.2006 ? Similar cases come in every year. Let's consider an employee who joined the dept. on 01.01.2006 is eligible to get one increment on 1'st July of the same year , whereas another employee who joined the dept. on 02.01.2006 is not eligible to get the same benefit. Is not it a blunder done by the 6th CPC? If you think it is injustice then pl. circulate the message to all organisation's union and the problem may be settled by giving onetime benefit of one increment on 1st Jan' of the next year and on July month subsequently. Otherwise, we will loose the increment benefit for 1 to 6 months in every year for life time . Kindly consider this matter on humanitarian ground. Pl. discuss and convey the results to me.

It is hard to survive now-a-days with the Net Salary of a Clerical Cadre staff. So some increase in salary means a lot.
