7th Pay Commission - Central Government approved to constitute 7th CPC to Central Government Employees

Central Government has decided and announced the approval to constitute Seventh 
Central Pay Commission to Central Government Employees...

"The Finance Minister Shri P.Chidambaram in a statement said here today that the Prime Minister has approved the constitution of the Seventh Central Pay Commission.

The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:
4th CPC                       1.1.1986
5th CPC                       1.1.1996
6th CPC                       1.1.2006

The average time taken by a Pay Commission to submit its recommendations has been about two years.  Accordingly, allowing about two years for the 7th CPC to submit its report, the recommendations are likely to be implemented with effect from 1.1.2016.

The names of the Chairperson and members as well as the terms of reference (ToR) of the 7th Pay Commission will be finalised and announced shortly after consultation with major stakeholders".

Confederation Press Release on the announcement of 7th CPC
Central Government has announced the constitution of 7th Central Pay Commission. Confederation of Central Government Employees & Workers has been raising this demand before the Government right from 2011 onwards and has conducted series of agitational programmes including Parliament March and one day nationwide strike on 12th December 2012.

While welcoming the decision of the Government, we are disappointed to note that our demand for five years wage revision w.e.f. 01.01.2011 and merger of DA has not been considered favourably by the Government. When the public sector employees are given five years wage revision and the erosion in real wages has reached an all time high due to steep price rise, grant of five year wage revision to Central Government employees is fully justified. Similarly every time the Government appointed pay commission merger of DA was also granted. This time Government has not acceded the demand for merger of DA with pay now. Thus by appointing pay commission employees will not be getting any financial benefit now. The demand for inclusion of Gramin Dak Sevaks under the purview of the 7th CPC and grant of merger of DA to GDS is also pending.

In view of the above, the National Secretariat of the Confederation of Central Government Employees and workers urge upon the Government to consider the above demands also favourably failing which the confederation shall be constrained go for further agitational programmes.


AIRF Message on the announcement of 7th CPC
Constitution of the Seventh Central Pay Commission
I hereby communicate our hearty greetings for your all out efforts made for the appointment of the Seventh Central Pay Commission” by the Government of India for the Central Government Employee, including the Railwaymen.

It could only be possible because of the countrywide atmosphere created by the All India Railwaymen’s Federation and its affiliates by mass mobilization of the Railwaymen in association with other Central Government employees as per the resolution adopted in the 88th Annual Conference of the AIRF, held in Visakhapatnam on 18-20 December, 2012.

The all out efforts mde by al of you deserve special appreciation in making the General Council Meeting of the AIRF, held in New Delhi 13.09.2013, a grand success, wherein unanimous decision for conducting Strike Ballot on 20-21 December 2013 throughout the country was taken. The Terms of Reference of the Seventh Pay Commission are yet to be formulated by the government, for which we invite your valuable suggestions to be incorporated in AIRFs proposal, for onward submission to the Ministry of Finance/D0P&T.

You are, therefore, requested to forward your suggestion, if any, in this regard quickly by email to AIRF Office, so that the same may be timely submitted for consideration of the concerned ministry. With fraternal greetings!

NFIR Message on the announcement of 7th CPC
Pursuant to the demand raised by NFIR before the Hon'ble Prime Minister of India, Finance Minister, Railway Minister etc through several letters, demonstrations and charter of demands, NFIR feels happy to inform all railway employees that the Government of India has approved toady setting up of 7th Pay Commission for the employees of Central Government including railway employees. NFIR further conveys that the recommendations of the 7th Central Pay Commission shall be made effective from 01/01/2016.

Message on the announcement of 7th CPC - Postal Pensioners Association
We on behalf of the All India Postal & RMS Pensioners Association express that the Government also should come forward to include the items of Pensioners in the terms of reference and that there should be an opportunity for the Pensioners Organizations to express their opinions on this before finalisation of the terms of references. We the All India Postal & RMS Pensioners Association also feels disappointed that while the Government has come forward to accept the demand of the CG Employees Organisations has kept silent on the vital issue of merger of 50% DA with the Basic Pay for the serving the Government Employees and with the Basic Pension for the Pensioners. This demand is very important in the background of the escalating prices of all essential commodities and the real value of pension and pay have got reduced very much. We request the Government to come forward to take a positive decision on the issue of merger of DA / DR as the case may be and also request all organisations of CG Employees and the Pensioners to raise their voice strongly demanding the merger of DA immediately.


IRTSA INVITES SUGGESTIONS REGARDING SEVENTH PAY COMMISSION

7th Pay Commission for Central Govt employees is going to be set up soon - as agreed to by the Prime Minister and as announced by the Finance Minister.

Central government constituted 7th Central Pay Commission with an aim to seal the fate of Supreme Court's direction on MACP on heirarchy line,to deprive pay fixation benefits of upgraded posts as per Annexure 4A as well as an eye on forthcoming elections. In any case, to announce such Commission without any terms of reference on merger of 50 per cent DA is useless.

This is good decision taken by the Government. But, what about the anomalies regarding the MACP. We were continuously demanding to abolish the hierarchical grade pay method for granting MACP. MACP should be granted in the grade pay of promotional post. You can observe that, from grade pay of Rs.5400/- onwards the MACP has been granted in the promotional posts whereas in the lower posts 1900 to 2000, 2000 to 2400 and 2400 to 2800. This is a big anomaly and injustice with group 'C' employees. What about the issue of upgradation of LDC and UDC these issues have to resolve by the government anomaly committee and dopt firts.

please give illustration example for fixation of pay for each and every scale of pay so as to avoid fixation anomalies in this UT of Puducherry where every thing is referred to MHA for clarification etc. One of the major anomaly of fixing pay on par with direct recruits are still at bay. Hence clear cut instructions and illustration example may be issued at the time of issuance of commission report.

This pay commission is only eye-wash. Govt has already stated that the recommendations will be implemented we.f. 1.1.2016. Therefore, to constitute it at this stage is only farce. Even if it is not constituted at this stage and constituted even in 2016, as was done in 2006 itself, it does not matter much. Government has not granted relief but given lolly pop only. If Govt is serious about the issues of the Central Govt employees, it should consider DA merger with Basic pay.

The constitution of 7th Pay Commission is a good news for the entire Central govt. employees.Surely it will be a good mark to the present govt. Almost all employees are eagerly waiting for the pay revision report which is to be completed in 2016. But in my opinion, why the govt. is not revising the pay with in every 5 years like what is doing by the State govt. The living cost is rapidly increasing in year.Most of the real govt. employees who are not receiving any kind of gifts, bribery etc. have to suffer very much in day to day life. When it is revised in every 10 years, the real fruits of the commission will be enjoyed by the employees enjoying higher post. The lower levels of employees will not get even for his existence like what has happened in the 6th pay revision. In that pay revision the group A and Group B class enjoyed higher levels of benefits when compared with LDC and UDC. Presently, the minimum educational qualification for LDC is PDC or Plus 2. But every body is aware that when ever a LDC post is advertised the applicants will be having graduation or post graduation degrees and those who are graduates or postgraduates will get that post.No applicant having PDC or Plus 2 will not get that post. But in so many govt. offices there are a large number of these kinds of people those who had got appointment by way of dying harness, promotion from peons or in such other ways. But most of the LDC in every govt. offices will be graduates or post graduates. What I am going to say that the grade pay of the LDC and UDC should be impoved to a reasonable level and do not do like what had fixed at Rs.1900 a cheap hike only. Some kind of good feeling is to be shown to the LDC and UDC. They are actually the back born of every offices doing hard work, obediently doing works given by the higher authorities. One more thing I am going to say is that in every offices the promotion is given by proper evaluation of the confidential report of the employees. While giving promotion like the CR the efficiency, educational qualification etc. should also be considered. Do not give promotion only by considering seniority. Seniority may be considered along with their efficiency, educational qualification etc. I have been working in a central govt. office since for the last 24 years holding the post of LDC even now. The authorities manipulated my seniority and not given any seniority even now. I am a person having post graduation and post graduate diploma and good efficiency marked in my confidential report as 'Excellent". For the last 10 years I am doing major works in the office but no body is giving any promotion. I have only now few months for my retirement and even now there is no human consideration for me.I have appeared three times for higher post which arirsed in the office. But there also they not gave me any
chance. Recently also I have appeared for test and interview, but they have appointed another person by violating even the recruitment rules.This kind of matters can be seen in almost all govt. offices. In such a case, when the grade pay is too low the employee will suffer too much. That is why I am going to say that in the pay commission report special special attention is to given in the case of 'promotion'With this openion I will not get anything because I have to go for retirement with in some months. But it will help those people who have higher educational qualification experience and efficiency.

There is a huge gap in the salary and facilities of a govt employee having Pay Band-1 and employee having Pay Band -4 in India. It clearly shows that employees having Pay Band -4 are masters and employee having Pay Band -1 are slaves in India and we are following the rules of GULAM BHARAT of BRITISH era in India. If a employee having Pay Band-1 cannot do the work of a employee having Pay Band-4 then it is also hard truth that employee having Pay Band-4 can not do the work of a employee having Pay Band-1. We acknowledge the work done by the employee having Pay Band-4 but work done by the employee having Pay Band-1 also should be acknowledged. We should have a right of equality as per our constitution. We all collectively should think and work sincerely about this matter and we must approach to the 7th pay commission and government (who always talk to minimize difference between RICH AND POOR) to minimize the salary gap between highest paid employee and lowest paid employee of Govt of India. All are requested to write views on this matter.

In the 6th PC most affected people is Group C(GP-1900 in CSIR Gr-II) we have given lot of application to upgrade the GP and reduce the Duration of promotion period No reply from govt. Also the allowances like telephone, paper, Internet must be given to above employees. those people getting salary more than 35,000 (from PB-2) they can pay them self but for us PB-1 its very difficult to pay for those thinks. I kindly requesting to the 7th Pay Commission people to take necessary action to get the allowances lower pay Employees also.

Promotion must be fast for group c officers(Hawaldar, Head Havaldar)to the cadre of Tax assistant/LDC who is highly qualified,educated and also cleared the departmental exams.

Sir, Please give special emphasis on the most deprived class of the previous pay commissions, i.e. UDCs and LDCs. So that this time we may get proper justice before this pay commission. Without up-gradation of Grade Pay to LDC/UDC from 01-01-2006 would not justified to set up new Pay Commission. I am also urging to all my LDC/UDC brother, sister & family member wait & watch, what the then Govt. would give past 9 years then cast your vote -

While welcoming the decision of the Central Government appointing 7th CPC, it is disappointing to note that the new pay scale is proposed to be implemented only w.e.f 1.1.2016. Hence, employees like me who are due to retire on superannuation on or before 31.12.2015 won't benefit much though the announcement of 7th CPC has been made while they are in service. Even if the Govt. of India does not propose to accede to the demand of the employees to give retrospmective effect of the 7th CPC w.e.f 1.1.2011, it is our earnest prayer, to implement the same, at least w.e.f the month of announcement of the 7th CPC by the Central Government, so that the employees who were in service at the ime of announcement of the 7th CPC can also share the joy of pay hike and corresponding pensionary benefits.

1.The MACP time limit upto reaching PB-4 for all employees should be reduced from 10 years to 6 or 8 years.This gives some relief justice for low paid employees.
2.
Time scale promotions should be applicable for all category employees by seeing their eligibility for the next post as applicable to the cadre recuites.Every one is equally important and contributing their share for our nation.
liberalised disability pension should be given to all SSC officers who are getting only disability pension which is very less. Therefore they should also get minimum of 50 % of total pay as applicable by their rank today. as they have given their best years of youth to army and now because of disability not able to do work normally.

1.Reducing the MACP time limit from 10 years to 7 years up to reaching a person to PB-4 is the best best suggestion for which every body should support and get it implemented positively in this 7th pay commission.

I, Din Dayal Shukla, General Secretary of AFHQ Association [Estd.1922]and Ex-member Office Council JCM at Ministry of Defence submit few points for kind consideration for all the concerned including JCM members.

Although expectations are endless however, there should be no injustice in fixation of pay of MTS, LDC & UDC. These lower level
Employees are the back bone of the govt in real sense. As they have been coming in Govt. service through SSC after and most of them having graduate and post Graduate degree. They contribute the govt. without any qualm & compensation. Therefore, through 7th CPC their Minimum monthly pay may be fixed of Rs. 40,000/- Rs. 50,000/- & Rs.60,000/-respectively

while granting MACP grade pay should be allowed at par with the promotional post not as per heirarchy scale grade pay.

The another thing we have consider is the amount which is deducted for NPS deduction. The NPS deduction should be standardized to grade pay wise.Now it is variable in nature. Those who are more experienced in same grade pay.they will be deducted more subscription. Even trade related organisations are explaining their maturity or minimum benefit to customer. But there is no such system in NPS.I should know what will be the Pension benefit to my family as per NPS at every instance. it looks clear gambling from govt employees money.

NPS system should be regularised. it should be fixed one. Now it is fluctuating related to DA.But it should be related with Grade Pay. it is clear gambling of govt. 10% of salary for NPS. 20% FOR Income Tax. For metro cities Professional Tax more than 700 Rs for a Quarter. NPS should be optional for Govt employees. if i invest 5000 Rupees per year. They are covering 1 crore in insurance scheme. What about NPS standard?
Before Defining about NPS subscription started. 10 years crossed status nil?

Statistical Investigators in ORGI (Home Dept) have Post Graduate qualification as a direct recruit where as Statistical Investigator in NSSO has Graduate qualification and getting same grade pay of Rs 4200. The anomalies have not been settled which brings a lot of resentment and must be addressed in this pay-commission.

REQUEST JOB EVALUATION OF INDIAN AIR FORCE STAFF (AIRMEN) AND FIX PAY SCALE ACCORDINGLY

Dear sir, I have the following few words for your kind consideration. When a young man joins in Indian Air Force then he has to study many things along with his physical and armed training. He has to study Hindi, English, General Science, Air Force rules and regulations in basic training (during first 6 months) and many many technical lessons in trade training and all these he has to learn through English medium. All instructions are given in English and to understand these is not bachcho ka khel. He has to pass exams step by step and then only he becomes a permanent staff. During doing service he has to pass different promotion exam to last in the service (service mei tike rahane ke liye) and this promotion exam is not so easy (bachcho ka khel nehi). In nutshell, when a man joins Air Force he enters in a english medium school where he has to study everything in english and has to pass all exams to be permanent staff. In other services, candidates need not study and pass hard exams to be permanent member. Such a trained man gets payment in the pay scale of 5200 rupees only. Whereas, in civil a trained man means a man who knows typing only and he need not study anything to be permanent staff of that organization. Such a man gets 5200 or more scale. Is it not a whimsicality ? I request pay commission to evaluate job of air force and fix starting pay scale little bit higher than present scale. I suggest to make scale at least 7200—25400 (as per present scale) for air force staff (from rank AC to MWO). Please refer comment of Air Chief Marshal Latif about “What should be payment of airmen of Indian Air Force”.
“Duniya se samyabaad ubharti ja rahi hai”…..this slogan is liked by most of the people in India. It indicates that most of the defence personnel also like this slogan. It indicates that they do not want equality and if so then everyone should get their right as per their qualifications and quality. Payment of airmen should not be equal to army personnel as army personnel do not want equality in soceity. In all civil services, whose pay scale falls between 5200-20200 for them, no study and no passing of exams are required to make their job permanent. They get the job and start working. But for airmen of Indian Air Force, they have to study a lot and pass all exams and then they become permanent member (yeh bachcho ka khel nehi). You can go to training center and can see what are the things they have to study along with their physical and armed training. In other service, people get smile on joining the service and executes love and conjugal life but on joining air force, a man becomes sorrow by seeing the study material and syllabus that he has to study and pass to become permanent member. Therefore, I request to change pay scale from 5200-20200 and upgrade scale at least 7200-25400 for airmen of Indian air force. It is harder to become an airman than becoming a teacher, a state govt. officer and many more like these. After becoming permanent staff also airmen do not get increment till they pass first promotion exam (I,e LAC/CPL Leading Aircraftsman). They get increment after clearing first promotion exam and one need to get 70% marks to pass the exam (yeh bachcho ka khel nehi). Therefore, I request to do job evaluation of airmen of Indian Air Force and fix scale accordingly.
