Central Government has decided and announced the approval to constitute Seventh
Central Pay Commission to Central Government Employees...
"The Finance Minister Shri P.Chidambaram in a statement said here today that the Prime Minister has approved the constitution of the Seventh Central Pay Commission.
The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:
4th CPC 1.1.1986
5th CPC 1.1.1996
6th CPC 1.1.2006
The average time taken by a Pay Commission to submit its recommendations has been about two years. Accordingly, allowing about two years for the 7th CPC to submit its report, the recommendations are likely to be implemented with effect from 1.1.2016.
The names of the Chairperson and members as well as the terms of reference (ToR) of the 7th Pay Commission will be finalised and announced shortly after consultation with major stakeholders".

Confederation Press Release on the announcement of 7th CPC
Central Government has announced the constitution of 7th Central Pay Commission. Confederation of Central Government Employees & Workers has been raising this demand before the Government right from 2011 onwards and has conducted series of agitational programmes including Parliament March and one day nationwide strike on 12th December 2012.
While welcoming the decision of the Government, we are disappointed to note that our demand for five years wage revision w.e.f. 01.01.2011 and merger of DA has not been considered favourably by the Government. When the public sector employees are given five years wage revision and the erosion in real wages has reached an all time high due to steep price rise, grant of five year wage revision to Central Government employees is fully justified. Similarly every time the Government appointed pay commission merger of DA was also granted. This time Government has not acceded the demand for merger of DA with pay now. Thus by appointing pay commission employees will not be getting any financial benefit now. The demand for inclusion of Gramin Dak Sevaks under the purview of the 7th CPC and grant of merger of DA to GDS is also pending.
In view of the above, the National Secretariat of the Confederation of Central Government Employees and workers urge upon the Government to consider the above demands also favourably failing which the confederation shall be constrained go for further agitational programmes.

Constitution of the Seventh Central Pay Commission
I hereby communicate our hearty greetings for your all out efforts made for the appointment of the Seventh Central Pay Commission” by the Government of India for the Central Government Employee, including the Railwaymen.
It could only be possible because of the countrywide atmosphere created by the All India Railwaymen’s Federation and its affiliates by mass mobilization of the Railwaymen in association with other Central Government employees as per the resolution adopted in the 88th Annual Conference of the AIRF, held in Visakhapatnam on 18-20 December, 2012.
The all out efforts mde by al of you deserve special appreciation in making the General Council Meeting of the AIRF, held in New Delhi 13.09.2013, a grand success, wherein unanimous decision for conducting Strike Ballot on 20-21 December 2013 throughout the country was taken. The Terms of Reference of the Seventh Pay Commission are yet to be formulated by the government, for which we invite your valuable suggestions to be incorporated in AIRFs proposal, for onward submission to the Ministry of Finance/D0P&T.
You are, therefore, requested to forward your suggestion, if any, in this regard quickly by email to AIRF Office, so that the same may be timely submitted for consideration of the concerned ministry. With fraternal greetings!
NFIR Message on the announcement of 7th CPC
Pursuant to the demand raised by NFIR before the Hon'ble Prime Minister of India, Finance Minister, Railway Minister etc through several letters, demonstrations and charter of demands, NFIR feels happy to inform all railway employees that the Government of India has approved toady setting up of 7th Pay Commission for the employees of Central Government including railway employees. NFIR further conveys that the recommendations of the 7th Central Pay Commission shall be made effective from 01/01/2016.
Message on the announcement of 7th CPC - Postal Pensioners Association
We on behalf of the All India Postal & RMS Pensioners Association express that the Government also should come forward to include the items of Pensioners in the terms of reference and that there should be an opportunity for the Pensioners Organizations to express their opinions on this before finalisation of the terms of references. We the All India Postal & RMS Pensioners Association also feels disappointed that while the Government has come forward to accept the demand of the CG Employees Organisations has kept silent on the vital issue of merger of 50% DA with the Basic Pay for the serving the Government Employees and with the Basic Pension for the Pensioners. This demand is very important in the background of the escalating prices of all essential commodities and the real value of pension and pay have got reduced very much. We request the Government to come forward to take a positive decision on the issue of merger of DA / DR as the case may be and also request all organisations of CG Employees and the Pensioners to raise their voice strongly demanding the merger of DA immediately.

In such a case, when the grade pay is too low the employee will suffer too much. That is why I am going to say that in the pay commission report special special attention is to given in the case of 'promotion'With this openion I will not get anything because I have to go for retirement with in some months. But it will help those people who have higher educational qualification experience and efficiency.

Time scale promotions should be applicable for all category employees by seeing their eligibility for the next post as applicable to the cadre recuites.Every one is equally important and contributing their share for our nation.

Although expectations are endless however, there should be no injustice in fixation of pay of MTS, LDC & UDC. These lower level
Employees are the back bone of the govt in real sense. As they have been coming in Govt. service through SSC after and most of them having graduate and post Graduate degree. They contribute the govt. without any qualm & compensation. Therefore, through 7th CPC their Minimum monthly pay may be fixed of Rs. 40,000/- Rs. 50,000/- & Rs.60,000/-respectively

Before Defining about NPS subscription started. 10 years crossed status nil?
Dear sir, I have the following few words for your kind consideration. When a young man joins in Indian Air Force then he has to study many things along with his physical and armed training. He has to study Hindi, English, General Science, Air Force rules and regulations in basic training (during first 6 months) and many many technical lessons in trade training and all these he has to learn through English medium. All instructions are given in English and to understand these is not bachcho ka khel. He has to pass exams step by step and then only he becomes a permanent staff. During doing service he has to pass different promotion exam to last in the service (service mei tike rahane ke liye) and this promotion exam is not so easy (bachcho ka khel nehi). In nutshell, when a man joins Air Force he enters in a english medium school where he has to study everything in english and has to pass all exams to be permanent staff. In other services, candidates need not study and pass hard exams to be permanent member. Such a trained man gets payment in the pay scale of 5200 rupees only. Whereas, in civil a trained man means a man who knows typing only and he need not study anything to be permanent staff of that organization. Such a man gets 5200 or more scale. Is it not a whimsicality ? I request pay commission to evaluate job of air force and fix starting pay scale little bit higher than present scale. I suggest to make scale at least 7200—25400 (as per present scale) for air force staff (from rank AC to MWO). Please refer comment of Air Chief Marshal Latif about “What should be payment of airmen of Indian Air Force”.
“Duniya se samyabaad ubharti ja rahi hai”…..this slogan is liked by most of the people in India. It indicates that most of the defence personnel also like this slogan. It indicates that they do not want equality and if so then everyone should get their right as per their qualifications and quality. Payment of airmen should not be equal to army personnel as army personnel do not want equality in soceity. In all civil services, whose pay scale falls between 5200-20200 for them, no study and no passing of exams are required to make their job permanent. They get the job and start working. But for airmen of Indian Air Force, they have to study a lot and pass all exams and then they become permanent member (yeh bachcho ka khel nehi). You can go to training center and can see what are the things they have to study along with their physical and armed training. In other service, people get smile on joining the service and executes love and conjugal life but on joining air force, a man becomes sorrow by seeing the study material and syllabus that he has to study and pass to become permanent member. Therefore, I request to change pay scale from 5200-20200 and upgrade scale at least 7200-25400 for airmen of Indian air force. It is harder to become an airman than becoming a teacher, a state govt. officer and many more like these. After becoming permanent staff also airmen do not get increment till they pass first promotion exam (I,e LAC/CPL Leading Aircraftsman). They get increment after clearing first promotion exam and one need to get 70% marks to pass the exam (yeh bachcho ka khel nehi). Therefore, I request to do job evaluation of airmen of Indian Air Force and fix scale accordingly.
