People may think that the babus again started to make voice over pay revision and next pay commission or 7th Pay commission. There is a saying that “The crying baby gets the milk”. The need makes the man to act.
One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.
How the pay of a govt. employee had been fixed at the beginning of the Independence India.
Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.
All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.
In the first pay commission the concept of ‘living wage’ was adopted.
In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.
The third pay commission adopted the concept of ‘need based wage’
The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.
In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didn’t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and pulic sector not necessarily the same. There were essential differences between the two sectors.
The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man
What about seventh pay commission?
Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7thy pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.
But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. We have posted three articles about six pay commissions before this post.

Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. As regards the scales by the time 2016 comes even these figures will seem insufficient. Considering the inflation & DA rate increase the 6th CPC salaries will allmost touch these figures.

Where as so called entrepreneurs who earn tremendously will not even pay a penny to the govt. and all they do is to complain and they are backed by majority of so called illiterate literates i.e. NGO's and social activists.
Yeah i agree that there are a few Babus who betray their motherland and cheat the innocent citizens by using unappropriate ways to earn and trouble the needy...this must go....by proper vigilance...
Overall there is a need for a complete overhaul of not only govt. sector employees,but also social,educational and political class and also each and every citizen of India to be honest and legitimate in their behaviour and be faithful to their motherland.

No doubt money is required to meet our basic needs but not at the cost of quality of life at offfice or society.There must be fairness in style of workings,promotions,judging/recognising the merits & system of fair price mechanism of comodadities.Apart from that there should be strict system of One pay one Tax only,so far salaried Govt. servant are concerned.My dear sir,life is limited so please act without delay.

It is evident that Non Gazetted officials are not given due attention by the Central Pay Commissions. Gazetted Officers of the level Director and above get much benefits in each CPC. In 6th CPC, Directors have been given lion's share and officers of the level of Dy. Secretary have been given quite less scale. There is need to deliberate on the pay scales of officials below the level of Director in central govt.
Why this much delay to declare.
More than one crore employees are waiting for this news..!

It is a real discrimination indeed to deny the central govt employees joined from January 2004 onwards Provident Fund and Retirement Gratuity. Even the employees in the private sector are covered under EPF (Employees Provident Fund Act 1952) and Payment of Gratuity Act (1972). Hence the central government employees unions need to communicate this effectively to the central government and get these retirement benefits urgently. There is no reliable social security scheme for Central government employees joined after 2004. It is real injustice indeed. In 2009, the central govt’s department of Pensioner’s welfare re-established Pension, family pension and Death-cum-Retirement Gratuity to employees covered under New Pension System (NPS) who retired on invalidation/disability or those who died in service. But this does not solve the problems of existing employees especially in departments like the Railways. It was a bad move indeed for employees to get covered under NPS without any benefits like GPF/Railway Provident Fund, Gratuity etc.
To solve the problems, either of the following needs to be implemented:
(1) Scrap the current NPS and deposit the existing amount in PF and continue the old system of CCS (Pension) rules 1972 and make the retirement gratuity rules applicable for all railway employees (and other central government employees) joined after 2004
OR
(2) Re-establish Provident Fund and Retirement Gratuity for all employees joined after 2004 in Railways and other central govt. service. If the new pension is to be retained, it should have a Dearness Allowance component to meet the rising cost of living after retirement due to high inflation in India. In addition, the NPS corpus needs to be utilized 100% (instead of the current 40%) for purchasing annuity of Life Insurance Companies as Pension. Only then it will have any sort of relief for the existing employees covered under NPS.
AND TECHNICAL OFFICERS ARE WORKING 24X7 IN GOVT. WHERE AS NON TECHNICAL OFFICERS DUTIES ARE LIMITED 5X8 BUT THE SALARIES ARE SAME FOR BOTH AS PER GRADE. ATLEAST IN 7 TH PAY COMMISSION THE SCALES FOR TECHNICAL OFFICERS AND NON TECHNICAL OFFICERS ARE SHOULD BE SEPARATED AND MORE PAYMENTS TO BE GIVEN TO TECHNICAL OFFICERS BECAUSE THEIR DUTIESA ARE FIELDS AND 24X7 HRS.
AND ALSO SAME FASHION IN GR. C ALSO TO BE DONE. MATTER IS URGENT . A PERSON HAVING KNOWLEDGE ONLY CAN UNDER STANDS THIS .
Suppose, Mr. A and Mr. B and Mr. C are going to start working in three different govt. deptt and three different posts at the same time. A will get 5200- 20200+ GP of 2400. B too will get 5200- 20200+ GP 2400. C will get 5200- 20200+ GP 2800. Now my questions are:
1> Will A and B get exactly the same salary? Or, their PPB (the 5200 part) may be different at the starting?
2> Will B and C get exactly the same PPB? Or it may be different at the starting?
Actual middle management always doing hard work and they are neglected due to frustration out put coming less and top management thinking we are super and not bothering about progress and recruiting contract manpower to some extend progress.
In view of above fact to make running pay band one and according to their work to give grade pay. Presently top bosses enjoying with both as well as pay band &grade pay ,which is not justified. If possible to look into and rectified high differences in pay band PB-3 &PB-4 and automatic progress of govt. work will be increased
Look up the current pay scale (6 pay)and projected pay scale in 2016
Observe closely ,
Enormous Pay increase from the level of 8700 and afterwards in pay band 4 onwards
and look at the level at 1800,1900,2000,2400 and 2800,4200,4600,4800 it is meagre and it continues when one is promoted within pay band 1 or pay band 2
Infact the problem was started from
6 pay scale which gave 3 times and more to those in pay band 4 onwards but when it comes to pay band 1,pay band 2 and 3 it is meagre 2.5 times.
So friends do not be hesitant to ask ur right to get 3 times pay in 6 pay commission,after all it is your right for your pay,so friends fight for your rights and no one would serve you your coffee,you got to fight for rights in govt services.
Ask for Anomalies to be rectified before setting up 7 pay commission otherwise you would loose your slice of cake.
Else 7 pay commission would be set up and pay would be increased according to your 6 pay.
So friends don't be deceived by notional pay projection of 7 pay but ask for your additional 0.5 times of 6 pay and let the 7 pay commission take notice of it and pay you more than 3.5 times ,so that it would give you right place in hierarchial pay scales.
I mean a enhancement of pay scale should be from lower to higher grade.
You may even get more........hahaha
1 Upgradation of grade pay from Rs 4200 to Rs 4800 in PB 2 to
General Manager Departmental canteen working in ministry of Defence under DOP&T (to save the goodwill of the apex post of General Manager because he is controlling and managing the 22 Nos. staff of canteen. The apex post of the General Manager in the hierachy of the canteen cadre has always been filled by promotion from the feeder grades of DGM, Manager gd II etc.) Due to merger of pay scales by 6CPC General Manager carrying the same grade pay as per their juniors Manager Gd II , DGM and Accountant cum Manager i.e.Rs4200 which is cause of functional disturbance. Befor 6CPC GM was in the scale of 5500-9000 and Manager Gd II etc were in 5000-8000 pay scales. This can be seen from the hierachical chart of canteen cadre post at para 3 after the Vth CPC, when the feeder grades of DGM etc were upgraded to Rs 5000-8000 from Rs 4000-6000, then also consequently DOP&T upgraded the pay scale of General Manager from Rs 5000-8000 to Rs 5500-9000, A similar situation has now taken place whereby the apex post of General Manager has been brought at par with the feeder grades i.e Manager gd II,DGM etc. This anomaly warrants reconsideration on lines of post Vth CPC upgradation order of DOP&T OM No. 13/10/2001-Dir(c) dated 22 Dec. 2004.
2 Designation of Manager gd II should be changed as Manager because there is no post of Manager gd I in Deptl Canteen of M.O. Defence , Therefore the designation of Manager gd II in the absence of Manager gd I does not arise. Please take on prioritty and include in the agenda of 5th meeting of anomaly committee of 17th July 2012

of Pay Band-3 ans initial Pay + Pay band in PB- 4 should be minimized in this 7th Pay Commission. Such difference creates administrative problems many where.

It has been observed that students pass graduation , post graduation and B.Ed degree in local/regional language and they become teacher and get payment at the teacher’s scale. Such teachers are termed as “teachers” but they can not teach anywhere in India. Not only that, such teachers create regional feeling among students and this feeling continue generation after generation. If we think about nationalism, if we stand at Delhi then a teacher of CBSE board offers a considerable contribution to the nation, to the future generation. A regional teacher stays at his own home throughout whole service life and cultivates lands and produces crops and enjoy a great whereas a teacher of CBSE board has to stay at different place but gets equal payment of a regional state teacher. Same thing happens for those who clear UGC NET and get lecturer job at far place, at distant place in another state. There are students who clear SET and get lecturer job in their own state iuniversities and teach in local language and enjoy a lot. But all are getting equal payment. Is it justifiable ? Will this thing lead us to form one state, one language ? There are states in India where teachers, Head Master, lecturer, professors can not read, write and speak in Hindi because they did not study hindi from class one to PG. Such teachers are called “teachers” because they can teach only students of his own language. Such teachers teach students to ignore hindi. Such teachers teach students, “Do not watch Hindi movie, do not sing Hindi song, you will become a bad student”. Such teachers fear that if Hindi is promoted then they (teachers) have to learn Hindi, so better to live peacefully at one corner of the country. Therefore, I request authority to promote/upgrade pay scale for those teachers who can teach all over India. There should not be same scale for teachers all over India. CBSE board teachers should get much higher payment and other facilities. Their basic scale should be atleast 2000 (two thousand rupees more) than a state govt teacher. A CBSE board teacher and UGC NET lecturer must get good accommodation wherever he gets posting. The condition of quarter must be developed. He and his family members should get free medical support. All universities have to mention in certificate of degree/PG and B.Ed/M.Ed the medium of instruction. Universities have to add this sentence either in marksheet or in certificate that, “ His medium of instruction was “ English” or “Hindi” or “Bengali”. “yeh dekhkar sabko pata lagega ki tum kis khet ki muli ho “ People of India do not want equality and to make them alright these measure is required. Another thing I want to tell you sir that Mathematics teacher should get 1000 rupees more payment than other subject teachers.
