Sub: Clarification regarding Relaxation for travel by air to visit NER/J&K against All India LTC.

Reference is invited to this HQrs. office circular of even No. dated 28.12.2011 on the above subject.

2. In this connection, D0P&T have further clarified vide their OM No.31011/8/2010-Estt.(A) dated 18th January 2012 that "a Government employee can avail All India LTC to visit J&K by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the J&K from Delhi or Amritsar. Journey upto Delhi / Amritsar will have to be taken as per their entitlement. Also a Government employee can avail All India LTC to visit NER by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the NER from Guwahati or Kolkata. Journey upto Guwahati/Kolkata will have to be taken as per their entitlement”.

i need small help from you regarding LTC.
I joined in 2004 as cat-Itrainee,appointment as SA/B in 2005.As per new LTC rules (new recruits) i comes under 8years( 2005-06-07-08 & 2009-10-11-12) as 2 blocks.now iam mentioning 2nd block as below

2009-HT not availed
2010-HT availed by converting as NER
2011-HT not availed
2012-All India
In the same block i am not eligible to convert another HT as NER or J&K.So i am thinking to go J&K against All India LTC,now my doubt is whether i am eligible to travel by air from Delhi to J&K as per new OM AN/XIV/14162/VIth CPC/Circular/Vol-IV dated 27/01/2012.If I am eligible please tell me because before apply for Advance I asked our ADM people they told me your eligible,based on that i booked tickets to travel on 11th march 2012.now they telling me the above mentioned OM is not for fresh recruits,as travelling date coming very soon help me to save my self, i'll be thankful for this help ME

I am working as a Head Clerk with Grade Pay of Rs. 4200/-.While availing LTC, with due permission, I along with my family have travelled by air from Jammu to New Delhi in the month of November, 2011. Kindly let me know, whether I am entitled for reimbursement of Air Fares for our journery from Jammu to New Delhi as per the Relaxation for travel by air to visit J&K vide O.M. No. 31011/2/2003-Estt.(A-IV) dated 18/6/2010. - Gokuldas P. Shet Narvekar, Farmagudi, Ponda, Goa.

I want to avail All India LTC for Jammu, Vaishno Devi.

Can I take flight from Bhubaneswar to Jammu?
Please guide.

CAN AN EMPLOYEE AVAIL LTC FOR NER AGAINST LTC (ALL INDIA)AS A GROUP 'B, OFFICER AND WHETHER THE EMPLOYEE IS ENTITLED FOR AIR FARE FROM THE HQS TO NER
