Ageda items for the next meeting of National Anomaly Committee (NAC) to be held on 5th January, 2012.

The fourth meeting of the National Anomaly Committee to discuss the anomalies arising out the implementation of the recommendations of the 6th Central Pay Commission is scheduled to be held on Thursday, the 5th January, 2012 at 3.00 P.M. in Room No.119, North Block, New Delhi, Secretary, Department of Personnel & Training will chair the meeting.

This was discussed in the 3rd meeting of NAC where the Staff Side stated that allowances formed part of wages AND THUS should be revised with effect from the same date from which Revised Pay Scales have been implemented i.e. 1.1.2006. The Official Side stated that the allowances, other than Dearness Allowance (DA), have been revised from 1.9.2008 on the basis of specific recommendation of the 6th CPC. It was reiterated that even after the 5th CPC similar practice was followed. Therefore, there was no anomaly as such. The Staff Side stated there are certain statutory allowances which need to be revised w.e.f.1.1.2006. The Staff Side was asked to forward such a list of statutory allowances for further examination of the Department of Expenditure.

Transport Allowance







Increase of TA (Transport Allowance) at par with PB-3


The items 12 & 13 were clubbed and were discussed in the 3rd meeting of NAC where the Staff Side raised the following issues with respect to the revision of the Transport Allowance (TA) were raised.

(i) Employees with higher pay have been given rates of TA in comparison to low paid employees.

(ii) Uniform Multiplication factor has not been used for revision of TA of employees in various pay bands.

(iii) CCA has now been subsumed in TA, Therefore, a portion of TA should be used as a component for the purpose of computing Overtime Allowance.

(iv) Employees who remain on long tour duties are not getting any Transport Allowance while on tour for more than a month/several months losing even that part of Transport Allowance which represents CCA.

The Official Side stated that the multiplication factor used for revision of TA was actually skewed in favour of the low paid employees and there was no anomaly in the matter. The Staff Side pointed out that in order to have a realistic picture, the multiplication factor in respect to the revised TA rates vis-a-vis the earlier TA rates plus CCA should be examined.

The Staff Side was asked to forward the required calculations to the Department of Expenditure for examination.

Regarding reckoning a portion of the TA for computation of the Overtime Allowance (OTA), the Official Side stated that the 6th CPC has in fact recommended for substitution of OTA with Performance Related incentive Scheme (PRIS), Therefore, the whole issue was not relevant now.

The Staff Side was asked to forward specific details of the matter to the Department of Expenditure for examination.

With respect to employees loosing the part of TA representing CCA while on tour for more than 15 days, the Official Side stated that the 6th CPC has given a specific recommendation to merge the CCA with TA and therefore, this could not be construed as an anomaly.

Revision of Base Index for DA

 

Bench Mark in AICPI Scheme for grant of DA / DR w.e.f. 1.1.2006 on CPC VI Level pay / Pension Restructuring.

 

The items 29 & 30 were clubbed and were discussed in the 3rd meeting of the NAC where the Staff Side pointed out some anomalies in decimal increases in percentage not being considered for sanction of DA/DR.

The Official Side stated there was no anomaly in the matter and that the fraction which was ignored earlier was taken into account while calculating the next DA instalment. Further fixation of the base has been done in the manner followed after previous Pay Commissions and there was no anomaly. Therefore, there was no question of any loss to the employees because of this.

The Staff Side would give detailed calculations in the matter to the Department of Expenditure for examination.

Anomaly in fixing Grade Pay




Anomaly due to not applying informally the multiplication factor of 1.86 in fixing the minimum pay in all the revised pay bands applying different.

 

The items 38 & 39 were clubbed and were discussed in the 3rd meeting of the NAC where the Staff Side stated that the general recommendation of the 6th CPC was that the grade pay will be 40% of the maximum of the pre-revised pay scales. However, at the time of implementation of the recommendations of the 6th CPC, Government has given more than 40% as grade pay to certain categories of the employees in PB-3 and PB-4. Therefore, it was an anomaly and demanded that everyone should be given grade pay of at least 50% of the maximum of the pre-revised pay scales.

The Official Side stated that the 6th CPC itself recommended grade pay in excess of 40$ of the maximum of the pre-revised pay scales in respect of certain employees. Further, in Para 2.2.21 the report of the 6th CPC, it has been clearly stated that in some cases, the amount of the grade pay has been adjusted so as to maintain a clear differential between successive grades pay. Thereafter, the government implemented the recommendations of the 6th CPC with certain conscious modifications in the Grade Pay in some cases. Moreover, the erstwhile Group D employees have also been granted grade pay exceeding 40% of the maximum of the pre-revised pay scales. Therefore, there is no anomaly in the matter.

It was decided that the Staff Side would revisit the issue and revert on whether they wish to pursue the matter.

 

Item No.44

Anomaly in the Pay Scale / Pay Band and Grade Pay of Library Information assistants


This was discussed in the 3rd meeting of the NAC where the Official Side stated that through a specific and conscious recommendation of Sixth pay Commission, the pay scales of Trained Graduate Teachers (TGTs) have been upgraded and placed in PB-II with grade pay of Rs.4600. In this context, the Pay Commission has also clarified that on account of conscious upgradation, no other cadre can demand or can be granted higher pay scales. Therefore, Library Information Assistants cannot claim parity with TGTs.

The Staff Side stated that the School Librarians have also been placed in PB-II with the grade pay of Rs.4600 at par with the TGTs although there is no specific recommendation of the 6th CPC in this regard. The Library Information Assistants, who have the same qualifications as that of school librarians, have however been placed in PB-II with grade pay of Rs.4200. Thus, their is an anomaly with respect to grade pay of the Library Information Assistants.

The Official Side stated that the factual position was not known to them and therefore the Staff Side was called upon to apprise the Official Side of such Instances specifically.

Anomaly in Pension of those in receipt of stagnation increments in pre-revised pay scale.


This was discussed in the 3rd meeting of the NAC where the Official Side stated that this issue is somewhat related to the issue of granting one time increment to employees having their date of next increment between February 2006 to June 2006 under agenda item 5 (V), Accordingly, it was decided that the matter may be clubbed with agenda item 5(V) and the Staff Side was asked to confirm that their request for grant of an Increment in the pre-revised scale would not have repercussions on any other category and not lead to any further demands.

Disparity in Pay scales and status :Officers in stenographers cadre. 


Anomalies in the matter of pay scales of Stenographers


The items 46 & 49 were clubbed and were discussed in the 3rd meeting of the NAC where the Official Side stated that in para 3.1.14 of the 6th CPC's Report a specific recommendation for PS/Sr. PS. In non-secretariat organizations has been made and the same has been accepted and notified by the Government. Further, posts that were existing in the pre-revised pay scale of Rs.6500-10500 before 1.1.2006, including that of PS in field offices, have been upgraded to the pre-revised scale of Rs.7450-11500 w.e.f. 1.1.2206 vide Department of Expenditure's O.M. No.1/1/2008-IC dated 13.11.2009. Therefore, suitable action has already been taken in the matter.

The Staff Side while agreeing with the Official Side stated they would check the position and revert back to the Official Side in case they feel that there were still any problems/difficulties in the matter.

Anomalies in the Pay scales of official Language Staff


This was discussed in the 3rd meeting of the NAC where the representative of the Department of Expenditure stated that orders were issued in November, 2008 regarding parity in the pay scales of OL posts in field officers and CSOLS and the matter has already been clarified by them on various references received in this regard from several administrative Ministries/Departments.

The Staff Side requested that the reference forwarded in this matter by the Ministry of Railways may be examined by the Department of Expenditure on a priority basis. This was agreed to by the Official Side. The Staff Side also mentioned that the parity in the pay scales in field and HQ is still to be granted in many offices including Ministry of Railways.

The Official Side requested the Staff Side to convey the names of such offices so that they could be called upon to take similar action in the matter.

TWO MAIN ISSUES ARE NOT IN THE LIST, as per last meeting feedback of AIRF, i.e.:

1.Increment from January for those whose Date of Increment falls between February and June

2.MACP Scheme - Grant of Grade pay as per Hierarchy.

The points must be raised as the decision will have positive effect to large number of employees

Most of the employees on direct recruitment on selection to the isolated posts of Group -'A' post with grade pay Rs.5,400 have been stagnating in the same grade pay without any promotion avenues with only solace of MACP on completion of every 10 years. Why cannot NAC think over to provide betterment for amending MACP exclusively for them with a span of 6, 12 and 18 years for financial progression.

Item No. 48 and 49 still not solved because there is huge anomaly in the scale of stenographer of Ministry of outside the secretariate. The Ministry's PA getting 9300 + grade pay 4600 whereas the PA of subordinate offices getting 9300+4200 grade pay. Please discuss this in the meeting of NAC.

In the light of DOPT's O.M. No. 6/6/2011-CS-II(C) dated 22.09.2011 [Grant of Grade Pay of Rs. 4,200/- to Stenographers Grade 'D' of CSSS - Issuance of Zone of Consideration for placement of eligible Stenographers Grade 'D' in Non-Functional Selection Grade (NFSG)], what action is taken by the DOPT for Stenographer-III of sub-ordinate central government offices. The same should be taken up by the Staff side members in the National Anomaly Committee meeting to be held on 5th January, 2011.

It is surprising to see that there is no mention of the anomaly issue for those whose DNI falls between February and June. The representatives from staff side should strongly take up this for discussion. How is it justified that the junior (direct recruit) is getting paid more than the senior in the same grade.

already 6 years have gone after the implementation of VIth CPC.Even after this period the increment issue [whose DNI falls between Feb and June-2006 which was discussed in 3rd meeting] is not yet settled.Now it is the time to struggle for the next CPC. I expect our leaders would come up with a positive result in the forthcoming anomaly committee meeting.

What happened to the merger scales of LDC & UDC. The same is not reflecting anywhere in the forthcoming agenda of annomaly committee, scheduled to be held on 05/01/2012.

Kindly discuss the matter regarding
Library Information Assistants (Agenda Item No. 44- ) in next Anomaly Committee meeting.
Library Information Assistants and School Librarians minimum educational qualifications are equal; nature of service is same but grade pay different. This is big anomaly in the pay scale/grade pay of Library Information Assistant (LIA), after implementation of 6th CPC.The Library Information Assistants are placed in the grade pay of Rs.4200/- and school Librarians placed in the grade pay of Rs.4600/-.

The above referred anomaly existed in the 5th CPC too. That is, school librarians were placed in the pay scale of Rs.5500-9000/-, where as the Library Information Assistants were given the pay scale of Rs. 5000–8000/- initially. After some time this anomaly was removed by the Ministry of Finance vide its Office Memorandum No. 71/3/2001-IC, dated 21. 2. 2002, and placed in the pay scale of Rs.5500-9000. Above pay scale implemented in railways RBE No. 204/2003 Railway Board letter No. PC-IV/2002/Imp/2 dated 27/11/2003.

It is stated that the Library Information Assistants and School Librarians require minimum educational qualification (3 year Graduation degree + one year Professional degree)i.e .B.A/B.Sc/B.Com.+ B.Lib.Sc. Above minimum educational qualifications are equal, but grade pay different.
This anomaly may kindly be looked into seriously. I request to the National anomaly committee (6th CPC) to render natural justice to the Library Information Assistants (LIA). Hence it is justified that the Library Information Assistants deserve to be placed in the grade pay of Rs. 4600/- (from 01/01/2006).

Hopping for the favorable outcome in the next NAC meeting.

kindly see to implement the 1800/- gradepay to the temporary status casual labours from 01.01.2006. And also request to take the positive action for increasing age relaxation to the departmental candidates for appearing departmental tests/interviews from the existing limit 40/43/45 to 45/48/50 as there is no loss to any body if implemented this one and it will helpful for the educated employees. More over in some of the deparments casual labour services have been regularized after long time and by the time of their regularization they crossed the age limit even if well educated. kindly consider the above two points and take possible steps for implementation please. HAVING ALL THE ELIGIBILITIES ORDNANCE FACTORY BOARD HAS NOT DONE ANY NATURAL JUSTICE TO THESE EMPLOYEES. FURTHER INCERASED THE RESPONSILITY OF PRODUCTION AND ACCOUNTIBILTY AND AT THE SAME TIME THE PAY WAS BROUGHT DOWN VERTICALLY AND MERGED WITH JUNIOR MOST EMPLOYEES. THEY ARE junior works managers of ORDNANCE FACTORIES.ON THE SURFACE OF THE EARTH NO ORGANIZATION IS HAVING A 7 LINE MANAGERIAL STRUCTURE TO MONITER THE TWO GRADE SUPERVISORY STRUCTURE. PLEASE DO NOT SHOW ANY SYMPATHY TO THIS CADRE DO NATURAL JUSTICE. FROM III RD PAY COMMISSION ONWARDS THE PAY OF SUPERVISORY CADRE IS COMING DOWN AND IN 6TH PAY COMMISSION THE MOREALS OF THIS JWM CADRE WERE BURIED UNDER THE EARTH.

Hon'ble Sirs,

It is surprising to see that there is no mention of the anomaly issue for those whose DNI falls between Feb and June 2006. The representatives from staff side should strongly take up this for discussion. As to how the following aspects are justified by the VI CPC & Anomalies Committee :-

(a) That the juniors is getting more pay than the senior in the same grade due to postponing of DNI of officials whose falls between Feb and June 2006 to Jul 2006.

(b) About 40-50% officials whose AI in Dec 2006 got advanced to July 2006 but the officials like me whose AI in Feb 2006 cannot get in Jan 2006 but postponed to July 2006.

(c) About 25-30% officials whose AI in Jan 2006 got double benefit i.e one AI at old rate on 01 Jan 2006 and after six months in Jul 2006 one AI at new rate due to said great error done by both VI CPC & Anomalies Committee. But aggrieved officials are deprived from both their normal AI on due dates or advancement to Jan 2006.

Therefore, kindly raise and settle this issue in interest of natural justice please.

In NCR i.e NOIDA, FARIDABAD etc the rate of HRA is 30percent. However, in case Transport allowance some offices are giving T.A as per Delhi rate and some offices are giving T.A as per other places. Representations in this regard sent to the Expenditure dept of M/o Finance, the reply was vary wage, they said no clear instruction is available in this regard. Therefore, this is a seroius anamoly. Kindly discuss on this issue and a common decision in this regard is to be taken by the Govt

It was not intention of the pay commission to give higher status to direct recruit over departmental promote. Logic applied for determination of minimum pay for direct recruit is illustrated at para 2.2.22 (iv) of VI CPC report. i.e. on the basis of fixed qualifying service prescribed for movement from one grade to another. In this regard VI CPC might have not noticed that candidates who are promoted through departmental examination such as SAS, will not reach to the minimum pay which is admissible to direct recruits as per ibid schedule. Hence pay of departmental promotee may be stepped up at par with direct recruits.

In the Defence Accounts Department, the Direct Recruits who are junior to the senior departmental promotees are drawing more pay. Specially in the case of the AAOs (the junior direct recruits are called SAS (Apprentice) now.) Due to this the juniors get the pay which the seniors will get only after they hv completed the 9 years of their service.

Sirs,
It is a great disappointment to see that, three important items have not been included in the agenda point. Please discuss this three points in the meeting for bringing a positive result. First point is Annual increment between Feb. to July. Second one is minimum entry pay regarding to their Grade pay as the promotees get fixed their pay well below direct entry counterpart. And also the case is much worse in the cadre where there is no direct entry which means no stepping up. Third one is MACP. It should be given at least last one in promotional heirachy basis.

The key issues which are to be taken in the agenda.

1.Merger of grade pays 1900 & 2000.
2.Applicability of multiplication factor 1.86 to all grades & Pay bands.
3.Minimum pay prescribed to New entrants shoul also applicable to Promotees
4.Merger of Grade pays 5400 in PB-2 and 5400 in Pb-3.
5.MACP shall be granted in Promotional hierachy and should be granted 10 years stagnation in a grade, irrespective of irrespective of number upgradations.

Minimum Pay of departmental promotee should be at par with direct recruits.Supreme Court in Case No. 1987 (1) SCC 592 M.P. Singh Vs UoI & Ors. has upheld the principle that employees holding same posts and doing same duties cannot be discriminated in matters pertaining to wages with reference to the source of appointment (i.e. whether direct recruit or departmental promotes or absorption from other departments or regularization of casual employees).

The calculation of grade pay as per 6th pay commission is not benefit to lower class employee. For examble the grade pay starts from Rs. 1800/- 1900/-, 2000/- 2400/- 2800/-. there is hardly difference of only 100/- & 400/- between grades to lower class employee and but middle class employee grade pays are 4200/- The difference 1400/-between 2800/- to 4200/-. What a calculation?

Respected Sirs of the 4th NAC meeting '12, Pl consider to include in the agenda 1. Merger of LDC with UDC 2. Up- gradation of the GP of LDC With tearful heart we have been waiting something good out of this meeting but to my dismay, there is no agenda for discussion for us.In present situation LDC and UDCs are treated as unwanted child,our policy makers should know that these groups C posts always work as pillar for our departments. In case where any investigation required initial noting of clerk always checked, and responsibility of such proposal always be asked by the concerned person. than why government treating these groups unrequired.it is good time to upliftment of these groups by upgrading of post ie. office assistant and senior office assistant with grade pay of minimum of Rs.2800/- and 4200/- respectively. This will show actual humanistic face of government. our staff representative should go with full force. pl do us natural justice,pl don't wait for proposal on association level, we are so occupied with the duties faithfully and so lowly paid that we will never be able to play politics. P, encourage the weaker section of the society at grass root level that is what MK Gandhi, the Father of the nation has been emphasizing.

Dear Publisher, Kindly contact with respected Committee members to share views of thousands of employees of government of india who are unheard and ask them what exactly going on, why the issue of LDC and UDC not taken in any stage, we want to know what is the opinion of Members of committee in this regard or there is any government pressure to for not to touch this matter. This is most worst example of Discrimination doing by government. Once a discrimination always a discrimination REMEMBER in future all revision will be done only on this discriminatory fixatation. Kindly understand the matter and make a joint Voice.

It is unfortunate that the agenda items for the discussion does not include the real anomalies. In fact Sixth Central Pay Commission was not a bonanza to the lower level employees in any way. it was a classic example for class suppression and discrimination. Group A officers and technical category are the real beneficiary.
As far as lower level employees are concerned it was nothing but an eye wash. Government resolution of acceptance of Pay Commission report speaks the rampant partiality. Many category of Group A officers have been placed in PB-4 who were earlier placed in PB-3 by the pay commission. DA for 100% neutralization of price index is being extended to Group A- officers also which was 70% till 4th Pay Commission(1996).
The difference is extremely high between Pay Band-3 and Pay Band-4. There should have been an intermediate Pay Band at the range of 28000-60000 which has been avoided. At lower level the difference between two pay bands is only nominal of about Rs.100/-
Pay Band- 2 has been created after merging the pre-revised scales of 5000-8000, 5500-9000 and 6500-10500- and Pay Band-3 has been created after merging the pre-revised scales of 8000-13500 and 9000-13500 For arriving the minimum of the Pay Band-2 only the minimum of the lowest pre-revised scales merged (5000) has been taken (5000 x 1.74-later changed to 1.86) where as for Pay Band-3 minimum of the highest pre-revised scales merged (9000 x 1.74) has been taken. Now the pre-revised scale of 6500-10500has been taken out and merged with pre-revised scale of 7450-11500 and given the grade pay of 4600/-. However, minimum pay as fixed as per the existing fixation formula of employees in position as on 1.1.2006 will be less than that of entry pay specified for direct recruits of grade pay of 4600/-.

The main anomaly is taht Pay commission has not derived a separate fixation formula where merging of two or more scales has been taken place. Pay fixation in the revised scale is allowed to be done by pay drawn in the existing scale multiplied by 1.86 in all cases. In many cases the pay specified for corresponding grade pay for direct recruits is much higher than that of the pay fixed as per the fixation formula of existing employees. While framing the Revised Pay Rules 2008, department of expenditure has sidelined the main concept of merging of scales and inserted common fixation formula for all.
Hence the real issues can be summed up as under:

(a) A new fixation formula is to be derived that the minimum of pre-revised pay for each post should be taken as the pay factor for multiplying by 1.86 instead of pay drawn.

(b) The grade pay structure should be revised from a starting Grade Pay of Rs2400/- for Gp-D, Rs.3400/-for LDC, Rs.4200/- for UDC, Rs.4800/- for Assistant,Rs.5400/- for SO and so on.

(c) An Intermediate Pay Band-,Rs.28000-56000 should be created for middle level officers of Dy Secretary, Director etc.

(d) Promoties are the most discriminated categories and therefore they should be given the pay structure on grade pay as in the case of direct recruits or as fixed under the fixation formula which ever is more.

(e) One time additional increment should be given to all employees who's increment falls in between Feb and Jun 2006.

(f) Commutation should be allowed while complementing Half Pay Leave for leave encashment at the time of retirement.

Semi-Professional Assistants in University Libraries and School Librarians minimum educational qualifications are equal; nature of service is same but grade pay different. This is big anomaly in the pay scale/grade pay of Semi-Professional Assistants (SPA) in University Libraries, after implementation of 6th CPC.The Semi-Professional Assistants in University Libraries are placed in Pay Band I (5200 - 20200) and the grade pay of Rs.2800/- and school Librarians placed in Pay band II (9300 - 34800) and the grade pay of Rs.4600/-.

It is stated that the Semi-Professional Assistants in University Libraries and School Librarians require minimum educational qualification (3 year Graduation degree + one year Professional degree)i.e .B.A/B.Sc/B.Com.+ B.Lib.Sc. Above minimum educational qualifications are equal, but grade pay different.
This big anomaly may kindly be looked into seriously. I request to the National anomaly committee (6th CPC) to render natural justice to the Semi-Professional Assistants (SPA) in University Libraries .Hence it is justified that the Semi-Professional Assistants in University Libraries deserve to be placed in the same grade pay.

The DOPT vide O.M. No. 6/6/2011-CS-II(C) dated 22.09.2011 [Grant of Grade Pay of Rs. 4,200/- to Stenographers Grade 'D' of CSSS - for placement of eligible Stenographers Grade 'D' in Non-Functional Selection Grade (NFSG)], but the Grade 'D' stenographer of Central Government and the autonomous bodies of the Central Government have been deprived off the same facilities. Whereas they have been merged with the lowest pay band and even they have been put to loss in MACP by granting the MACP with GP of Rs. 2800. However, their predecessors in the same pay scale have been granted the ACP Scale of Rs. 5000-8000 (ie GP of Rs. 4200) by the Vth CPC. It is very surprising that there is no agenda for the employees who are in the pre-revised pay scale of Rs. 4000-6000. The same should be taken up by the Staff side members in the National Anomaly Committee meeting to be held on 5th January, 2011.

may concern to Chairman and Members of NAC. Sirs, it is very disappointing that pay fixation anomaly of the Steno Grade C employees who joined after 2008 by promotion or by Depttl exame has not been included in the agenda of anomaly committee. Worst case is for PAs of CSSS who cannot not even get stepping up because there is no direct recruitement of PAs in CSSS. Only CSSS cadre PAs are being forced to bear this non sense policy. They have been fixed below than PAs who are junior to them and are not even regular PAs. AD hoc PAs and DRs have been fixed far above than the regular PAs who got promotion by seniority or got promoted or got promotion through Depttl exam. So please take up this matter so that CSSS cadre PAs can also get justice.

Library Professional Assistants (Agenda Item No. 44- Anomaly in the Pay Scale / Pay Band and Grade Pay of Library Information Assistants) in next Anomaly Committee meeting.
Library Professional Assistants require higher qualification than School Librarians; nature of service is more or less same but grade pay is different. This is big anomaly in the pay scale/grade pay of Library Professional Assistant (PA), after implementation of 6th CPC. The Library Professional Assistants are placed in the grade pay of Rs.4200/- and school Librarians placed in the grade pay of Rs.4600/-.

The above referred anomaly existed in the 5th CPC too. That is, school librarians were placed in the pay scale of Rs.5500-9000/-, where as the Library Information Assistants were given the pay scale of Rs. 5000–8000/- initially. After some time this anomaly was removed by the Ministry of Finance vide its Office Memorandum No. 71/3/2001-IC, dated 21. 2. 2002, and placed in the pay scale of Rs.5500-9000. Above pay scale implemented in railways RBE No. 204/2003 Railway Board letter No. PC-IV/2002/Imp/2 dated 27/11/2003.

It is stated that the School Librarians require minimum educational qualification (3 year Graduation degree + one year Professional degree)i.e .B.A/B.Sc/B.Com.+ B.Lib.Sc. But for Library Professional Assistants (PA) required minimum educational qualification is i.e. MA / M.Sc. / M. Com. + B.Lib. Sc. Or BA / B. Sc. / B. Com + M. Lib. Sc. With 2-3 years experience.
Though minimum educational qualifications required for Library Professional Assistants (PA) is higher than the School Librarian but unfortunately in the 6th CPC the Library Professional Assistants (PA) are placed in the grade pay of Rs.4200/- and school Librarians placed in the grade pay of Rs.4600/-.
This anomaly may kindly be looked into seriously. I request to the National Anomaly Committee (6th CPC) to render natural justice to the Library Professional Assistants (PA). Hence it will be justified to place the Library Information Assistants in the grade pay of Rs. 4600/- (from 01/01/2006).

Hopping for the favorable outcome in the next NAC meeting.

If Rly. employee-wife/husband forgo one Railway Free pass in the particular year in which he proposed to visit to those city which is not connected by Rail route. He/she should allow LTC from Chennai/Kolkata to Aadaman/Nikobar by non-issuing Rly. Free Pass authority (Central Government Department other than Railway)

I would like to draw the kind attention of all the members (both staff & official) regarding BLUNDER ANOMALIES discussed in earlier meeting point No 8 in which GP of hierarchy in MACP given which create jealous & hatred among staff of same post with difference of joining period of two/ three months or even a single day ( before or after 31-8-84) particularly the JE`s of CPWD,DDA,MCD,DUSIB& other Govt Deptt. generally they did not got promotions even after 25 years of successful service. Those JE`s join BEFORE 31-8-84 will get the GP of 6600 in II ACP& 7600 in III MACP and Those JE`s join AFTER 31-8-84 will get the GP of 4800 in II M ACP& 5400 in III MACP. The difference of salary will be more than Rs 6000 at present which increases up to Rs25000 and total difference will be Rs 39,00,000/-thou they performs the same duties which is against the Govt own policy SAME POST SAME WORK SAME SALARY.
It is suggested that in MACP Of 10-20-30 should be amended to 12-24-30 with same PB&GP as promotional for 12-24 and for 3rd MACP. after 30 years may be next GP of hierarchy for all, does not violate the rule same post same work same salary as against 10-20-30. It is prayed/appealed/ humble requested to look into genuine anomaly and do the justice. And same should be added in the agenda for IV NAC meeting to be held on 5-1-2012.

. 6 years have been completed since implementation of VI CPC. Still many issues are under discussion level only. If the NAC is sitting once in year means no progress will be made. Take stern steps to implement many issues like Merging of LDC and UDC Grade Pays and Time bound one time increment to althose whose date of increment falls between Feb to June and implementation of promotional hierarchy instead of grade pay hierarchy.

The official getting increment in December got advanced to July but the official getting increment in Feb cannot get in Jan but postponed to July this is injustice it should be settled in this meeting. why these people are not thinking for a good solution for this problem.A simple solution is Jan must be the incrament month foe the employees whose increament lies betweea Jan and June &July for those whose increament lies between July and Decembers. why these people are not accepting this solution . no anomoly or problem arise with this solution

ANOMALIES ON MACP

Sir,

1. Please refer to Item Nos, 1,3,8,9 and 29: Grant of financial up-gradation in the promotional hierarchy instead of grade pay hierarchy under MACP Scheme, discussed on 15 Mar 2011.

2. As demanded by Official side, the particulars of Clerical Cadre, which is facing problem with the MACP Scheme, are given below for consideration and rectification of anomalies please.

3. As MACP Scheme, after completion of 10 years of service as LDC in the Grade Pay Rs. 1900/=, 1st MACP is being granted with the grade pay of UDC i.e. Rs. 2400/=, but after completion of 20 years service 2nd MACP is being granted in next higher grade pay of Rs 2800/-.

4. The pre-revised pay scale of UDC was Rs. 4000-6000 for which the grade of Rs. 2400/= has been fixed in 6th CPC. In ACP Scheme UDC was getting the 2nd ACP in the Pay Scale of 5000-8000 pertains to Assistant, for which the Grade Pay of Rs. 4200/= has been fixed in 6th CPC (Refer Fitment Table No S-9). But, the Grade Pay of Rs. 2800 now being granted to UDC on 2nd MACP pertains to the pre-revised pay scale of Rs. 4500-7000, which was never ever in the hierarchy of clerical Cadre. Thus the MACP Scheme issued by DOPT is creating great loss to the clerical cadre.

5. Further it is brought to your notice that the MACP Scheme issued by DOPT is contrary to SRO 21 (E) dated 09 Sep 2008 issued by MoD. In the 6th CPC the pay scale of Steno Grade II/Assistant/Equivalent has been revised from Rs. 5000-8000 to 6500-10500 vide Sub Ser No 1 of Ser No II of Section II of Part B of MoD SRO 21 (E) dated 09 Sep 2008.

6. Accordingly between Jan 06 to Sep 09 the UDC who were in the pre-revised pay scale of Rs. 4000-6000 have granted 2nd ACP in the pre-revised pay scale of Rs. 5000-8000 and the grade pay of Rs. 4200/- has been sanctioned because the scale of Rs. 4500-7000 was not exited in the hierarchy of the Clerical Cadre.

7. Now in 6th CPC the pre-revised pay scale of Assistant i.e. Rs. 5000-8000 has been revised in the pre-revised pay Scale of Rs. 6500-10500 with Grade Pay of Rs. 4200/= vide Sub Ser No 1 of Ser No II of Section II of Part B of MoD SRO 21 (E) dated 09 Sep 2008. Accordingly pay in respect of Assistants/Steno Gr. II is to be fixed in Fitment Table (S-12) of the Revised Pay scale of Rs. 6500-10500 with Grade Pay of Rs. 4200 in accordance with the Clause (A) Para (i) & (ii) below Rule 7 of CDS (RP) Rules, 2008 (Illustration 4A refers).

8. Since in the ACP Scheme (now MACP Scheme) next higher pay scale in the hierarchy was being granted. Accordingly, UDC, after completion of 20 years service (2nd MACP) has is to be granted the revised pay scale of Rs. 6500-10500 (Pre-revised) with grade pay of Rs. 4200/- and pay is to be fixed as prescribed in Note 2A and as indicated in illustration 4A of the explanatory memorandum to the SRO 21 (E) dated 09 Sep 2008.

9. Where as, in the MACP Scheme issued by DOPT, the specific recommendation given in Sub Ser No 1 of Ser No II, of Section II of Part B of MoD SRO 21 (E) dated 09 Sep 2008 for `Office Staff Working in Organizations Outside the Secretariats’ has been ignored, resulted in arising of anomaly and needs rectification so that the clause of Sub Ser No 1 of Ser No II, of Section II of Part B of MoD SRO 21 (E) dated 09 Sep 2008 for `Office Staff Working in Organizations Outside the Secretariats’ is implemented, pay is to be fixed as prescribed in Note 2A and as indicated in illustration 4A of the explanatory memorandum to the SRO 21 (E) dated 09 Sep 2008 and the contradiction between Ibid SRO and MACP Scheme is removed.

Some of Group-A officers on direct recruitment are stagnating in the same post due to isolated posts in various departments without any promotion avenues with only source of MACP for financial upgradation. For those employees, is it not appropriate to think for modifying/ curtailing period under MACP scheme to those under privileged or to shift them to deficient departments for same posts so that they will get promotion avenues.

Initially I joined Rajasthan Police in the year 1989 as Constable. After 9 years I got ACP under the (9,18,27- Scheme in State of Rajasthan) in the year 1998. Thereafter in the year 2001 I came to Central Bureau of Investigation (CBI) under deputation quota and joined as Constable and I got absorbed in CBI as Constable in the year 2006.

Now, I wish to know whether 2nd ACP/MACP is applicable to me, if yes when I am entitled to get the same or when I can get the same. If no, please clarify the points in details. What process should I be adpot to get the ACP/MACP from my presnet Department i.e. CBI. However my department is asking I am not entitled to get ACP/MACP yet and will be applicable on me in the year 2016, as I absorbed in the year 2006 and my 10 year tenture will complete in 2016. Is this right ?

AND ON SCIENTIFIC OFFICER IS HIGHER POST IN THE SAME LINE. AS STA-B ARE PROMOTED TO SCIENTIFIC OFFICER, BUT NO FINANCIAL BENEFITS ARE BEING GIVEN, JUST BECAUSE BOTH POST HAVE SAME GRADE PAY. IT IS A BIG BIG ANAMOLY, AND WHY NAC HAS NOT DISSCUSSED ON THIS ISSUE.
