Sub: Instructions on booking of tickets from an agency other than the authorized travel agents.

Attention is invited to Ministry of Finance, Deptt of Expenditure. OM No. 19024/1/2009-E.IV dated 16.9.2010 reiterating guidelines on Air Travel on Tours/LTC, circulated vide this HQrs office circular bearing No.AN/XIV/VIth CPC/Circular/Vol-IV dated 16/09/2010.

2. Recently, several cases have been received in this HQrs office seeking clarification on admissibility of TA/DA/LTC claims, on journeys performed by Air India/Private airlines by officers, on Tour/LTC by purchasing air tickets through a private travel agent other than Balmer Lawrie & Company and M/s Ashok Travels & Tours in violations of the guidelines laid down in Ministry of Finance, Deptt of Expenditure, OM dated 16/09/2010.

In this connection it is once again reiterated that in terms of the provisions contained in MoF, Deptt. of Expenditure OM dated 16/0912010, air tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz M/S Balmer Lawrie & Company, M/s Ashok Travels & Tours. In the event of air journey being performed by private airlines on Tour/LTC, by seeking deviations from Ministry of Civil Aviation, the bookings of tickets is also required to be done invariably through the authorized travel agents only.

3. Ministry of Finance, Deptt of Expenditure, to whom the matter was referred for clarification on the matter have reiterated that the guidelines as laid down in MoF, Deptt of Exp OM dated 16/09/2010 have to strictly complied with.

4. In view of what has been brought out in preceding paras, it is once again reiterated and enjoined upon all concerned that the guidelines laid down in Ministry of Finance, Deptt of Expenditure, OM dated 16/09/2010, regarding air travel and booking of air tickets through the authorized travel agents only, on tour/LTC, have to be strictly complied with. Further in the event of travel by private airlines, where the necessary deviation has or is being sought from Ministry of Civil Aviation, due to non-availability of Air India flights, it may also please be ensured that the bookings for travel on tour/LTC is also done through the authorized travel agents only.

5. The contents of this important circular may please be given wide publicity and brought to the notice of all concerned serving under your office/organization. It may also be brought to the notice of all concerned that no requests for deviations from the above provisions will be entertained by this HQrs office.

Copy of DOPT  Office Memorandum No. 19024/1/2009-E.IV dated 16th September, 2010 regarding Guidelines on Air Travel on Tours/L.T.C.: 

This Department is receiving repeated references seeking clarifications  with regard to purchase of Air Tickets through authorised agents and relaxation for travel by Airlines other than Indian Airlines. 

The following guidelines may be noted for compliance:

1. On Official Tours:
(i) For travel by Airlines other than Air India because of operational or  other reasons or on account of non-availability of Air India Flights, individual cases for relaxation to be referred to M/o Civil Aviation, as stated in this Ministry’s OM No.19024/1/2009-E.IV dated 13.7.09.

(ii) Air Tickets may be purchases directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of  Authorised Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels  & Tours.

2.  LTC:
(i) Travel by Air India only.

(ii) In Economy class only, irrespective of entitlement.

(iii) LTC-80 ticket of Air India only to be purchased.

(iv) Air Tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC (to the extent IRCTC is authorized as per DoP&T OM No.31011/6/2002-Estt.(A) dated 2.12.09).

3. LTC for J&K:
(i) Relaxation to travel by Private Airlines to visit J&K while availing LTC is available to all the categories of Govt. employees, including those entitled to travel by Air(DoP&T OM No.31011/2/2003-Estt.(A-IV) dated 18.6.10 and 05.08.10 refer).

(ii) For purchase of Air tickets, however, the procedure as given under para 2(iv) above should be followed.

4. All Ministries/Departments of Govt. of India are requested to strictly adhere to these instructions.

As per the OM dated 16 september 2010 clause iv under LTC ‘Air Tickets may be purchased directly from Airlines (at Booking counters / Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC. Pl clarify whether air tickets cannot be purchased from websites like ‘makemytrip.com, yatra.com’ etc

As per the order of 4th march 2011, which states that Air India fares lower than LTC80 is valid. so does it mean that one can purchased normal Airindia ticket directly from website. no need of LTC80 quota stamp on ticket? please clarify this.

You can travel through private airlines only if you are visiting Jammu & Kashmir. All other destinations have to be travel by air india only.

Your purchase of ticket is not in order. You have to purchase ticket under LTC 80 scheme even if it is costing you more.For example Air india flight ticket is cheaper when purchased through makemytrip than Air india official website yet you have to purchase ticket through Air India directly or through its official agents. Reason best known to the policy makers.

This is in response to reply to query dated 07.10.2011, 9.23 PM,
Any ticket purchased through authorised Agent of Air India, or through Air India website or its counters, is a valid ticket in terms of order dated 4.03.2011 provided that the total fare is less then the LTC80 fare irrespective of the fact that whether it is purchased under LTC80 or normal ticktet.

Service.Whereas my spouse is working in a purely a private school(DPS).My spouse`s organisation provides LTC, Children education allowance etc. as my organisation does.If I avail LTC for block 2010-11, do I need any certificate from my spouse office for not having availed LTC.kindly clarify.

Central govt. has introduced new health insurance scheme for the employees. The employees of an autonomous body fully financed by MHRD are not covered by CGHS but they are medically covered otherwise.Will they be included in the new insurance scheme automatically or do they have to apply for it ? Is there any relief for the retired or retiring employees, they do not get any medical cover after the retirement.

Accts offrs are not passing the air ticket fare booked by private travel agents , which were performed in Jun 11 .
They are quoting these have been stopped From )1 Jan 11.

I am central government employee working in Dept. of Space. I am availing LTC to J&K. I have booked my tickets from bangalore to sringagar from authorizied agent i.e. M/s. Balmer Lawrie. Bangalore to Delhi is booked in Air India flight and Delhi to Srinagar is booked through Spicejet. Now my question, what fare am I entitled to when I travel from Delhi to Sringar through private airlines. Balmer Lawrie has issued the tickets, and the fares are as per LTC-80 fares. Kindly clarify

Friends, AIR tickets must be purchased directly either from the counter or website of the airlines. It may also be purchased through authorised agents only, viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC.

I had availed tour LTC to visit J&K during 30.05.2014 to 07.06.2014. While booking my air tickets on internet, I got my tickets booked through 'cheap airfares' site & I selected Jet Airways to book my ticket on 30.05.2014. However, after submission of final claim, my office has disallowed the entire air fare stating that the air tickets have been booked from unauthorized agent. I feel that it got accidently booked through makemytrip site when I selected Jet Airways option. I understand that in such circumstances, the claim is admissible and only the charges paid to the makemytrip i.e. Rs. 250-300/- per ticket will be deducted. Please clarify if this is in order. I am working in CPMF in chennai and grade pay is 4200. I was called for trng in Delhi just 8 days before the trng starts. Train tickets are not available, air India fare is around 8000. Private airlines fare is around 3500 which is more or less equal to train 2ac fare. So I travelled by private airlines. But my establishment section is saying that I won't get a single paisa. What is the logic behind it? Why I won't get my entitled amount???
