Transfer policy of KV teachers revised

New Delhi, Nov 3 (PTI) Revising the transfer guidelines of Kendriya Vidyalaya (KV) teachers, the Government today approved certain amendments like giving fair chance to every employee to get a choice posting and placement in "hard stations" both for men and women teachers.

At the same time, it also cleared the way for KVs to conduct skill development courses in campuses everyday by making optimum utilisation of the infrastructure and introducing foreign language programme starting with German.

The decisions was taken at the 89th meeting of the board of governors of KV sangathan chaired by HRD Minister Kapil Sibal.

Sources said the guiding principles of the transfer policy would give every teacher a "fair chance of getting a choice posting but in a transparent manner".

Transfer policy dated 3rd Nov 2010 is not structured properly. It is not in tune with the earlier transfer policies. It is affecting the employees who have completed their out station tenures as per the then transfer policies. E.G. as per the transfer policy dated 2009, if a teacher completes Six months at another station and then comes back to the same station, their seniority will be refreshed or interrupted. But this benefit is not being given to the teachers now, denying the policy of 2009, instead the minimum tenure is extended to THREE years in new policy 2010 in all cases across the board. The new policy seems to be biased as the teachers who have gone out for over Six months, they did not imagine the situation that this minimum period of stay can be extended without notice and shall be made applicable for those employees also who have completed their out of station tenure earlier otherwise they have extended their out of station tenure accordingly. This new clause of Three years minimum stay should be made applicable for the transfers being made on or after 2011. As per the law, one can not revert or deny the benefits already once given to their employee. So the seniority must be broken for the employee who has completed over Six months stay out of Station. Further it is also observed that there is no transparency in this policy and also gives an impression of corruption in making transfers.
