OFFICE MEMORANDUM
Subject: Travelling Allowance Rules- Implementation of the recommendations of the Sixth CPC.
The undersigned is directed to refer to this Department’s OM of even number dated 23.09.08 on the subject cited above and to say that it has been brought to Government’s notice that the issue of this OM has led to lowering of the per km rates for transportation of personal effects by rod on transfer in the case of A-1/A/B-1 classs cities. The provision under para 4.C of the said OM has been reviewed and it has now been decided to replace the existing provisions contained in para 4.C if the said OM dated 23.09.08, with the following:
“C. Transportation of Personal Effects
The undersigned is directed to refer to this Department’s OM of even number dated 23.09.08 on the subject cited above and to say that it has been brought to Government’s notice that the issue of this OM has led to lowering of the per km rates for transportation of personal effects by rod on transfer in the case of A-1/A/B-1 classs cities. • As per classification of cities for the purpose of admissibility of House Rent Allowance.
2. Attention is also invited to para 4.B of the OM dt. 23.09.08, which regulates the payment of Composite Transfer Grant. In this connection, it is reiterated that the components and incidentals which were merged/subsumed with the Composite Transfer Grant, as per para 4.B of this Ministry’s OM No. 19030/2/97-E.IV dt. 17.04.98, remain unchanged.
3. The revised provisions as under para 1 above, shall be applicable w.e.f. 01.09.2..8, i.e. the date from which revises T.A. rules are applicable.

Mileage Allowance for Journeys by Road
In supersession of S.R.46 and the Government of India’s order thereunder, the grade pay ranges for travel by public/bus/auto/rickshaw/scooter/motor cycle, full taxi/taxi/own car is revised as indicated below:

(ii) Officers drawing grade pay of Rs. 5400, Rs. 6600, Rs. 7600, Rs. 8700 and Rs. 8900 | Same as at (i) above with the exception that journeys by AC taxi will not be permissible |
(iii) Officers drawing grade pay of Rs. 4200, Rs. 4600 and Rs. 4800 | Same as at (ii) above. |

(b) Mileage allowance for road journeys shall be regulated at the following rates in places where no specific rates have been prescribed either by the Director of Transport of the concerned State or of the neighbouring States:
(i) For journeys performed in own car/taxi: Rs. 16 per km.
(ii) For journeys performed by auto rickshaw own scooter, etc.: Rs. 8 per km.
(c) The rate of Mileage Allowance for journeys on bicycle on tour and transfer, is revised from 60 paise to Rs 1.20 per kilometer.

An employee transferred from Z-class city to X/Y class city is entitled for Rs.18/Km or Rs.30/Km for goods upto 6000 Kg
