Mr Naga Raju and Mr Satish menon, Mohan Reddy along with other members have explained the financial losses due to the MACPs and its adverse effects. Particularly how it has become curse on the cadres of LDC/UDCs in our Department due to the non-grant of Hierarchal grade pay.
Shri Raghavaiah while agreeing with the argument, has explained the members that the issue has been taken up in the committee and said to solve the MACP problems by suggesting to grant
1) One Time option to prefer ACP or MACP
2) Grant of MACP Scheme w.e.f. 01.01.2006. He has also explained the developments on various issues being taken in Anomaly Committee in regard to VI CPC. Members have also brought the recovery of arrears from staff who are granted First/Second ACP between 01.01.2006 to 31.08.2008. Members have also brought the disparity in merging the pay scales of 5000-8000, 5500-9000, 6500-10500 by fixing Rs.9300 as minimum of scale instead of Rs.12,090/-.
After listening to the members Shri Raghavaiah, the issue will be taken up in the committee and with regard to recovery of arrears; it was already suggested to waive the recoveries from employees who were granted ACP between 01.01.2006 to 31.03.2008.
Further he informed that the disparity in fixing the minimum scale of merger scales has also been taken up. Members have expressed sincere thanks for the efforts being made towards the up-liftment of central Government employees.

It will be very gratefull and motivatable if the Grade Pay is increased to 2400/- and 2800/- for LDC & UDCs respectively.
Most of the newly recruited LDCs are of Graduates and Post Graduates in Finance & Management areas.
If the Pays(Grade Pays) are not revised, the Government may loose young & technical talent which hampers the future work of the Government.
My only doubt is that what mistake has done the Group C Employess in Central Govt. Most of the Junior colleagures over jumped with the BP & GP. Seniors are getting less BP & GP who are all passed through Departmental Examination like LDC to UDC. Not only this there are so many anomalies in their pay. This is an humble request to the authorities to look into the plight of such UDCs in every Department. I fully agree with the following comments of some body posted:-
Grade Pay and LDCs who has the Qualification of 10+2 and having Technical Qualification of Typewriting, Diplomas in Computers and Passed the Competitive Examination. It will demotivate the Staff who are in LDC & UDC positions.

I am working as LDC, at Mumbai, I am getting 1900/- G.P. and it is not sufficient for survive in a cosmopolitan city, As par as our work is concern, we have to make educational qualification, draughting knowledge, computer knowledge, friendly with office systems, and most important we have to take all responsibility for our table work, and also accountable of it, it builds the stress on our mind, comparatively Peons/USLs, they don't have to make above said qualities, thereafter the difference of G.P. between them and us is only of 100/-. It is not justifies.
Indian Post Deptt. and ESIC Deptt. are giving G.P. 2400/- to equivalent posts to LDC. I humbly request to Central Govt. that please make a cadre review of LDC's and make justice with our knowledge and work responsibility. Unless new generation will not take interest in clerical cadre. and those who are working, they would be seeking for the better option.
