Subject: Second Meeting of the National Anomaly Committee.

The undersigned is directed to say that the Second Meeting of the National Anomaly Committee to discuss the anomalies arising out of the implementation of the recommendations of the Sixth Central Pay Commission is scheduled to be held under the charimanship of Secretary (P) at 10.30 A.M. on Saturday, the 27th March, 2010 in Room No. 119, Norht Block, New Delhi.

It is requested to kindly make it convenient to attend the meeting.

The present promotion channels of Stenographers are as follows:
Gr.III, Gr.II, Gr.I, PS & Sr. PS

The PB & GP for Gr.II and Gr.I has been given one and same i.e., GP 4200. The 6th CPC has merged the pay scales of Gr.II and Gr.I, but not reduced the promotion channels of the cadre.

Therefore it is suggested that the GP of Stenographers should be as follows;
Gr.III 2400, Gr.II 4200, Gr.I 4600
PS 4800, Sr. PS 5400.

offering GP 4800 and after completion of 4 years in Sr PS cadre GP 5400 to one and the same person needs modification. Hardly, there will be any PSs who can enjoy Gp 5400 after completion of 4 years in Sr PS cadre. Therefore, it is suggested to give 4800 to PS cadre, the feeding cadre, and 5400 to Sr. PS cadre.

4. Bunching for every two stages

The clause below (ii) under Rule 7(1)(A) of CCS(RP)Rules 2008 in page 35 states bunching. Accordingly for every two stages , one additional increment will be provided as bunching benefit. This also has not been extended to the field offices.

5. Stepping up of pay of Seniors.

The clause under Note-10 below Rule 7(1)(D) of CCS(RP)Rules2008 ie.,page 38 states stepping up should be done with effect from the date of promotion of the junior Government subject to the condition that both the junior and the senior government servants should belong to the same cadre and the posts in which they have been promoted should be identical in the same cadre. The pay of the juniors (ie., UDCs promoted as Assistants after 1.1.2006) were fixed with the minimum of 7450-11,500 (as 7450x1.86+4600) with effect from with effect from their date of promotion as per the clarification dated 27.1.2010 of Ministry of Finance. Hence the seniors in the same post also eligible for stepping up (ie., 7450x1.86+4600) from the date of promotion of the junior as was done by Ministry of Finance and Ministry of P&NG (both the copies of clarification and stepping up cases are enclosed). But this has not been extended.

6. Denial of Common scales and fixations.

As per report in para 3.8.1. the Common categories of staff are those categories that are engaged in similar functions spread across various Ministries/departments /organizations of the Central Government. These categories are not limited to any specific ministry of department and, therefore, any decision taken for them impacts more
than one Ministry/department/organization. But this is not made applicable to the field offices.

Dear kalash,
6cpc vide para 3.1.14 recommended parity of pay scales between secretariat and field offices upto the level of Assistant grade and the post of Steno Grade-II,I and PS will be designated as Executive Assistant as no distinction found for separate cadres. Delayering of posts also commenced from 1-1-2006 and the post of Steno Grade-III will be abolished in future. In such situation your proposal to place Steno Grade-III, II and I as separate cadre is against 6cpc recommendation and against the stenographers demand on parity and also your personal view which is beyond the scope of National Anomaly Committee and a matter of 7cpc. On 19-2-2010 as per OA 164/2009 PS of CAT was upgraded to gp4800 with gp5400 after 4 years under parity issue. Why you keep silent on it when your collegues got their demand?

To All the concerned respected members who are proposing to represent the anamolies in the NAC meeting scheduled on 27.3.2010 - My request to you, Sirs, is that please go through the detailed narration of Mr. Krishnan who has poit by point explained the anamolies. Kindly study them and represent in the meeting so that our problems are resolved and we do not feel neglected any longer.
