OFFICE MEMORANDUM

  

Subject:-      Grant of incentive for acquiring higher qualifications - Inclusion of additional qualifications/Review of the qualifications listedin the Annexure to this Department's OM No. 1/2/89-Estt (Pay-I) dated 9.4.99.

  

        The undersigned is directed to refer to this Department's OM of even number dated 28.4.2009 and reminders of even number dated 17.6.2009, 20/8/2009, 30.10.2009 and 7.1.2010 calling for suggestions regarding addition/deletion of qualifications listed in the Annexure to this Department's OM dated 9.4.1999.

  

   All the Ministries/Departments are requested to furnish their considered views/suggestions in this regard to this, Department within 30 days from the date of issuance of this OM.

I am working as a Computer Operator in one of the Major Indian Port in South India,(Ours is an autonomous body under the Ministry of Shipping). I have acquired Masters in Computer Application in 2001 and working in the same scale with out any promotion. I hope this Incentive for higher qualification will be a great news for people like me. In my opinion there should reserve some post / adhoc promotion to those who acquire higher qualification while in service.

I had joined a Central govt. research organization and did my M.Sc by taking study leave in 1987 and got 2 years earlier promotion in 1997. Thereafter, I had started my Ph.d in 2004 and completed it in 2009 in my research organization.
Kindly clarify if I will get any incentive after completing my Ph.d or not.
Please see into the matter to give some incentive of such employee who have already acquired and wish to enhance their qualifications to improve their career.

Ihave joined the MES dept in 1985.Due to certain constraints i was unable to finish my degree though my post waranteed only a diploma in the respective engg. Some affordable have done their degree due to situation that were conducive and now have started claiming right for the promotion for the next post which was non-existent during my appt/since the birth of the oldest dept MES. The fact is that the MES dept has many ,offices in such places where there is no provision for either doing a part time degree nor centres or facilities for taking up coaching/exams for competitive exams for acquiring higher qualifications. In view of inequality in service and posting conditions considering higher qualification for a post which does not warrant is incorrect. My sincere request may please be looked into.

Highly appreciative for granting incentive for aquiring higher qualification during service but should be limited to financial grant either through increments and not for promotions which will have a serious impact on those seniors who have been appointed earlier & who have rendered tireless and unparalleled service in the same dept who have been working parallely all along.
