Subject:- Grant of the pay structure of grade pay of Rs.4600 in the pay band PB-2 to Assistants of Central Secretairiat Service.



A large number of references were received from the service Associations and individual officials of the Central Secretariat Service for upgradation of the grade pay of Assistants in the Central Secretariat. The matter after examination in the Department of Personnel and Training was referred to the Department of Expenditure for their consideration.

2. The undersigned is directed to forward herewith a copy of Department of Expenditure O.M.No.1/1/2008-IC dated 16.11.2009 extending the pay structure of grade pay of Rs.4600 in the pay band PB-2 to Assistants belonging to Central Service with effect from 1.1.2006 for information and compliance of all the Cadre Units of CSS.

A reply is requested by 10.11.2009.

Is Grade Pay of Rs.4600 only for Assistants or PAs are also eligible for it? Original Order from Deptt. of Expenditure includes both Asstts. and PAs.

Does it mean the revsion of pay structure including grade pay of Rs.4600?

Good news for assistant of CSS. What about those in the field offices (non-CSS) whose prerevised pay is 5000-8000?. Can anyone provide information

Group 'B' Gazetted officer in non-CSS cadre is also got Grade pay Rs. 4600/-. This is justified that the CSS Assistant (non-Gazetted officer)has got the same Grade Pay?

The DOPT vide Om No.7/7/2008 CS1(A) dated 21.12.2009, extended the benfit of grade pay of Rs.4600/- to Assistants in the CSS alone as per Ministry of Finance OM dated 16.11.2009. The same OM 4th para states "while considering the case of granting upgraded grade pay of 4600 to Assistants and PAs in the Central secreriat, it is noted that Sixth pay Commission had recommended parity in terms of hierarchial structure of office staff in the field and secretariat offices upto the level of Assistants and this recommenddation had been accepted by the Government. With this issue of this department's OM of even n umber dated 13th november, 2009, the grade pay of Rs.4600 has already been introduced in the case of office staff in Field Office. ----why these senetences are not applicable to DOPT now? Are the they making fools on Assistants (pre-revised 5500-9000)in the field offices. These assistants are more competent when they entered into service in the pre-revised 4500-7000( Graduation with 2 years expereince in the field on programme) whereas the CCS cadres are selected with mere graduation and a test.that too, the CSS are doing only work in clerical nature. So the Assistants in the field are more competent/with 7 to 10 years expereinced than the CSS Assistants. So inspite of approving the 6th cpc report and made parity with the CSS assistants by the Government, the delay from the DOPT in granting 4600 GP to field Assistants in too much painful.

whenever the requirement of placement of 5000-8000 into 6500-10500 consequent upon the merger is discussed in this forum, the stenographers 'C' in the subordinate offices are not discussed. Similarly, it is brought to the attention of the other commentors that the 6 PC has recommended the merger of stenographer cadre with that of the assistants cadre, while recommending merger of 5000-8000 with 6500-10500. Let us hope that the staff side should be in a better position to get the placement of 5000-8000 into 6500-10500 on 01.01.06 which will consequently bring parity, and grade pay of 4600 to these poor lot of government employees who are less represented, due to their nature of work involved.

Respected sir,
I am in the grade of 5500-8000 and my pay in the old scale in 2006 was 7075 as on 1.1.2006. I have received ACP on 23/8/2006 but my office has deducted my one increment dues from 60% arrears i.e. Rs.26000/- what is the benefit how to fixed my increments and other dues. please clarify.

AS I JOIN IN CISF AS A SUB INSP. IN THE PAY SCALE OF 5500-9000 ON 07 JAN. 2006. MY BASIC PAY HAS BEEN FIXED IN 6 CPC AS 9300+4200=13500/-BUT WHO JOIN IN THE SAME RANK ON 25 DEC 2005 HIS BASIC HAS BEEN FIXED BY 10230+4200=14430/- KINDLY CLARIFY IT. THERE IS TWO BASIC PAY FOR ONE RANK

KINDLY CLARIFY THAT WHO JOIN THE SERVICE ON OR AFTER 01 JAN 2006 IN THE PB II WITH GRADE PAY OF 4200 ARE GETTING RS.13500/- WHILE WHO JOIN ONE DAY BEFORE AS ON 31 DEC. 2005 WILL GET 10230+4200 =14430.

THER IS DIFFERENCE OF RS. 930/-IN BASIC PAY FOR ONE DAYS DIFFERENCE. KINDLY RECTIFIED IT .

I AM A UDC JOINED IN 1997 AND WS GRANTED ACP ON 1.7.2008, AND MY PAY WAS FIXED IN SCALE OF 5500-9000/- OF ASSISTANTS. AFTER PAY COMMISSION I GOT THE SCALE OF 9000-13500/- WITH GRADE PAY OF RS.4200/-. NOW AS PER DOPT ORDER ASSISTANTS WILL BE GIVEN A REVISED GRADE PAY OF RS.4600/-. IS IT APPLICABLE TO ME.
