Subject:- Computerization of Annual Performance Appraisal Report (APAR) Sections of CS Division.
The undersigned is directed to say that this Department is in the process of computerization of the work relating to maintenance of APARs and subsequently develop an online system for submission and monitoring of APARs. NIC has been requested to develop a common software for all Ministers/cadre units, which shall be
made available in due course of time.
2. As soon as the relevant software is made available, CS Division will move ahead for computerization, so that in future, data on APARs of CSS Officers sahll be made available with a click of a button to the authorized users.In order to speed up such a process all cadre units may furnish to CS Dvivision the details of nodal officers in their respective Ministers/Departments alongwith their address, phone numbers, e-mail IDs etc. who are currently responsible for keeping a watch on the progress of the completion of ACRs/APARs. The officers so indentified(not below the rank of Under Secretary) shall be provided with usernames and passwords to enable them to opreate the APARs software of DoPT&T.

I have question related to newly modified ANNUAL PERFORMANCE APPRISAL REPORT of a Central Govt. Employee. Actually the question relates to me. My question is-
The Reporting officer gave me a very good remarks and a score of 7 in my APAR for the year from 1/4/2009 to 31/3/2010 but the Reviewing Officer in order to settle some personal scores COMPLETELY CHANGED MY APAR AND GAVE UNTRUE ADVERSE REMARKS WITH A SCORE OF JUST '3' which will affect my future promotions and will completely damage my carrier. The office peoples told me that the adverse report of Reviewing Officer will be considered and the report given by Reporting Officer will have no value. I wish to know that-
WHAT IS THE VALUE OF REPORT GIVEN BY REPORTING OFFICER WHEN THE REPORT GIVEN BY REVIEWING OFFICER WILL BE CONSIDERED AS A FINAL REPORT?
What law says in this regard? Is there any ray of hope?
I had already submitted a representation in this regard. Will this helps me.?
Please guide me. I cannot sleep in night. My BP is also high.
