Railway MCM = Defence(Ordnance) MCM





MINISTRY OF DEFENCE ISSUED ORDERS FOR REDESIGNATION OF HIGHLY SKILLED GRADE INTO HS-I AND HS-II.,AND GRADE PAY RS .4200 FOR MCM GRADE

This is really a happy news for workshop staff .Actually its a decade long demand of defence civilian workshop staff for Rs.5000-8000 for MCM Grade at par with Railway.

But unfortunatly the Sixth CPC turned down this demand and recommended Rs.4500-7000 to Railway employees too.After the strong protest of all federations this issue was placed before Fast Track Committee and finally this decision was arrived.

WETHER THE NEWS IS CURRENT OR NOT I DON'T KNOW, BUT A ORDER HAS BEEN CIRCULATED TO ALL ORD.FACTORIES ON 4-9-09 STATING THAT NO ACTION TO BE TAKEN UNTILL FURTHER DIRECTIVES.

In this pay commission band PB-1 is very unlucky because their future promotion prospect is affected .It is really very good news for MCM post but in other case we know that Last pay commisssion, HSK I was abolished.I could not understand Why this HSK- I was inducted while maximum grade in hirarchy has been merged.How jstified this decision.In defence estiblishment (Naval Dockyard Mumbai)all grades are confusing nobody knows when he will get ACP or Permotion ,It is totally Hodge Podge situation.It wiil really let down moral of its employees.

If a grade pay of a workman & supervisery staff is equivalent, will be it possible to keep harmoneous industrial relations?? Has anybody heard that pay package of an industrial / workshop staff is less than a worker??

what about the case of Civilian Motor Drivers those who are having the similar basic Pay and having more regular service than a MCM and initiallly appointed as Gp 'C'.Will the federation take up the case for consideration for getting at least 14% as similar as to MCM for CMDs (Special Grade)also instead of 5% ?

in each division and sub division the Number of MCMs are increasing and sitting idle and most of them are demanding desk duty equivalent to JEs.not willing to do the shift duties. therefore,posting of MCM is also necessary at command level wherever workload and vacancy is available.

Being a Master Craftsman in OFAJ, I am very happy with the Govt. decision to give Rs.4200 as grade Pay to MCM. I also congratulate INDWF for their struggle and success in the matter.
Prior to this order MCMs were promoted to Chargeman Gr-II, considering their seniority in HS grade. As the Grade-Pay of MCM and CH/Man is same, both the posts to be given the next Grade Pay at the time of promotion. As such the MCM is eligible for promotion to the post of JWM, with the next Grade Pay of Rs.4600.

why discrimination with MT Drivers?
Why The Special grade only for 5%
Why No ACP or MACP?
Why four grade Structure?
Why ACP & MACP is granting to the other categories who were got Court verdict on promotion. for e.g, JEs, D'man, clerical staff and so on.
Court Case was filed before 1996.ACP & MACP after 1996 which was in favour of entire employees, why the same was not granting except to MT Drivers.
Why Promotion to Special Grade is treating as promotion and promotion to Promotion MCM is not coming in hierarchy of promotion.
Without fresh recruitment How the senior most MTD who got more than 24 years of service will get promotion as special grade.
As per policy, CMD Grade I with 3 years service should get the promotion to Special Grade. However, who got promotion as special grade before 10 years of service in CMD Gde I. Leaders of the federations has to think why such discrimination is with MT Drivers. please look into the matter seriously.

I entered in the service on 09.05.21994 with pay scale which further revised to Rs.5000/- by 5th pay commission in Oct 2001 I was promoted and put on the basic of Rs.5500/-. Can somebody help me what should be my Grade Pay as on 01.01.2006 as the scales of 5000-5500-6500 merged together. There is a post in the scale of Rs. 5000 still exist in our deptt. which has been granted pay band of rs 4200/-
