Subject:Regulation of Journey by air while availing Leave Travel Concession - clarification regarding.



The undersigned is directed to refer to Ministry of Finance,Department of Expenditure O.M.No. 19024/1/2009-E.IV dated 13/7/2009 modifying the O.M. No. 7(2)/E.Coord/2005 dated 23rd November, 2005 and superseding of O.M.No. 19024/1/E.IV/2005 dated 24/3/2006. It has been decided by the Department of Expenditure that in all cases of air travel both domestic and international where the Government of India bears the cost of air passage, the officials concerned may travel only by air India. The matter whether these orders will apply in cases of LTC has been considered in consultation with Ministry of Finance, Department of expenditure and it is confirmed that these orders/conditions will apply in cases of LTC also.



2. This issues in consultation with Ministry of Finance (Department of Expenditure) vide their ID No. 39/DS(EG)/2009 dated 20/7/2009.

It is not clear from the O.M. that:-(1) Whether ther is any restriction on the total amount to be incurred for the ticket of Air India, and (2) Whether the journey thro' some other place when direct flight is not available is permitted or not.
Pl. clarify.

It is not clear whether one can travel by any other Airline on a route where Air India does not provide flight services.

I have booked my air tickets for Guwahati before the office memorandum issued on 13.07.09 and 27.07.09 by private airline to avail LTC to north-east states.Shall I have to cancel my tickets and book by Air India which will result in me paying Rs.8000.00 from my pocket. What should I do?

I m in grade pay of RS. 4200/- and i m not entitle for air travel.
But If i avail LTC and perform my journey by any low cost airlines am i eligible for rail fare for the same.

As per the OM dated 27.7.2009 GOI clarified that in all cases of air travel both domestic and international where GOI bears the cost of air passage, the officials concerned may travel only by air India. The doubt is in case any official who is not entitled to travel by air, want to travel by air on LTC or Tour, is it mandatory to travel by air India. He will be reimburse the train fare of entitled class. The fare of air india is more than other private operator like go air, Indigo etc. The official will definitely try to minimise his lose by travelling by private airlines. In such case whether the entire amount paid to private airline will be disallowed or he will be paid the train fare of entitled class.

Can anybody clarify.

I belong to Shillong (North East)and am entitled to travel by air on LTC. The only nearest Airport is Guwahati which is about 140 Kms away. Shillong is also not connected by rail. Please clarify if one is entitled to travel by Taxi from Shillong to Guwahati Airport and back, and if so what are the rates of entitlement.

govt. is wasting public money by spending money on/lending support to AIR INDIA FOR THE PURPOSE of granting LTC to GOVT. employees. AIR INDIA fares are just three times more than other airlines as INDIGO.It is just like spoiling his own baby with his own hands.Dept of expenditure(DOE) that comes under MINISTRY OF FINANCE is directly responsible for such extravagancies.
DOE MAY BE ASKED TO GIVE ESTIMATES OF PUBLIC MONEY SO WASTED/OVERSPENT.
