F.No.19024/1/2009-E.IV

GOVERNMENT OF INDIA

Ministry of Finance

(Department of Expenditure)

New Delhi,dated the 13th July, 2009

OFFICE MEMORANDUM

Sub: Air Travel on official account – both domestic and international

In partial modification of this Ministry’s OM No. F. No. 7(2)/E.Coord/2005 dated 23rd November, 2005 and in supersession of this Ministry’s OM No. 19024/1/E.IV/2005 dated 24.3.2006, it has been decided that in all cases of air travel, both domestic and international, where the Government of India bears the cost of air passage, the officials concerned may travel only by Air India.

2. For travel to stations not connected by Air India, the officials may travel by Air India to the hub/point closest to their eventual destination, beyond which they may utilize the services of another airline which should also preferably be an alliance partner of Air India.

3. In all cases of deviation from these orders because of operational or other reasons or on account of non-availability, individual cases may be referred to the Ministry of Civil Aviation for relaxation.

4. All Ministries / Departments of the Government of India are requested to strictly adhere to these instructions.

5. These orders will also apply to officials in autonomous bodies funded by Government of India.

The OM dt 13/07/2009 of DOE is very vague with regard to flying on private airlines in sectors not serviced by AI. It starts by saying in para 1."It has been decided that in all cases of air travel, both domestic and international, where Govt of India bears the cost of air passage, the officials concerned may travel only by Air India." Para 2 makes the travel itenary of the official a Mini Bharath darshan, if there are no IA flights on the shortest travel route for the officer has to travel not by the shortest route but "to the hub/point closest to their eventual destination, beyond which they may utilise the services of another airlines which should also preferably be an alliance partner of Air India". And pray what happens if there are no such alliance partner of Air India on the destination route? Para 3 adds to the mystery by requiring "all cases of deviation from these orders because of operational or other reasons" be reffered to the "Ministry of Civil Aviation" for relaxation. Dont look for answers for questions pertaining to which officer, or what designation or which section in the M.O.C.A. the letter has to be addressed to. Rest assured by the time the relaxation comes, if at all, the journey period would have been over. Any views?

Ranchi to Kolkata is not connected by Air India flights . Only Kingfisher airlines are available in the sector. Kolkata to Ranchi sector by Kingfisher is the shortest distance. If someone has to travel by Air India he has to reach the destination via Delhi which is much longer and costlier flight with one change of flight. Please advice wheather Kingfisher flight which is shortest between Ranchi-Kolkata is allowed for official tour.

Air India should try to be in the competition instead of begging for more money from the passengers. If the private parties can provide better services at a cheaper and affordable price then who will travel on AIR INDIA. The percentage of Government flyers are much less than the general public. It is the public money in form of Government tours that is being syphoned to AIRINDIA.
Have a competitive rate and better service I am sure AIRINDIA would fly with packed house, instead of carring Government officials.
The bottom line is : If you cant be in the competition then better retire before your are asked to leave.
