What is the Necessity for MACP to Emulate ACP’s Promotional Hierarchy? 

For a number of years, Federations have been demanding that employees who had not been given promotions for 10, 20 or 30 years be given promotions or upgradations by MACP (Modified Assured Career Progression Scheme) on the basis of their respective Promotional Hierarchy. The Government refused to oblige by stating very clearly in the 6th CPC that promotions will be given only on the basis of Grade Pay Hierarchy. 

There are no such recommendations in the ACP Scheme (Assured Career Progression Scheme), which was introduced by the 5th CPC. In fact, there was not even a Grade Pay format in its Pay Structure. There was also no usage of ‘Hierarchy’ in it. A lot of confusion was created after the introduction of the Grade Pay Structure by the 6th CPC. 

Two distinct hierarchies were created – Promotional Hierarchy and Grade Pay Hierarchy. 

Promotional Hierarchy is based on the pay structure depending upon the employee’s grade and department. Two employees with similar designations and ranks, but in different departments, will notice this difference. This is not applicable to everybody.

On the other hand, Grade Pay Structure is common for all. This is the reason why there are differences between an employee who gets promotions under the regular system and one who gets promotion under MACP. In order to rectify this discrepancy, a number of employees had approached the courts and had succeeded. 

This would become clearer with this example: 

Let us assume that an LDC employed with a Central Government office under a promotional hierarchy of 1900-2400-4200. Regular Promotion is given on this basis only. 

If the employee has not been given a promotion for 10 years, then, instead of the next Grade Pay of Rs. 2400, he will be given a grade pay hike of Rs. 2000. Instead of Rs. 4200 Grade Pay, he will be given Rs. 2800. This is the reason for all the confusion. 

But, the point to be observed here is that it was granted on the basis of Promotional Hierarchy, introduced by the ACP of the 5th CPC. 

Let us also look at the explanation given by the Government. 
Only those who haven’t received any promotion for 10 years are given promotions or upgradations under MACP.  Pay fixation is done based on 3% increment and the differences between Grade Pay. If the employee gets a regular promotion a month after getting pay fixation, then, the difference in the Grade Pay will be calculated on the basis of his entitlement and given immediately. The intention of the scheme was to remove the anguish of the employees who weren’t given any promotion for more than 10 years.

Government has notified the new ACP SCHEME for Central Government Employees as recommended by the Sixth Central Pay Commission...

The Scheme would be known as " MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES.
The Government has considered the recommendations of the Sixth Central Pay Commission for introduction of a MACPS and has accepted the same with further modification to grant three financial upgradations under the MACPS at intervals of 10, 20 and 30 years of continuous regular service.

The scheme would be operational w.e.f. 01.09.2008. In other words, financial upgradations as per the provisions of the earlier ACP Scheme ( of August, 1999) would be granted till 31.08.2008.

the MACP scheme seems to be discouraging to most of the employees. in my case, I have fixed in the grade pay of 4200=00 and next promotional grade pay in my hierarchy is 5400=00. that means I would get my promotional grade pay after putting 30 years of service as the promotional avenue is very feeble and next grade pays are 4600=, 4800=00 and then 5400=00.

The new MACP sheme has rationalised and addressed some long standing issues like ACP to Group A officer and next grade pay in the pay band formula,which rationally gives next grade pay to all employees irrespective of the next higher post in the pay scale because for many posts the next higher promotional post matches with the next grade pay. Now these majority group of employees will not suffer just because and not due to their own fault that organisation does not have two grade pay up for next post.All officer in the grade pay of 4200/- will get now next grade pay of 4600/- only irrespective of the fact of the grade pay of the next higher post in promotion. It is not my fault that my org does not have 5400/- grade pay for the next post and I should not be deprived for that as in some org after serving same yrs ( 10 yrs ) in same post, he or she will get 5400/.

The MACP has not provided any respite to some of the staff stagnating in the same payscale for more than 25 years. In my case I joined Givt.service in 1976 and was promoted in 1983. There after no promotion till 1993. In 93 I was offered promotion but due to some constraints I could not accept the prmotion for change of Hqrs. I was denied 2nd ACP for this reason However the ACP scheme was introduced in 1999. Now the MACP has also kept the same clause. Have I to retire without any financial benifit after working in the same post for more than 28 years?

Sir I am Murali from postal department class 3 Visakhpatnam I would like say what has achieved for this not know and no use there is huge discrimination for postal department class 3 .
1. The past services rendered Reserved trained poll class 3 in the department of posts ion entire India by nearly one lakh staff members who are victimized for hour wages just for Rs per hour not decided in the OM.
2. what scales for Indian postal class particular an unknown system of stream is going that is TBOP no where in any depart no body know whether it is for financial promotion what but according Madras HC it is financial up gradation not the promotions.
3.Several forced hidden doubts are also there.
4. Why some sector postal class3 without any service benefits are left alone Reserve staff means the staff meant for establish meant like regular employees like BSF CRPF ITBP are they not paid regular salary but we worked RS 2 hour for 8 years 1981 to 1988 though we have selected for direct quota on seeing paper advt we became most neglected Indian orphan the one sector of public members are thrown to bay of Bengal and human rights are rigidly placed to life time death sentence pl

Sir, I M.Ramchandra, LDC in the I&B Ministry, Bangalore, appointed as LDC and Jointed on 10.03.1988. I-ACP was fixed from 10.03.2000 under the pay scale of Rs.4000 - 100 - 6000. As per VI-CPC, I was fixed Rs.2400/-. Now, I am eligible for II-ACP or not and which is my II-
ACP Grade Pay. Please clarify.

I am working as a Research Assistant in the scale of 6500-10500. I joined my Institute in October 1977 as a Technician & got promotion under DPC in October 1983. My Institute gave me the benefit of ACP in the year 2006 & consider the effect of the same from October 2001 after completion of 24 years. I completed thirty years in October 2007. As per 6th pay commission during 30 years of service, at least 3 promotions or ACP benefit is given to the central government employee. My ACP after completion of 30 years is due in October 2007.Since MACP would be operational since 01/09/2008. Based on the MACP, whether I will get my due
upgradation w.e.f 1/10/2007 on completion of thirty years of regular service or w.e.f 01/09/2008 & what will be my next grade pay ?

Dear Friends

This policy is made to make fool to the lower staff ,who could not get promtoion due to departmental faults. Due to tehcnical fault, department has failed to give promotion timely, employees will suffer. Simply a LDC has appointed in the grade of Rs.1900/-will be given grade Rs.2400/- (Old Rs.4000-6000) on promotion on completion of 8 years but inthis ACP scheme, 1st ACP he will gade pay of Rs.2000/- only after completion of ten years and he will suffer financial loss. hence it is very clear that this policy will increase disparity in the mind of low paid employees.

All the group 'D'employees were upgraded in the grade pay of Rs. 1800/- from 1300/- or 1600/-. Now, what will be the next grade pay of those group 'D'employees who have served more then 25 years service even after getting two upgradatoins in previous ACP scheme, as all of his juniors are getting same grade pay and how it will count.

it is a blow on lower level employees particularly those who have got acp between 01.01.2006 to 31.08.2008 in my case i am an ldc and got 12 years acp in december 2007 i was given 2400 but as per new macp scheme if i would like to continue in 2400 grade i would have to loose pay commisson arrears of, it is a big lose lower clerical grade.

MACP is a big joke to the low paid employess. Government has made us foolsih. when a LDC is eligible for 2400 grade pay after getting his promotion, govt. is giving Grade pay of Rs.2000 after completion of 10 years. Old ACP is better than this MACP Scheme.
An LDC will get Gradepay of Rs.4200 after completion of 30 year almost retirment stage. In old ACP scheme after completing 24 year he was getting 4200 grade pay. It is better to withdraw MACP.

MACP is a big joke to the low paid employess. Government has made us foolsih. Rajasthan Government is giving 3 grade ACP on completion of 9,18 ^ 27 years in promotional scanes and central government is giving ACP on completion of 10,20 & 30 years.
There is no doubt this MACP scheme is should be withdrawn. A statement govenrment employees will be gde of 5400/- on completion of 30 years and central government employees will get only 4200/- in additional 3% promotion increment in every difference grade. Hence Rajasthan Govenment is better than central government.
In other words officers of central government has given more weighted after multiply of 1.85 their salary and they have given highly jumps of Rs.10,000/- in their grade pay.

Instead of 12 and 24 years, MACP has given 10,20 and 30. Nowadays employees are joining at the age of above 30.Maximum period of 30 years only they will complete,so what is the benefit in this scheme..!

MACP is a big cheat. As per old ACP, on completion of 12 years he is eligible for next promotional scale of pay. But as per MACP one has to wait 20 to 30 years to get the next promotional grade pay.
for eg. (1) LDC as per old ACP on completion of 12 years he will get UDC scale (2400 grade pay), but MACP he will get Rs. 2000 only. He has to wait another 10 years to get 2400 grade pay.
(2) Steno D 4000 scale,(Now getting 2400 grade pay. As per old ACP next steno C promotional scale is 6500 on completion of 12 years. But as per MACP he will be getting only 2800. He has to wait another 10 years to get 4200 grade pay.

My question is whether govt. will give option to employees to select MACP scheme on completion of 10 years or Old ACP schme on completion of 12 years.

Modified ACP scheme is a big joke on the word "ASSURED PROMOTION".

the ACP scheme itself was launched by 5th CPC with motive to compensate employees who didnt get regular promotion in their career.
the word ACP stands for 'Assured Career Promotion', n rationale of the scheme is that the CG employees shud get acp in case of not getting regular promotion (may b due to lack of vacancies in higher post in the deptt). so under the scheme, instead of getting the post of promotion in the hierarchy in department, he is supposed to b given the acp benefit in all aspects attached with that higher post, except for actual position/promotion attached to that post. such benefits include payscale/grade pay, etc.

now if, the MACP is accepted then, the concept of acp scheme itself gets derailed. examples of such derailment r like this.
1) inspectors of central excise getting 4200 gp, gets promotion to post of superintendent in gp of 4800. but under macp, inspectors not getting actual promotion, wud get macp benefit with gp of just 4600 n not that of promotional post.
2) similarly, inspectors getting acp/macp, without getting actual promotion in post of superintendent, is denied the benefit of financial upgradation to gp of 5400 even after completion of 4 years in gp of 4800.
now where is the rationale of giving him the ‘ASSURED” promotion under the macp scheme. when the word used is ‘assured promotion’, then he shud get the gp of promotional post (n not the intermediary gp of 4600). n if the acp inspectors completing 4 years of service r denied the gp 5400 then, or not getting gp of 4800 on macp, it implies that those inspectors hvnt got any ‘so-called’ assured promotion.

Accepting this macp scheme itself is an insult to the assured promotion. else, remove the word promotion from the said scheme.

Ijoined railways on 7.5.86. iI got 1st ACP on 1.10.99. And now I am working in pay band 4600/-. Now as per MACPS from which date I will get the next pay band which is 4800?

With regard to Group 'D' posts upgraded to Group 'C' w.e.f. 01.01.2006, the upgradation will not be treated as a promotion as per the earlier ACP Scheme. The Present MACP Scheme will not be different from the same. Hence, an employee drawing a Grade Pay of RS. 1800 (after upgardation) will be granted the I ACP upgradation to the Grade Pay of Rs. 1900, II ACP upgradtion to Rs. 2000 and III ACP upgradation to Rs. 2400 after 10, 20 & 30 years service respectively or 10 years from the first and/or second promotion, whichever is earlier.

Most of the comments here are actually related to MACP are regarding the question of 'hierarchy' or the Channel of ACP upgradations. The change in the Scheme is not a new thing. The modalities of the new scheme was decided by the Govt right when it decided on implementation of the 6 CPC recommendations. All the Federation/Unions were very much aware of the same. For a change in the new scheme, kindly approach your respective Association/Unions to do the needful.

Please refer to the Clarification 2 & 6 of the OM dated 13th September, 2008 by Ministry of Finance for Pay Fixation. There, the Ministry clearly state that both for Promotion and Financial upgradation under ACP, Pay is fixed in the higher post only (Hierarchy in the Post not in the grade pay).

One issue which needs clarification in the new MACP Scheme is regarding the conditions for eligibility of upgradation under the new scheme. In the original ACP Scheme, upgradations to the next pay scale in the heirarchy of the employee were granted only if the employee satisfies the conditions applicable for regular promotions vis-a-vis educational qualifications, residency period, DPC etc. Now the Govt has stated that upgradations under the new MACP Scheme shall be made only to the next Grade Pay in the common grade structure mentioned in the CCS (RP) Rules, 2008. Now the question is, what will be the eligibility conditions for grant of financial upgradations under the new MACP Scheme, which is not made to the grade applicable to regular promotions? Will it be fair to expect a person to satisfy the conditions applicable for grant of promotions to a post holding higher grade pay than the grade pay to which he is upgraded?

May someone help the Govt to see reason.

Steno-D expected grade pay on MACP as 4200 but it seems next2800 our next promotional grade is Steno C for which it is 4200. Most of the litigation in 5cpc was from Grade-II class of employees again the same is being invited. What the anomaly committee has done. why the MACP is not giving on the basis of hierarchy of posts available in the organisation. Lets do something on it.

myself shri.v.d.gaikwad, working in ministry of agriculture in gp 5400/-. I was ainitially appointed in central government service in the year 1975 in then 330-560 scale.further i was selected to another post in then scale of 425-700, in same organisation.later on IV th pay commission revised this scale as 1400-2300.in the year 1987 I was promoted to the then scale of 1640-2900.further I got selected for the higher post through UPSC the then scale of 2000-3500 in the year 1988.further I was promoted to post carrying the then scale of 2200-4000 in the year 1992.Since then I am in the same scale.Mean while V th pay commission in year 1996 has revised/ as wel as upgraded the certain scales as follows.
1400-2300 5000-8000
1640-2900 5500-9000
2000-3500 6500-10500
2200-4000 8000-13500
Now VI th pay commission has merged the certain scales with Grade pay of 4200/- for which I received promotion and also I was selected through UPSC. Now I seek the clarification from somebody that
(1) In accordance with point 9 of Annexure I of MACPS my service before my selection in 1988 will be counted for macps.(Since selection was for new post carrying the same grade pay i.e. 4200/-)
(2) In accordance with point 5 of MACPS the promotions awarded before 1-1-2006, will be ignored, (especially where the scales are merged by the V th pay commission i.e.5000-8000, 5500-9000, and 6500-10500.)
(3) Will the MACPS be allowed to me. Iam going to retire by 2010.

I was appointed as LDC on 14.08.1984. I got first promotion as Auditor in 1989, after passing Departmental Exam and promoted as Section Officer 29/7/1993 after passing the SOG Exam and thereafter as Asstt. Audit Officer on 30.07.1996. Now these two scale are merged with single grade pay of Rs. 4800/- as per 6th CPC. My question is when I have completed 16 years in one grade then I am entitled to get any finacial upgradation ? If so, when ?

I have joined service in JUNE-1990 --Till date i have not get any ACP, Because ACP are banned in our department [AIR & Doordarshan] due to a upgrade scale was given ie from Rs 4000/ to Rs 4500/-- in the year 1996 ,Now our department are lift that ban and allowing to give MACP,Kindly tell me can i elgible for ACP and MACP

Dear Comrades,
In the bilateral meeting on 20th April 2009 with Principal Director, Staff, the following issues were also discussed – rather certain clarifications and some amendments/improvements to the scheme of adhoc SO were sought - to in addition to the agenda items as given in the Circular 10.

Two of such issues were related to transfer of SOGE Civil Audit passed candidates from A&E office to Civil Audit offices.

Some units have reported that there are some candidates in A&E offices who opted for SOGE Civil Audit only because there was no chance for any career advancement in A&E offices. Some of them have passed the papers of SOGE Accounts. Under the scheme given vide circular dated 25th March 2009 by CAG, these personnel would not be considered for adhoc promotion because they are candidates for SOGE Civil Audit. It was also pointed out that some candidates, as in the office of AG (A&E), AP, Hyderabad, had represented way back in 2007 for being considered/declared as SOGE Accounts passed and their representation is still pending.
We requested that relaxation to this clause may be given and a fresh option may be given to all such personnel to remain in A&E office itself, ie to withdraw from SOGE Civil Audit and considered as SOGE Accounts passed.
It was stated by Pr Director Staff that at this stage no such request could be considered. On being further requested it was stated that any request for relaxation can be considered after the implementation of the scheme.

We also took up the issue of taking SOGE Civil Audit passed candidates from A&E offices in Audit offices where vacancies in the SO/AAO cadre are limited or marginal.
It was clarified that (P)AG (Audit) has to work out how many posts will be required to accommodate all such SOGE civil audit passed personnel and have to seek sanction for additional posts. It was further clarified that all such candidates from A&E offices would be taken on deputation against additional posts, without affecting the promotional prospects of future candidates in Civil Audit offices.

Another issue we raised was on the regularisation of daily wage employees. We were informed by Pr Director, Staff some scheme is being worked out and it is expected that we can expect some action in this regard soon.

In case of planning Asst. of DDA, a planning draughtman after 24 years of service in the previous ACP scheme would be in the GP of 5400and PB-3B, but now in MACP schemehe will only get GP of 4800 in PB-2,so where is the uniform progression and where is the so called upgradation of the employees.

WE R IN THE CADRE OF 6500-10500 AS PER PREVIOUS SCALES. AFTER COMPLETING 24 YRS WE WERE TO GET SCALE OF 10000 WHICH COMES NOW UNDER PB3, BUT ACCORDING TO MACP, AFTER 20 YEARS OUR PAYBAND WILL BE SAME (PB2) AND THERE WILL BE CHANGE OF GRADE PAY ie FROM 4600 TO 4800. WE HAVE BEEN WAITING FOR THIS ORDER SINCE ONE YEAR & NOW WE ARE SHOCKED TO HAVE IT, THAT AFTER WAITING 20-22 YEARS WILL WE BE GETTING ONLY RS. 200 HIKE? THIS IS TOTAL INJUSTICE TO CLASS 'C'& 'D' CADRES. ITS REALY PATHETIC THAT OUR DEDUCTION FOR CGHS GAS ALREADY BEEN RAISED TO RS 325 INSTEAD OF 100. its really very sad that we joined as group c cadre & will be retired in group c only.PAY COMISSIONS ARE THERE FOR IMPROVEMENT OF EMPLOYEES BUT IN THIS MACP WE VE GONE BACKWARDS . WE ARE NT HAVING ANY BENEFIT . PREVIOUS ACP WAS COMPARITIVELY 100 TIMES BETTER. WE R IN SCALE OF 6500-10000. WE WERE TO GET ACP IN 24 YEARS, BUT ACCORDING TO MACP AFTER 20 YEARS WE ILL BE GETTING ONLY CHANGE IN GRADE PAY WHICH IS NOT WORTH, ITS ONLY A EYE WASH FOR GOVT EMPLOYEES, MAJOR BENEFIT IS AMONGST GROUP A CARE.

Even after 50 years of independence, the vestiges of British rule cannot be erased from the civilian bureaucracy. It is with great anguish we pour our feelings out, and hope that the highest level of the political leadership considers it sympathetically and avoid any inaction by vested bureacratic interests.
The non-class 1 i.e the Group B,C are an aggrieved lot.
The classification of the services under Gazetted-non-Gazetted , Group A, B and C has created a virtual Aparthied like situation wherein we come across cases of Group A officers having a disdainful and supercilious attitude towards their non UPSC, Non Class 1 subordinates bordering on hubris.What is so sacrosanct about this classification that it is leads to vested interests protecting their turfs and how can you have social justice in society when the civil service itself has such an inegalitarian hierarchal structure that it it in danger of falling apart if any other formation based on social justice platform like Mayawati comes to power at the centre. Before we go public on this issue, I suggest that the Govt.
act on it and take some remedial measure before any social upheavel shakes up the very citadels of our bureaucracy.
This has assumed such an Institutionalized setup that it almost mirrors the varna system in Hinduism.
Everything is based strictly on hierarchy and not on value.The hiatus is too wide to bridge, given the sacrosanct nature of Group A.
How sacrosanct the Class 1 scales in the sixth Pay Commission are, can be gauged by the substantial jump in some allowances and perks in the Grade Pay of Rs 5400/ and PB-3 and the virtual red letter highlights in PB-3
as 'Group A induction'.
Lack of any lateral upward moves on the part of the lesser
mortals to move up the Varna system, which euphemistically is
referred to as Induction in group A, and which is tantamount to a lower varna person being baptised into a higher one, has created a deep resentment in many talented employees who by virtue of bad luck could not make through UPSC and had to opt for SSC instead.This system,like the caste system, is designed in such a way that it precludes any latent talent in the lower rungs.
Probably no other Instituition has this kind of divergence
wherein a certain class of people are condemneded to stagnation for the rest of their lives ,however talented they may be.
As a first step towards alleviating this historical wrongs,
the Govt can make towards abolishing this classification into A,B,C,D and gazetted.Also any graduate in Govt. service in whatever grade pay should be made to appear for an exam and given an opportunity to get the Grade pay of Rs 5400/ after he clears certains minimum criteria in a transparent manner.
It is never too late in History to correct a wrong.
Some of the privileges enjoyed by the higher echelons like
unquestioned study leave, can also be extended to all sections
as everyone can justify value addition after taking a
sabbatical off for education. I dont see any reasons why
a non -gazetted employee who has put in 20 years service
should be denied permission for a 2 year study leave, on loss of pay. Why cant you frame rules on this.
Secondly as the recommendations of the Chairman of the Commission do carry some weight, I suggest that keeping the egalitarian nature of our Constitution in mind kindly keep the ratio of the Highest vs the lowest pay at the ratio of the fourth pay Commission.
Thirdly , there should be scope for lateral or upwardly induction of exceptionally talented staff from non group A ,who by virtue of mischance might not have fared well in the UPSC civil services examination and who are condemned to stagnation for the rest of their lives.This will address to a great extent the frustration and resentment in them.
Start the process right away, or else the fight on this logic will be conducted in the next Administration and already some important social justice politicians are being sounded on it. Please do not take it lightly.

I Joined the I.T. Deptt as UDC in 1993 and was promoted as TA & STA on 8/7/1997 & 20/7/2001 respectively. In June, 2007 I was promoted as Inspector of Income-tax. Since Pay scale of STA & ITI is the same, am I entitled to any benefit under MACPS or otherwise.

I have joined service in may 87 in the scale of 4000-6000

I got 5000-8000 scale under OLD ACP in Aug 99,

I got New Appointment to the Scle 5500-9000 as a departmental candidate in Jul 2007.

Again I got another new appointment to the scale 5500-9000 as a dept candidate
in May 2009.

All my above appontments are in continues service.

What would be my grade pay now in Sep 2009 under MACP?

In survey of India I joined as TTT’B’ D/Man from 15.10.1984 in scale 260-400 after two years of training I got classified as D/Man Gde-IV in pay scale 975- (4th CPC) on 1.1.87 and after three years i.e. from 1.1.90 I got classified as D/Man Gde-III in pay scale of Rs. 1200…. (scale of UDC 4th CPC) and thereafter two years in Gde-III i.e. from1.1.1992, I got classified as D/Man Gde-II in the pay scale of Rs. 1350-2200 (scale of 4th CPC). Gde-II is the bench mark for counting the date for coming PROMOTION. I got Ist ACP from the date of Gde-II on 1.1.2004 after completion of 12 years. I WANT TO KNOW ABOUT THE 2ND ACP TO ME AS PER NEWLY DECLARED MACP SCHEME, WHEN WILL IT I GOT GRANTED? LIKELY SAME FOR 3RD ACP. MY DATE OF BIRTH IS 1.6.1960.

News:- Recently I saw a vacancy for LDC on SSC site which is earlier metric level but recently upgraded into 10+2 level.
Comment:- After VI CPC the qualification for Peon/Record Clerk etc is metric
and the grade pay for this post is 1800/- but after 10+2 a candidate qualify
the SSC they are lapsed three to four years of his life and get Rs. 1900/- GP
and a gift of many works like as UDC, Accountant, Auditor, Sr. Accountant,
Sr. Auditor with free mental tension. But a person recruits as a Record Clerk/Peon
(after completion of a commission for this as SAM, DAM, DAND, BHED) they get No tension only gives tension
and get GP Rs. 1800/-+ Liveries which is excess than GP of 1900/- and save her lives three to
four years and they get three to four increments up to a candidates complete 10+2 and SSC which is to more
than which a fresh LDC gets.
So I suggest to a candidate not to take admission in 10+2 if their motive to serve govt sector(as LDC), they only
aimed to SAM, DAM, DAND, BHED niti for geting Service in govt sectore after 10th.

1.A postman is not ready to work as sorting postman and so declined earlier BCR with grade pay 2800(before 01.09.2008). Hence what will be his position in MACP with effect from 01.09.2008?
2. A postal assistant declined LSG(NB) before 01.09.2008 for first time an d for second time declined in year 2009. As he has completed his thirty years of service is he eligible for third MACP with effect from 01.09.2008 ? kindly reply as soon as possible...

Please advice me whether I am eligible for modified Assured Career Progression scheme(MACPS) with the following details:-

I have been appointed in Indo-Tibetan Border Police( Para Military, MHA as Sub-Inspector under direct recruitment on 23.1.1988 at pay scale 1400-1800-2300

Departmental promotion as Inspector on 25.6.1992 at pay scale 1640/-

This scale was upgraded to 6500-200-10500 w.e.f. 1.1.96 due to 5th CPC recommended under ACP scheme I have not recieved ACP due to Medical low category.

My grade pay has been fixed as 4600/- w.e.f. 1.1.2006

Now question is

1. How many MACP will be given to me.

2. Salary fixed after MACP.

Dear Friends

This policy is made to make fool to the lower staff ,who could not get promtoion due to departmental faults. Due to tehcnical fault, department has failed to give promotion timely, employees will suffer. Simply a LDC has appointed in the grade of Rs.1900/-will be given grade Rs.2400/- (Old Rs.4000-6000) on promotion on completion of 8 years but inthis ACP scheme, 1st ACP he will gade pay of Rs.2000/- only after completion of ten years and he will suffer financial loss. hence it is very clear that this policy will increase disparity in the mind of low paid employees.
