ACP (Assured Career Progression) Clarification will be expected after 2nd April 2009..!



The Government has ordered three financial upgradations under the ACP Scheme for CG Employees. It has accepted the recommendation of the 6th Pay Commission for granting only the next Grade Pay for such financial up gradation. The up gradation to next pay scale with higher Grade Pay will be available on completion of 10, 20 and 30 years of completion of service. This Scheme will ensure 3 financial upgradations in the entire career for those who could not get their regular promotion.
It is unfortunate that the much awaited modified “Assured Career Progression” for Central Government Employees has not yet announced. In every Departmental JCM meetings, decisions regarding this were in-conclusive till now.
Some informations received says that the government orders regarding the ACP was sent to DOPT from the Finance Ministry. The DOPT will be issuing the orders regarding this very soon.

As such, the National Executive of the Confederation meeting will be held on 2nd April 2009 in New Delhi. In this meeting, the government will be forced to explain the progress of the ACP Scheme and the result is eagerly awaited by the central government employees.

As per recommendations of the VIth CPC as well as accepted by the Govt of India, the existing ACP will continue with the specific modifications. If, existing ACP will continue then why the benefits of ACP have been stopped for want of clarifications. The modification is only that ACP will applicable for those who have completed regular service in the specific grade of pay for 10 years instead of 12 years. An employees can get the benefit after 10,20 and 30 years of service instead of 12 and 24 years. As per new ACP an employees can get 3 times benefits instead of 2 times as PER earlier ACP. The benefit of ACP should be applicable from the date of acceptance of CPC report by the Govt. and financial benefits should be given to the eligible employee from the due date. The persons eligible for this benefit from the date of acceptance of revised ACP, the arrears of pay should be given to them.
There is lot of delay for issuing the necessary ACP guidelines because the most of the staff is suffering to get the benefits of ACP whose are completed more that 10 years of service in a grade.

I big anomly is there in the case of grant of ACP to the clerical cadre of MES. Individual who were granted 2nd ACP after 24 yrs before 1.1.2006 have been given Grade Pay of Rs. 4200/-. As per New MACP Scheme the individual who are due for 2nd ACP after 1.1.2006 will be be given Grade Pay of Rs. 2800/-. Which is not justified. Same category of people availing different grade pays even differnt in their seniority is one month.

is the central government unions really fighting for ACP or revised MACP. we all r looking forward for the revised ACP scheme and we hope unions are taking it seriously. or our hope will have to fade with time

As per the new ACP Scheme it is not clear if a person in present grade is UDC so what will be the next ACP on due date. Whether it is grade pay of Assistant or pay scale of Aassistant. Kindly clear it please.

I will get the benefit of ACP after 23 years if it is applicable w.e.f.1-8-09. Hence it should be implemented w.e.f. 1-1-06 the date of implementation of 6th pay commission report. Otherwise it should not be given the 20 years benefit.

Employees with GP 4200 are the worse sufferer in this new MACP, to comeout of the bottleneck GP 4800 should be abolished,so that after 20 years of service one can go to PB3.This will narrow down the injustic made to this class of employees.

Hi Sir,

I would like to bring a few lines for your kind information. Sir, I have joined in the ICAR Services (Government of India under Ministry of Agricultural) as a Junior Clerk/LDC in November, 1985 and got only one Promotion as Senior Clerk/UDC in the Year of September 1992. After that I did not get any promotion till June 2007. In the year 2007 I took VRS on 01/06/2007. I have rendered the total Service of 21 years 7 Months. In my entire service, I got only one promotion. Sir, please tell me whether I am eligible to get the benefit of 2nd ASSURED CAREER PROGRESSION SCHEME. If I will be in service my Superannuation is in May 2021.

Sir,

I have joined Kendriya Vidyalaya Sangathan in 1994 as LDC. I got the ACP in the scale of UDC in the year 2006. I qualified the Direct Recruitment Test of Kendriya Vidyalaya Sangathan for the post of UDC and joined the same by tendering technical resignation. No pay fixation was made for the new post as i was already getting the GP of Rs.2400 . After joining the new post I was declared successful in the Departmental Test also but no offer was made to me by the department.

Kindly suggest/clarify whether i am eligible to get the 2nd ACP under MACP after 4 year i.e. 2014 as per the OM No. 11/1/2010-JCA dated 6th October, 2010 Point No. 10 (Item No. 16).

I was in the pay scale of 12,000--375-16,500 (S-21) and was given ACP in the next higher pay scale of 14,300-400-18,300 (S-24).
Recently, it has been informed to me that the office is reconsidering to put me in the next higher scales of pay, that is 12,750-375-16,500 (S-22) or in the scale of pay 12,000-375-18,000 (S-23).
Is it correct? Please clarify?

I was recruited in Jan.1991 in group-D ,presently grade pay of Rs 1800/-., but in 2001, I passed deptt. competative exam & got S-8 scale(4500-125-7000)present grade pay of Rs.2800/-. Kindly clarify that may I get a next/ 2nd MACP benifit under this scheme.
