Explanatory Memorandum

The Central Secretariat Service Rules, 2009, were notified on 27th February, 2009. The rule 24 of the said rules repealed the Central Secretariat Service Rules, 1962 and regulations framed there under with effect from the aforesaid date. As such, no regulation for preparation of Select Lists of Section Officers’ Grade and Assitants’ Grade are in force till new regulations are framed under the said Central Secretariat Service Rules. 2009. The vacancies arising after repealing of the earlier regulations can therefore be filled up only after new regulations are brought into force. The retrospective effect of the proposed regulations is only to fill up the vacuum created by the repealing of the earlier regulations since 2009. Further, these regulations are not amendment to the existing Rules, but only issued in furtherance of the said Rules and the retrospective effect would make them concurrent with the main Rules, Under these regulations, the Select Lists of Section Officers’ Grade and Assistants Grade from the year 2009 onwards will be prepared, of which none have been prepared as yet. As such, the interest of no one is prejudicially affected by giving retrospective effect to these regulations
