Dear Colleagues,
Best Wishes to all our Unions and its members for a prosperous New Year 2013.

Herewith we are enclosing the Joint Statement by three recognized Federations in Defence to organize and conduct  TWO Days All India strike proposed by INTUC and by all the Central Trade Unions on the following demands on 20th & 21st February 2013

  • Concrete measures to contain price rise.
  • Concrete measures for employment generation.
  • Strict enforcement of labour laws
  • Universal Social Security cover for organised and unorganized workers and creation of National Social Security Fund and
  • Stoppage of disinvestment in Central and State PSUs/Undertakings
  • No Contractorisation of work of permanent/perennial  nature and payment of wages and benefits to the Contract workers at the same rate as available to the regular workers of the industry/establishment;
  • Amendment of Minimum Wages  Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/- linked with cost price index;
  • Remove all Ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity;
  • Assured Pension for all;
  • Compulsory registration of Trade Unions within a period of 45 days and immediate ratification of ILO Core Conventions 87 & 98.

For the above demands and for the demands of Defence Civilian Employees (List enclosed) a Joint Committee at all the units may be formed and the demonstrations, strike Ballot and strike notices be served to the Head of the Establishments as per the schedule by each union individually.  Programmes may be conducted jointly but strike Ballot, Strike notices are to be conducted and served individually.  The reports may be sent to INDWF.

The above structure of pay band and grade pay has been projected by multiplying factor 3 for 7th CPC will create a lot of different, anomolies, gap between pay band and grade pay. pay band and grade pay should be made by multiplying factor as follows:
multiplying factor = 3 for Pay band I
multiplying factor 2.75 for pay band II
multiplying factor 2.50 for pay band III
multiplying factor 2.25 for pay band IV and above.

Apart from DA and HRA, the all allowances such as CA, HCA-CCA, etc. should be increased by multiplying factor of band pay.
Medical allowance should be fixed. Family planning allowance should be maintained modern family structure such as (parents + 2 children) not given benefits to thouse who have two or more children and thereafter shows family planning proof (green card).
Children education allowances should be those who have only 2 children not more. It is shown that those employees whose have more children they is getting benefits.

1.The main problem in the existing MACP is the long span between two grade pays i.e 10 years, which is too much it should be reduced to 8 years so that there is chance of getting at least considerable reasonable financial up gradation during any ones service, At present time scale promotion is only cadre, where as the job responsibilities are same both cadre and non cadre/promoties .if not every body should be given time scale promotions.I hope Every body will support the same and raise this point in their representation for 7th pay commission.

2. I agree there is a huge difference between Grade pay of Rs 7600 in pay band -3 and next pay band in PB-4.The PB-3 Rs 7600 should be merged in PB-4 in the proposal of 7th pay commission.The responsibility for both grades are same at present.
