Recommendations of the Screening Committee henceforth be placed before the Appointing Authority of the post in both cases where the Committee is constituted in the Ministry/Department or in other cases for approval with regard to grant of financial upgradation under MACP Scheme.

OFFICE MEMORANDUM

Subject:- Modified Assured Career Progression Scheme for the Central Government Employee-Clarification regarding.

The undersigned is directed to invite reference to the Para 5 of the Modified Assured Career Progression Scheme issued vide the Department of Personnel and Training Office Memorandum No. 35034/3/2008-Estt.(D) dated May 19, 2009 providing that the recommendations of the Screening Committee shall be placed before the Secretary in cases where the Committee is constituted in the Ministry/Department or before the Head of the organisation/competent authority in other cases for approval.

2. References have been received from various Ministries/Departments with regard to delegation of powers of Secretary to a Joint Secretary level officer as a large number of files on various matters are referred to the Secretary for approval and it is an administrative matter of routine nature which can be disposed of at the level of Joint Secretary.

3. The matter has been considered in this Department and it has been decided that the recommendations of the Screening Committee henceforth be placed before the Appointing Authority
of the post in both cases where the Committee is constituted in the Ministry/Department or in other cases for approval with regard to grant of financial upgradation under MACP Scheme.

4. Ministries/Departments are requested to bring these instructions to the notice of all concerned including their attached and subordinate offices.

It is found that CWC has still doubt about granting MACP to Group "A" officers who entered in later stage. There was a Circular that one year before their retirement their case may be reviewed and if found fit they maybe given either MACP or NFU. Unfortunately the Central Water Commission , New Delhi revieWed the Case of DD who has been retired after serving 2 years only and taken the decision that he got promotion so he is not entitled any MACP. But MACP is time bound and he got Promotion at age of 33 years, whereas MACP is entitled on completion of 10, 20, 30 years. In which his MACP was due after 30 years, and he got his promotion after 33 years. The what basis he can deny the benefit of due date of MACP ( after 30 Years ) service. In short the CWC made / misinterpreted the Guidelines of DOPT and made it Neither MACP nor NFU. NFU is meant for the officers who can have minimum 5 years service , so the question is not arising, and at least MACP would have given on due date onwards ( years back as he lost 3 Increment which was not his fault/ So it is requested that those who were appropriate may be given a clear answer to this case please.

Financial up gradation of revised MACP seems to be a very complicated matter. Geological Survey of India, Northern Region, Lucknow is one step ahead to create further complication. Survey stream employees and ex employees are keenly waiting to get their due revised pension/salary/arrear for past fourteen months if not more on merger of post revised MACP etc. Due benefits of revised salary/pension have been paid to other offices of Geological Survey of India, still what’s the problem to sanction similar service benefits to eligible Survey stream professionals of Geological Survey of India, Northern Region, Lucknow is better known to the competent authorities. Interventions from DG, GSI, CHq, Kolkata, inquiries/feedbacks at GSI Portal and PG Portal registered grievances have failed to yield a solution. Depriving the Survey stream employees of Geological Survey of India, Northern Region, Lucknow of their due service benefits without any rhyme and reason is just beyond comprehension.

It is noticed that those employees who has remustrated into next rank after completing 9 Years and 11 Months getting neither macp nor remustration increament and gone to one increament less than their coleages who have remains in lower ranks

MACP should effecd from 1.1.2006 , date of 6th Pay commision instead of 01.09.2008 .Now it is from 1.9.2008. Group B are getting much higher Grade Pay than Group A retired before 01.09.2008.
